CHAMBER OF DEPUTIES PRESIDENT, PAULA IVANESCU + AGREEMENT between the Government of Romania and the Government of the Republic of Hungary on the establishment of the Joint peacekeeping The Government of Romania and the Government of the Republic of Hungary, hereinafter referred to as parties, taking into account the future evolution of bilateral contacts based on common interests and in order to implement the Vienna Document of 1994, as well as the paragraphs relating to the development of bilateral military cooperation in accordance with the Agreement between the Government of Romania and the Government of the Republic of Hungary on additional measures to strengthen confidence and security towards the Vienna Document since 1994, the development of military relations and participation in humanitarian missions and of maintaining international peace, they agreed on the following: + Article 1 General provisions 1. The Parties shall constitute a mixed battalion with a high level of operativeness capable of carrying out peace and humanitarian support missions. 2. The missions of the mixed battalion are: -preventing the onset of potential hostilities in the area of operations by the presence of a real and effective military force; -acting as a combat force in peacekeeping and crisis management missions; -the deployment of peace support operations and the execution of humanitarian and search/rescue missions; -operations in crisis areas, crisis management operations and their planning; -planning and directing joint training actions, programmed in order to achieve and maintain a high level of operational efficiency, as well as to improve interoperability. 3. The operational zone of the mixed battalion may include, mainly, the central, eastern and south-eastern regions of Europe and, in particular, the areas of operations with kneaded ground, with reduced or uncertain possibilities of land travel and with adverse weather conditions, as well as, if necessary, other European or non-continent territories. + Article 2 Command and missions 1. Mixed battalion can be used in bilateral or multilateral missions. It will also be used for NATO or UEO missions, in line with the procedures of these organizations. 2. After receiving a request from the United Nations Security Council, from O.S.C.E. or from other international organizations with which the two countries cooperate at an appropriate level, the mixed battalion can execute international missions. based on the joint authorization of the governments of Romania and the Hungarian Republic 3. The missions of the mixed battalion will be jointly established by the two parties. In the support activities of the peace and in the humanitarian actions required by an international organization the cooperation will be established by the two defense ministers, who will draw the text of the agreement for approval to the internal decision-making bodies. 4. The mixed battalion carries out annually exercises in order points established by alternating the venue, as well as the joint preparation and annual exercises established, alternating the venue with the entire battalion or with a part of it. Joint training and exercises will be discussed by the two heads of the major general states, who will seek the approval of legal forums for these activities. Training and exercises can take place only after receiving approval for them from the competent bodies. + Article 3 Framing with staff and equipping 1. The mixed battalion effect cannot exceed 500 people for each side, which together will total a maximum of 1,000 people. The mixed battalion will maintain the location of the national modules on the national territory of each party. 2. The mixed battalion will carry out its missions with the armaments, equipment and vehicles of its own unit. The two sides agreed to promote a common policy in equipping and equipping the mixed battalion forces. + Article 4 Order The parties will establish a joint governing body of the mixed battalion, in which both nations will be represented equally. The important driving functions of the mixed battalion command will be held by representatives of the two parties, in turn during a year and in equal proportions. The permanent staff who are in command of the mixed battalion will be made up equally of officers and non-commissioned officers of Romanian or Hungarian citizenship. The proportion of citizenship in leadership positions will be retained. + Article 5 Common working language and documents The common language of work in the mixed battalion is English; all operative documents will be drawn up in this language. + Article 6 Costs Costs related to the establishment, maintenance and activities of the mixed battalion will be borne by each party. The financial and budgetary planning bodies of the two armed forces are responsible for determining the financial details and financing rules for joint activities. + Article 7 Implementation Agreement Other technical details, problems regarding the order of the mixed battalion and the management functions, organization and endowment, as well as the training, preparation and financing rules for carrying out the activities will be established in a separate military agreement, signed by the heads of the general states of the armed forces of the two countries + Article 8 Final clauses 1. This Agreement shall enter into force 60 days after the receipt of the last notification (notices) of the Parties concerning the conclusion of the internal legal proceedings. 2. This agreement can be amended by consensus of both parties. The amendment will be proposed, in writing, through diplomatic channels and will enter into force according to paragraph 1 of this article. 3. This agreement will remain in force for an unlimited period. The agreement may be denounced by each party by written notice to the other party. He will cease his validity 6 months after receiving the whistleblowing notice. Signed in Budapest on 20 March 1998, in two original copies in Romanian, Hungarian and English, each text being equally authentic. In case of differences in interpretation between the texts, the English version will prevail.
