Law No. 152 of 4 October 1999 on the ratification of the Treaty to ban nuclear experiences, adopted by the United Nations General Assembly on 10 September 1996, the PARLIAMENT published in ISSUING the OFFICIAL GAZETTE nr. 478 of 4 October 1999, the Romanian Parliament adopts this law.


Article 1 shall ratify the Treaty to ban nuclear experiences, hereinafter referred to as the Treaty, adopted by the United Nations General Assembly on 10 September 1996.


Article 2, point-of-contact national Treaty Organization total prohibition of nuclear experiences, further Organization, Ministry of Foreign Affairs, is given the following powers: (a) ensure coordination and policy) representation in this Organization, together with the National Authority and the competent national institutions;
  

b) ensure liaison between the Organization and National Authority.
  


Article 3 National Authority regarding issues related to the Treaty and National Organization is the Commission for Nuclear Activities Control have the following tasks: to ensure the prompt transmission of) data and information received from the national Point of contact to the relevant national institutions;
  

b ensure and monitor the implementation of) the national plan of the Treaty and the Protocol as well as the measures agreed within the Organization;
  

c) proposes the initiation of draft laws, decrees or decisions of the Government, as appropriate, to implement the provisions of the Treaty and the Protocol.
  


Article 4 (1) shall authorize the National Commission for Nuclear Activities Control to effect the payment of the annual subscription fee to your organization and outstanding amounts as set out in the annex, concerning the fee payable by the Organization in Romania during the period 1996-1999, with effect from 1 January 2000.
  

(2) the amounts outstanding, as referred to in annex II, will be included in the budget of the National Commission for Nuclear Activities Control by the State budget law for the year 2000.
  


Article 5 payment of the annual subscription fee shall be made in a single installment, not later than 30 days from the date of receipt of the notification from the Organization, from the funds approved in the annual budget of the National Commission for Nuclear Activities Control.


Article 6 the annex forms an integral part of this law.
This law was adopted by the Senate at its meeting of 13 September 1999, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.

1999 43,255:174,568 Settlement to the Revolving Fund (1,785) *) TOTAL: 172,783 — — — — — — — — — *) financial contribution to the Organization has two components: the contribution to the ordinary budget and the advance to the Working Capital Fund, in accordance with treaty provisions.
    The amount of $1,785 S.U.A. with which corrects the financial contribution of Romania to the CTBTO during 1996-1999 occurs as a result of neutilizarii fully Revolving Fund. Unused monies shall be returned to States parties in proportion to the quota limit. As such the financial contribution of Romania during 1996-1999 be reduced by $1,785 S.U.A., the amount to be paid being $172,783 S.U.A.
