Law No. 73 of 9 May 1997 on the granting of a monetary compensation to cover the increase in the price of bread, in the period April-September 1997 PARLIAMENT ISSUING published in MONITORUL OFICIAL nr. 87 of 12 May 1997, the Romanian Parliament adopts this law.


Article 1 (1) In order to cover the additional costs arising from the liberalization of the price of bread, in the period April-September 1997 monetary compensation shall be paid monthly for the following categories of 13,500 lei: a) employees with individual labour contract, whose victory gross salary is up to 600,000 lei per month;
  

b) recipients of unemployment benefit, allowance or help support integration;
  

c) pensioners for hard work and the limit of age and disability pensioners from the State social insurance system and military, whose rate of basic pension is up to 450,000 lei per month;
  

d) each pensioner in receipt of survivor's pension from the State social insurance system and the military;
  

I.O.V.R., e.5) pensioners welfare recipients established on the basis of pension legislation, persons receiving pecuniary rights established on the basis of law No. 42/1990 for the veneration of the martyrs and heroes-granting rights to their offspring, the wounded, as well as fighters for the revolution of December 1989, republished;
  

(f) social assistance recipients) established on the basis of law No. 67/1995 on income support, as well as persons receiving pecuniary rights set out in article 41(2). 7 para. (2) (a). ) and art. 8 para. (1) and (2) of law No. 53/1992 on the protection of disabled persons;
  

g) pupils and students, recipients of social assistance grants.
  

(2) In order to cover the additional costs arising from the liberalization of the price of bread, in the period April-September 1997 monetary compensation is granted monthly 9,000 MDL to the following categories of persons: a) pensioners for hard work and the limit of age and disability pensioners from the social security system for farmers;
  

b) each survivor, retired farmer who does not benefit from the category of pension from the social security system for farmers.
  

(3) the provisions of paragraphs 1 and 2. (1) (a). c) and (d)) apply to pensioners from other than those referred to in paragraph 1. (1) and (2).
  


Article 2 (1) the persons referred to in art. 1 (1). (1) (a). a), which cumulates with a salary of those referred to in article 1. 1, receiving a monthly pecuniary compensation, only under the conditions laid down in article 21. 1, for the category of pension.
  

Retirement (2) referred to in article. 1 (1). (1) (a). c) and (d)), and other pension systems receive a single monthly allowance under the conditions laid down in article 21. 1 (1). (1) (a). (c) subparagraph (c), respectively). d). Article 3 (1) from the date of entry into force of this law, the amounts of food allowances for collective consumptions in budgetary units and in the autonomous administrations, set out in the appendices. 1 a) and 1 (b)) the Government decision nr. 28/1997, is supplemented with 450 lei/day respectively 13,500 euro/month.
  

(2) the cost of the meal and the allowance of food what is granted according to the regulations in force, employees of some 1900 and companies majority-owned by the State, which shall bear the costs of the operation, may be increased by 450 lei/day respectively 13,500 euro/month. The same amount can be increased and the cost of the meal and the allowance of food what is granted according to the law, employees in some units.
  


Article 4 the financial Compensation referred to in article 1. 1 is non-taxable ceiling, stands separate from the other rights and shall not be taken into account in determining the rights and obligations of the legal norms in force.


Article 5 (1) the establishment of rights for the beneficiaries referred to in article 1. 1 shall be made ex officio by the legal persons which operates and manages the funds paid to basic rights.
  

(2) monetary Compensations are paid monthly, with the basic rights of persons paid on the first date of each month from April to September 1997.
  


Article 6 Compensation money. 1 and 2, as well as expenses related to transmission of the same funds it supports as well as the rights which constitute the legal basis for the granting of such credits.


Article 7 the Expenditure for payment of monetary compensation due to persons referred to in art. 1 (1). (1) (a). a), shall be deducted from the amount due, by employing legal entities, the State social insurance budget.


Article 8 (1) the Expenditure for payment of monetary compensation due to persons whose basic rights shall endure from the State social insurance budget, including those referred to in article 1. 7, social insurance budget for farmers, the budget of the Fund for the payment of unemployment benefit, the budget of the Fund of risk and accident, from local budgets, budgets of other main credits you instructing the State budget and the budgets of independent systems, plus expenses and related transmission will be covered during the quarter IV/1997 , of the amounts set out on this destination in the budget of the Ministry of labour and social protection, from the State budget.
  

(2) any amount, to cover the costs for payment of monetary compensation, determined in accordance with the present law, intended to be allocated to the budget of the Ministry of labour and social welfare from the State budget, budgets of paragraph on. (1), shall be made by the Government.
  


Article 9 amounts paid without a legal basis, by way of monetary compensation to cover the increase in the price of bread, recovered, according to the law, from which they have received.


Article 10 the Government, upon the proposal of the Ministry of labour and social welfare and the Ministry of finance will approve the detailed rules of application, within 15 days from the date of entry into force of this law.
This law was adopted by the Chamber of deputies at its meeting of 29 April 1997, in compliance with the provisions of art. 74 para. (1) of the Constitution of Romania.
