RUSSIAN FEDERATION FEDERAL LAW On the exclusive right to receive in the establishment secondary professional and higher vocational education of school leavers, Victims of the earthquake in the Okhinsky area of Sakhalin Oblast adopted by the State Duma on June 16, 1995 The purpose of this Federal Law is to ensure the exclusive right of citizens-school leavers. Secondary vocational and higher education Professional education in connection with the natural disaster that has befallen residents of the Okhinsky area of the Sakhalin region. Article 1. To establish that graduates of general education schools in the Okhinsky district of Sakhalin Region, which won programmes of general and secondary (full) general education, are granted exceptional income in 1995 State or municipal institutions of secondary vocational and higher professional education of the Russian Federation without entrance examinations for free education. The basis for admission to the establishment of secondary vocational and higher professional education is the existence of a State model of relevant education and final evaluations. Article 2. Executive bodies of State power, education authorities in the Russian Federation at all levels, heads of institutions of secondary vocational and higher vocational training of the Russian Federation To take the necessary measures to ensure the exclusive right referred to in article 1 of this Federal Law.
