The Romanian Parliament adopts this law + Article UNIC Approval Government Emergency Ordinance no. 79 79 of 15 December 1997 for the establishment of the Special Commission for the verification of certificates issued Law no. 42/1990 to honor the heroes-martyrs and to grant rights to their descendants, to the injured, as well as to the fighters for the victory of the Revolution of December 1989, published in the Official Gazette of Romania, Part I, no. 363 of 17 December 1997, with the following amendments and additions: 1. In Article 1, paragraph 1 shall read as follows: "" Art. 1. -(1) The special commission for the verification of certificates issued on the basis of Law no. 42/1990 to honor the heroes-martyrs and to grant rights to their descendants, to the injured, as well as to the fighters for the victory of the Revolution of December 1989, republished in the Official Gazette of Romania, Part I, no. 198 of 23 August 1996, as amended, hereinafter referred to as the special committee, having the following composition: -president-a senator nominated by the Standing Senate Office; -3 vice-presidents-two deputies appointed by the Permanent Bureau of the Chamber of Deputies; -a senator nominated by the Standing Senate Office; -3 members-a senior officer of the Interior Ministry, appointed by the Minister of the Interior, a representative of the Prosecutor's Office of the Supreme Court, appointed by the Minister of Justice, who will carry out their work exclusively and permanent within the special commission for the duration of its existence, the president of the association of revolutionaries, legally constituted until 30 December 1992, the documentation of which shall be verified. The participation of the presidents of the associations of revolutionaries in the works of the special commission shall be made in the chronological order of the 2. in Article 2, after paragraph 1, the following paragraph 1 shall be inserted: " (1 ^ 1) The technical secretariat of the special commission is headed by a principal secretary and ensures the receipt, registration and archiving of documents, as well as the prior verification of the files submitted to the special commission appointed to art. 1 1. " 3. Article 3 shall read as follows: "" Art. 3. -(1) The tasks of the special commission are as follows a) verification of certificates and documentation which was the basis for their issuance, provided by Law no. 42/1990 ; b) transmission to the Parliamentary Commission for enforcement Law no. 42/1990 of the conclusions of the verification of the documentation referred to in a) and of the proposed measures; c) referral to the prosecution bodies, if there are indications regarding the illegal acquisition of the quality of beneficiary of the provisions Law no. 42/1990 ; d) cancellation of illegally issued certificates. The decision to cancel the certificate can be challenged at the parliamentary committee provided for art. 7 7 of Law no. 42/1990 , within 30 days of communication. The appeal suspends enforcement. (2) The special commission will proceed with the submission of the conclusions and proposals resulting from the verification of the documentation provided in par. ((1) lit. a), monthly. ((3) The conclusions and final proposals of the special committee shall be made in a report to be submitted to the parliamentary committee provided for in art. 7 7 of Law no. 42/1990 ,, at the latest by 30 September 2000. ' 4. In Article 6, the introductory part shall read as follows: "" Art. 6. -The president of each association of revolutionaries among those provided in art. 1 1 para. (1) bear the responsibility provided by law for the authenticity and veracity of the documents presented by the association to which it belongs and has the obligation to make available to the special commission: " 5. Article 8 shall read as follows: " Article 8. -Applications regarding the granting of the beneficiary quality of Law no. 42/1990 , republished in the Official Gazette of Romania, Part I, no. 198 of August 23, 1996, will be resolved in relation to the measures ordered under art. 7 7 para. ((2) of this Emergency Ordinance. " This law was adopted by the Senate at the meeting of 6 April 2000, in compliance with the provisions of art. 74 74 para. (2) of the Romanian Constitution. p.
