RUSSIAN FEDERATION FEDERAL LAW On the construction of the capital of the Ingush Republic adopted by the State Duma on 5 December 1995 Approved by the Federation Council on 20 December 1995 Article 1. The construction of the capital of the Ingush Republic is an object of federal importance, an important factor of the establishment of statehood in the Ingush Republic, stabilization of the socio-political situation in the North Caucasus. Article 2: Financing the design and construction of the capital of the Ingush Republic shall be carried out in accordance with the procedure defined by the Government of the Russian Federation, financed by the federal budget, and shall apply to its protected articles. Article 3. The Government of the Russian Federation, in consultation with the Government of the Republic of Ingushei, determines the order and timing of the construction of the facilities of the capital of the Ingush Republic. Article 4. Construction of the complex of administrative buildings necessary for the implementation of capital functions, housing of 200 thousand square meters and objects of cultural and household purposes with the observance of modern urban regulations, as well as The construction of the city's engineering facilities, taking into account its development prospects, should be completed by 2010.
