The defense of the homeland, of the revolutionary conquests of the working people, is the supreme duty of all citizens of the Socialist Republic of Romania. Given the existence of imperialism-permanent danger to the peace and security of peoples-strengthening the country's defense capacity, adopting all necessary measures to be able to give due back to the aggressive tools of the reaction international, is a primary task of our socialist state. Taking into account the reduced duration of the compulsory military internship in order to ensure organized forms of training of the youth to defend the homeland, to acquire military, technical and sanitary knowledge and skills, to educate in the spirit of discipline and order, of socialist patriotism and proletarian internationalism, of abnegation in defending national independence and sovereignty, of the cause of socialism and peace, The Great National Assembly of the Socialist Republic of Romania adopts this law. + Chapter 1 General provisions In the Socialist Republic of Romania, the activity of preparing the youth for the defense of the homeland is organized, to which the patriotic duty to participate young-boys and girls-citizens of the Socialist Republic of Romania. + Article 2 Youth training activity for homeland defense encompasses general military training, knowledge of weapons of mass destruction and protection against them, local anti-aircraft defense, health preparedness and first aid, as well as specialized training in technical-applicative circles. + Article 3 The leadership of the youth training activity for the defense of the homeland is exercised by the Communist Youth Union with the support of the Ministry of Armed Forces, Ministry of Internal Affairs, State Security Council Education, Ministry of Health, National Council for Physical Education and Sport, National Union of Agricultural Production Cooperatives, Local Government Issues Committee and Executive Committees of Councils Popular. + Chapter 2 Organizing the youth training activity for the defense of the homeland + Article 4 The youth training activity for the defense of the homeland has a duration of 2 years and includes young people-boys and girls-aged from 18 to 20 years. The organization and conduct of this activity are regulated by instructions of the Central Committee of the Communist Youth Union and the Ministry of Armed The training program of students and students will be included in the schedule of school activity; the training of the employed youth is carried out outside the production hours. + Article 5 Young people who have fulfilled the military service can continue their training in technical-applicative circles. Students and students of post-secondary specialization schools can participate in the training activity in appropriate forms for the appropriation of technical-applicative knowledge. + Article 6 The preparation of the youth for the defense of the homeland takes place in training centers organized by enterprises, institutions, economic organizations, educational units, communes or by groups of enterprises, institutions or economic organizations. Within the centers, young people are organized on detachments and groups. The number of training centres and detachments is established by the territorial bodies of the Communist Youth Union and the Ministry of Armed Forces, together with the executive committees of the popular councils, and in high schools, together with the inspectorates county school and the city of Bucharest. Also, the preparation of the youth is also carried out in technical-applied circles organized by military units. In order to ensure the appropriate material base, such circles can also be organized by enterprises and educational units. + Article 7 Training centers, detachments and groups are ordered by officers, non-commissioned officers and graduated from the ranks of the employees of the socialist organization besides which the training center operates; -to the communes the commanders are selected from among the teachers or other employees; -group commanders can be selected from among the young people who have achieved good results in preparing for the defense of the homeland. The commanders of the training centers, of detachments and groups are appointed by the county military centers and the organizations of the Communist Youth Union. The work of the commanders will be carried out outside the service obligations, without payment, within the framework of their duties of officers, non-commissioned officers and graduated from the reserve. The commanders of the training centres shall annually execute short-term summons for methodical training. Training is organized by the Ministry of Armed Forces + Article 8 The technical-applied circles organized by the military units are led by officers, non-commissioned officers and active graders. The other circles are led by retired officers and non-commissioned officers. + Article 9 The Central Committee of the Communist Youth Union in collaboration with the Ministry of Armed Forces and the Ministry of Education organizes during the summer holidays, special camps for students from high schools selected to be group commanders. For the organization of these camps, the boarding schools and dormitories of some educational institutions are used free of charge. These camps are organized and operate according to the legal norms regarding sports training camps. The expenses for the organization and operation of these camps will be included and borne from the budget of the Central Committee of the Communist Students are exempt from paying any contributions. + Article 10 For participation in the practical training activities for the defense of the homeland, which demand physical efforts, young people will present themselves, in advance, at the medical visit to medical offices in enterprises, institutions, economic organizations, educational establishments or health constituencies. The medical visit will consist of the general clinical examination, showing that the young man is fit to participate in these activities. + Chapter 3 Rights and duties + Article 11 Young people who get good results in preparing for homeland defense receive diplomas, badges and other incentives. Those who have frequented the technical-applicative circles of parachuting or flying with and without motor, also receive patents or certificates. Young people (boys) highlighted in the training have priority in selecting in the schools of officers, military foremen and active non-commissioned officers, as well as the choice of weapon at incorporation, in relation to the needs and possibilities of the Ministry of Armed Forces, Ministry of Internal Affairs and State Security Council. + Article 12 Young people have the duty to participate regularly in the conduct of the training program for the defense of the homeland, to themselves knowledge and military, technical and sanitary skills, to respect discipline and order, to care with responsibility the armaments and materials entrusted. During the training program, commanders and young people will wear Basque and, optional, blouse or uniform. + Article 13 During the methodical training, the commanders of the training centers will receive for this period salary, daytime and delegation, transportation expenses and accommodation expenses from the institutions and businesses they belong to, according to the legal provisions in force regarding the rights of employees in delegation for work purposes. + Article 14 Officers and sub-officers from the reserve operating in the training centers have priority to advance to the degree, and those with special merits will be able to be submitted to the degree, without carrying out the concentrations provided by the Officers ' Body Status or Subofficers ' body status. + Chapter 4 Duties of state bodies on the preparatory work of the youth for the defense of the homeland + Article 15 The Ministry of Armed Forces provides the armaments, ammunition, as well as maintenance materials necessary to prepare the youth for the defense of the homeland. + Article 16 Weapons designed to prepare the youth for the defense of the homeland, maintenance materials, as well as ammunition for low-calibre weapons, are handed over to the Ministry of the Armed Forces and the Ministry of Internal Affairs, socialist organizations besides which the training centers operate, and in communes, the militia bodies. The welcoming organs ensure the preservation of armaments in rooms arranged for this purpose, as well as the necessary security. The executive committees of the communal folk councils will support the provision and arrangement of the appropriate premises. + Article 17 The executive committees of the popular councils, at the request of the Communist Youth Union organizations, establish land that can be used by the training centers for the practical training of the youth. These lands are used without pay. + Article 18 The arrangement of the training grounds, the polygons and the obstacle track, the manufacture of the equipment necessary for the fire instruction, the materials for sanitary and first aid training and other materials are provided by the socialist organizations in addition to the training centres, agreed with the executive committees of the popular councils. In communes, the materials for sanitary and first aid training are provided by the county health departments and the city of Bucharest. + Article 19 The executive committees of the communal folk councils, militia bodies, socialist organizations and educational units will support the organs of the Communist and military Youth Union in the preparation of the nominal record of young people who follow participate in the preparation for defense of the homeland. + Article 20 The endowment of training centers with manuals, brochures, maps and the like is provided by the Ministry of Armed Forces. + Article 21 The Ministry of Machine Construction Industry will organize, with effect from 1969, the manufacture of low calibre weapons, compasses and other materials, under the conditions established by mutual agreement with the Ministry of Armed Forces. + Article 22 The Ministry of Light Industry will organize the production of basti and uniforms. Their undoing is done through the retail network. + Article 23 The State Planning Committee and the Ministry of Finance will supplement, for 1968, the technical-material and expenditure plans of the Ministry of Armed Forces, the Ministry of Internal Affairs, the Ministry of Education and Ministry of Health, corresponding to the tasks resulting from this law. + Chapter 5 Transitional and final provisions + Article 24 Organization of training centers, technical-applicative circles and camps, content of programs, movement of armaments and ammunition, medical assistance, taking into account of young people, as well as other problems related to the application of provisions the present law, shall be established by instructions and regulations issued by the central bodies concerned. This law was voted by the Grand National Assembly on November 13, 1968, with the unanimity of the votes of the 431 deputies present at the meeting. ------------
