D. The permanent council. 27. The permanent council of the instruction is made up of 7 members appointed with royal decree for 3 years, namely: from 3 university professors from the Faculty of Letters and Sciences in Bucharest, 2 teachers from the secondary schools in Bucharest, at least 10 years old as definitive and two members of the primary teaching staff in Bucharest, at least in the first degree and with a 5-year old age in this degree. The council is working under the chairmanship of the oldest university professor and when it will be felt needed, it will work in two wards. The Standing Council gives its opinion on the following issues: a) Equivalations of study papers and difference examinations for certificates in the country or abroad, apart from the diplomas and certificates provided by the law of university education; b) School regulations; c) Analytical programmes; d) Research of teaching books for State and private schools; e) Matters in which the laws or regulations require it; f) Issues on which the Minister believes necessary to take the opinion of the Permanent Council. When the questions referred to in paragraphs b, c and d above concern the professional education, the permanent council will be completed with 2 members of each educational category applied, except for the professional education of girls and housekeeping, which will be represented only by a teacher or master. They must be holders in Bucharest and meet the title and seniority conditions provided in par. l. The appointment of these members of completion is made with the permanent members, also by royal decree and for 3 years. The members of the Standing Council shall be entitled to a meeting allowance. The members of the Permanent Council will take part in the meetings of the General Council of the Instruction, when the principles of the Members of the Permanent Council, provided in par. 1, have the right of inspection and teaching control over all grades of education, except the higher one. Permanent council members can be revoked by royal decree based on the minister's reasoned report. A special regulation will determine the functioning of the members of the Standing Council. -----------------
