The citizens referred to in articles 2 and 3 of this Federal Act shall be issued with a certificate of the same type (in the order determined by the Government of the Russian Federation), which shall give entitlement to compensation and benefits upon their presentation. Article 6. The financing of expenses related to the implementation of this Federal Law is financed from the federal budget and is earmarked. Article 7. The President of the Russian Federation and the Government of the Russian Federation shall, within three months, bring their legal acts into conformity with this Federal Law. Article 8.
