The Romanian Parliament adopts this law + Article 1 This law approves the ceilings of certain indicators specified in the fiscal-budgetary framework, according to the provisions of art. 26 26 para. ((2) and art. 29 29 para. (1) of the Fiscal Responsibility Law no. 69/2010 , republished. + Article 2 (1) The ceiling of the consolidated general budget balance, expressed as a percentage in gross domestic product, is both in 2017 and in 2018 of -2.96%. (2) The ceiling of personnel expenses of the consolidated general budget, expressed as a percentage in gross domestic product, is 7.8% in 2017 and 7.7% in 2018. + Article 3 (1) The ceiling on public debt, according to the European Union methodology for the end of 2017, is 40.0% of gross domestic product. (2) In 2017 the ceilings on repayable financing, which may be contracted by the administrative-territorial units/subdivisions, as well as those regarding the drawdowns in the repayable financing contracted or to be contracted by the administrative-territorial units/subdivisions, are in the amount of 1.200,0 million lei each. The amount related to reimbursable financing, which can be authorized for an administrative-territorial unit/subdivision, is maximum 100 million lei annually. (3) The ceilings provided in par. ((2) do not include repayable financing intended for the refinancing of local government debt, nor for repayable financing intended for projects benefiting from non-reimbursable external funds from the European Union, including those contained in the Plan Greek reconstruction and economic development of the Balkans-HYPERB. (4) The ceiling on the issuance of guarantees by the Government, through the Ministry of Public Finance, and by the administrative-territorial units/subdivisions, for 2017, is 8.000.0 million lei. (5) In 2017, the nominal ceilings of total expenditure and personnel expenses, according to the provisions art. 29 29 para. ((1) lit. g) of Law no. 69/2010 , republished, are established by derogation from the provisions of art. 6 6 and 7 of the same law and are set out in Annex no. 1. (6) The nominal ceilings of the balances of the consolidated general budget, the state budget, the state social insurance budget, the budgets of special funds and other components of the consolidated general budget in 2017 are established by way of derogation from provisions art. 6 6 and 7 of Law no. 69/2010 ,, republished, and are set out in Annex no. 2. (7) In 2017, the ceiling of the primary balance of the consolidated general budget is -13.915.0 million lei. + Article 4 (1) The medium-term budgetary objective is to achieve a level of the annual structural balance of the public administration of -1% of gross domestic product. ((2) By way of derogation from art. 26 26 para. ((3) of Law no. 69/2010 , republished, this law does not provide for the adjustment path to the medium-term budgetary objective provided in par. ((1), and the level of ceilings of the annual structural balance of public administration is set out in Annex no. 3. The adjustment of the annual structural balance of the public administration is made from 2019. (3) In 2017 the provisions art. 14 14 para. ((1) of Law no. 69/2010 , republished, not applicable. + Article 5 The main authorising officers of the state budget, the state social insurance budget and the budgets of special funds will develop the proposals for budgetary expenditures, in accordance with the provisions Law no. 69/2010 , republished, as well as with the classification in the ceilings provided for in this law. + Article 6 Annexes no. 1-3 are an integral part of this law. This law was adopted by the Romanian Parliament, in compliance with the provisions of art. 75 75 and art. 76 76 para. (2) of the Romanian Constitution, republished.
