The Romanian Parliament adopts this law + Article UNIC Approval Government Ordinance no. 89 89 of 30 August 1999 on the trade regime and the introduction of restrictions on the use of halogenated ozone-depleting hydrocarbons adopted pursuant to art. 1 lit. L section 1 1 of Law no. 140/1999 on the empowerment of the Government to issue ordinances and published in the Official Gazette of Romania, Part I, no. 423 of 31 August 1999, with the following amendments: 1. In Article 3, letter b) of paragraph (1) shall read as follows: " b) import and export from/to countries not party to the Montreal Protocol of equipment containing the chemicals referred to in point (a). 1 lit. a)-h) of the Annex, of technologies which cannot operate continuously without the intake of chemicals referred to in point (a) 1 1 and 4 of the Annex, as well as of the products obtained with the aid of these substances, whether or not they contain such substances; ' 2. Article 6 shall read as follows: "" Art. 6. -It is prohibited to produce on the territory of Romania, including in the free zones, the chemicals provided for in 4 4 of the Annex. ' 3. In Article 12, paragraph 5 shall read as follows: "(5) The environmental agreement shall be issued to economic operators, legal persons, skills for the import activity of waste and residues of any kind, as well as other dangerous goods for the health of the population and the environment." 4. Article 15 shall read as follows: "" Art. 15. -At the request of the central public authority for the protection of the environment or the staff of the local public administration with control tasks in the field, importers, exporters and persons marketing the substances listed in the Annex and equipment or products containing the substances referred to in point 1 lit. a)-h) and section 4 4 of the Annex shall be obliged to submit for inspection the invoice or the customs declaration, as well as the environmental agreement under which the operation was carried out. ' 5. In Article 17, letter d) of paragraph 2) shall read as follows: " d) non-compliance with Article 3 3 para. (1), of art. 12 12 para. ((1) and of art. 14, as well as exceeding the quantities set out in art. 3 3 para. ((3). ' 6. Article 22 shall read as follows: "" Art. 22. -This ordinance shall enter into force 30 days from the date of its publication in the Official Gazette of Romania, Part I. " This law was adopted by the Chamber of Deputies at its meeting on March 27, 2000, in compliance with the provisions of 74 74 para. (2) of the Romanian Constitution. p.
