The Romanian Parliament adopts this law + Article 1 Pursuant to art. 115 115 para. (1) of the Romanian Constitution, republished, the Government is empowered that, from the date of entry into force of this law, but not before the end of the second ordinary session of 2006, until the resumption of the Parliament's work in the first Ordinary session of 2007, to issue ordinances in areas not subject to organic laws, as follows: I. Public Finance and Economy: 1. the regulation of financial and fiscal measures; 2. regulations on how and conditions for the valorization of the goods entered, according to the law, in the private property of the state; 3. regulations regarding the approval of the revenue and expenditure budgets of the units subordinated, the coordination or under the authority of the ministries, the other specialized bodies of the central public administration, as well as the public authorities central; 4. approval of Romania's public debt ceiling for 2007; 5. regulations on how to allocate and use structural instruments, as well as the amounts allocated from the state budget, for their co-financing and pre-financing, in the budgets of the institutions involved in their management; 6. abrogation of certain provisions of Government Ordinance no. 94/2004 on the regulation of financial measures, approved with amendments and additions by Law no. 507/2004 , with subsequent amendments and completions; 7. modification and completion Government Ordinance no. 71/2001 on the organization and exercise of tax consulting activity, approved with amendments by Law no. 198/2002 ,, as amended; 8. modification and completion Government Ordinance no. 65/1994 on the organization of the activity of accounting expertise and authorized accountants, approved with additions by Law no. 42/1995 , with subsequent amendments and completions; 9. modification and completion Government Ordinance no. 79/2003 on the control and recovery of Community funds, as well as the related co-financing funds used improperly, approved with amendments Law no. 529/2003 , with subsequent amendments and completions; 10. modification and completion Government Ordinance no. 24/1992 on the establishment of consular services and fees charged for their provision, approved with amendments by Law no. 89/1993 , with subsequent amendments and completions; 11. measures regarding the approval of the removal from the state reserve of quantities of fuels; 12. modification and completion Government Emergency Ordinance no. 54/2002 on the establishment and maintenance of minimum safety stocks for crude oil and petroleum products, approved with amendments and additions by Law no. 677/2002 ; 13. the establishment of measures to guarantee the supply of natural gas; 14. regulations on metrology activity; 15. modification and completion art. 6 of Government Ordinance no. 126/2000 on the continuation of the implementation of Unit 2 within the investment objective "Cernavoda-5x700 MW", approved with amendments Law no. 335/2001 , with subsequent amendments and completions; 16. financial support measures for the Commercial Thermal Energy Production Company "Termoelectrica"-S.A.; 17. repayment of capital ratios for a share of the credit granted by the Government of the United States of America under the CCC Program-Public Law no. 480/1992, as well as other external costs related to this quota-party; 18. measures regarding the regulation of debts related to closed mines to the state budget, the state social insurance budget, other special budgets, local budgets and to commercial companies providing electricity and other utilities; 19. measures regarding the removal from operation of fixed assets, including their related constructions, physically or morally used, not fully amortized, from the production capacities of economic operators in the Ministry's portfolio Economy and Trade; 20. measures prior to coal extraction works; 21. measures to stimulate the restructuring, reorganization and privatization of national companies, national companies and commercial companies with majority state capital in the field of mineral resources; 22. measures to accelerate the privatization of companies. II. Transport, spatial planning and construction: 1. the regulation of aspects related to the modernization works of the railway sectors located on the Pan-European Corridor IV, subject to modernization; 2. modification and completion Government Ordinance no. 17/2002 on the establishment of driving periods and the rest periods of drivers of vehicles carrying out road transport and the organisation of working time of mobile workers in the carriage of goods and persons by road, approved by changes and additions by Law no. 466/2003 , with subsequent amendments and completions; 3. amendment of para. ((3) art. 51 51 of Law no. 350/2001 on spatial planning and urbanism, with subsequent amendments and completions; 4. measures to develop the activity in the field of housing construction for young people for rent; 5. modification Government Ordinance no. 43/2000 on the protection of archaeological heritage and the declaration of archaeological sites as areas of national interest, republished, in order to accelerate the obtaining of opinions in the case of infrastructure projects of national interest. III. Work, social protection and payroll: 1. regulations on labour migration; 2. modification and completion Law no. 326/2003 on the rights enjoyed by children and young people protected by specialised public services for the protection of the child, mothers protected in maternity centres, as well as children entrusted or given in foster care professionals, as amended; 3. regulations on the unitary wage system of civil servants; 4. regulations on salary increases in the budget sector for 2007; 5. modification and completion Law no. 138/1999 on the payroll and other rights of military personnel in the public institutions of national defence, public order and national security, as well as the granting of salary rights to civil personnel in these institutions, as amended and subsequent additions; 6. modification and completion Government Emergency Ordinance no. 115/2004 on the remuneration and other rights of contract staff in public health facilities in the health sector, approved with amendments and additions by Law no. 125/2005 , with subsequent amendments and completions; 7. the salary of the auxiliary staff of the courts and prosecutors ' offices, as well as of other units in the justice system. IV. Public administration: 1. organization and functioning of the National Forecast Commission; 2. perfecting the legislative, institutional and administrative framework in the field of regional development, in order to strengthen the administrative capacity to ensure the absorption of community funds and from the state budget; 3. modification and completion Government Ordinance no. 19/2002 on certain measures for the establishment and use of the protocol housing fund, public property of the state, and for the sale of real estate, private property of the state, under the administration of the Autonomous Regia " Administration of Heritage State Protocol ", approved with amendments by Law no. 640/2002 ; 4. measures regarding the transfer of actions and activities in the field of health in the competence of local public administration authorities 5. modification and completion Government Emergency Ordinance no. 13/2006 on the establishment, organization and functioning of the Agency for Rural Development and Fisheries, through the reorganization of the SAPARD Agency, approved with amendments and completions by Law no. 198/2006 . V. Culture: 1. regulations on institutions and companies of performances and/or concerts, as well as the conduct of the activity of impresario; 2. regulations on the legal regime of technical and industrial heritage; 3. regulations on the protection of intangible heritage; 4. modification and completion Law no. 292/2003 on the organisation and functioning of cultural establishments. VI. Communications: -introduction of contravention sanctioning measures in the field of radio equipment and telecommunications terminal equipment and mutual recognition of their compliance. VII. Prorogation of certain deadlines stipulated in normative acts that are not subject to laws of an organic nature + Article 2 According to the provisions of art. 115 115 para. (3) of the Romanian Constitution, republished, the ordinances issued by the Government pursuant to art. 1 will be submitted for approval to Parliament, according to the legislative procedure, until the resumption of Parliament's work in the first ordinary session of 2007.
