The Romanian Parliament adopts this law + Article 1 (1) The National Youth Council of Romania, hereinafter referred to as CNTR, legal person of private law, public utility, non-governmental and non-patrimonial purpose shall be established. (2) The CNTR operates under the provisions of this law, its own status and the legislation in force. ((3) CNTR is the national forum representing the main non-governmental youth partner in relation to the authorities and institutions of the public administration with attributions in the field of youth policy. + Article 2 (1) Member of the CNTR may be any youth federation of national or county level, any non-governmental association of youth of county level, as well as one youth organization within each parliamentary political party or which is recognised as its representative in the field of youth. (2) They shall be regarded as national: a) non-governmental youth structures that have branches in at least 9 counties; b) youth organizations of political parties that have branches in at least 21 counties; c) student federations that have branches in at least 5 university centers; d) youth organizations of national minorities that have branches in at least 5 counties. (3) They are considered as of the county level the associative youth structures established by court decision in the respective county and whose members come from the county seat municipality and from at least two other localities of the county. + Article 3 (1) The CNTR headquarters are located in Bucharest. (2) The Autonomous Regia "Administration of the State Protocol Heritage" will provide an appropriate space for carrying out the activities of the CNTR, within 60 days from the entry into force of this Law. + Article 4 (1) The main purpose of the CNTR is to stimulate the participation of the youth in the social, economic, political, cultural and sports life of the country, as well as to support and promote the common interests of its members at national and international level. ((2) The CNTR has the following main objectives: a) to represent the interests of its members in relations with public institutions with responsibilities in the youth issue, as well as in those with other national or international structures; b) to collaborate with the governmental authority in the field to achieve the objectives of national interest; c) support the programs and projects of non-governmental associations of youth or youth and to carry out their own programs and projects for the benefit of the youth; d) to support the development and consolidation of the associative phenomenon in Romania; e) contribute to the development and implementation of national youth policy; f) contribute to the identification and resolution of specific problems of national interest for the younger generation; g) promote policies to recognise the importance of the role and place of the young generation within society. + Article 5 (1) The CNTR has the following organizational structure: a) National Chamber, consisting of: 1. Non-governmental associations of youth, which meet the minimum conditions to be considered national; 2. youth organizations within each parliamentary political party or which are recognized as its representative in the field of youth; b) County Chamber, made up of county councils of non-governmental associations of youth. (2) The county councils of non-governmental associations of youth are constituted of the youth organizations provided in art. 2 2 para. ((3). (3) The maximum age up to which a person can occupy a leading position within the chosen structures is 35 years. + Article 6 ((1) The CNTR has the following governing bodies: a) The national forum, consisting of one representative of each member structure of the CNTR; b) The Governing Board, elected by the National Forum, consisting of: 1. president, elected from among representatives of non-governmental associations of national level; 2. general secretary, elected from among representatives of non-governmental associations of national level; 3. 6 Vice-Presidents, elected as follows: -4 representatives from the youth organizations of the parliamentary political parties; -a representative from youth organisations of national minorities; -a representative of the County Chamber. 4. 9 elected members as follows: -2 representatives of the County Chamber; -a representative from youth organizations belonging to or agreed by parliamentary political parties; -2 representatives from national minorities; -4 representatives from national non-governmental associations of national youth. (2) The CNTR Statute is drafted by the Governing Council and approved by the National Forum. + Article 7 (1) The funds necessary for the functioning of the CNTR shall be provided annually, distinctly, by the state budget law, under the title "Transfers", based on the draft budget submitted by him ((2) Other sources of financing may come from donations, related, sponsorships, subsidies from central and local public administration authorities and institutions, as well as from income from own activities or from collaborations, carried out according to law + Article 8 When developing government policies in the field of youth, the Romanian Government, through its competent institutions, has the obligation to consult the CNTR. + Article 9 CNTR has the obligation to publish, in the extract, also in the Official Gazette of Romania, Part IV, the annual report and the balance sheet. + Article 10 (1) The present law shall enter into force 30 days from the date of publication in the Official Gazette of Romania, Part I. (2) On the date of entry into force of this Law, any contrary provision shall be repealed. This law was adopted by the Romanian Parliament, in compliance with the provisions of art. 75 75 and art. 76 76 para. (2) of the Romanian Constitution, republished.
