LAW No. 130 of 27 December 1995 on empowering the Government to issue ordinances published in PARLIAMENT ISSUING the OFFICIAL GAZETTE NR. 298 of 28 December 1995 Parliament adopts this law.


Article 1 pursuant to article 6. 114 para. (1) of the Constitution, it is the Government that link settlement on the date of entry into force of this law until the resumption of Parliament on the first regular session of 1996, to issue decrees in areas relating to: (a) the ratification of agreements) payments, foreign loans or guarantee foreign loans, as well as the approval of the accession of Romania to the Council of Europe resettlement Fund for National Refugees and Surpluses in Europe/Social Development Fund of the Council of Europe;
  

b) adoption, completion and modification of financial regulations concerning the granting of tax exemptions from paying value added tax and exemptions relating to increases in delay due to failure to pay within some of the State's revenue; unifying and updating the regulation regarding the tracking and enforcement of budgetary incomes; the imposition of wage income achieved separate in the same educational establishment over teaching basic norm; improving the criteria for determining the categories of persons with disabilities who benefit from the exemption of the payment of tax on salaries; changing the value in the limit of the ceiling which can be used for documents and stamps of the acts subject to stamp duty; production of own qualification in the application of the customs procedure which relates to foreign investment; updating fees for the approval of gambling; strengthening financial discipline and currency; compensation claims and commitments at the special fund for the development of the power system;
  

(c) improvement of the system of financing) of sports culture and those funded from extra-budgetary revenue and subsidies from the State budget, and the system of remuneration of the staff of these units;
  

d) completing and modifying the system for financing the expenditure necessary for the printing and dissemination of financial report forms.
  


Article 2 In article 41(2). 114 para. (3) of the Constitution, until the resumption of Parliament on the first regular session of 1996, the ordinances issued by the Government pursuant to art. 1 of this law will be submitted to Parliament for approval, according to the legislative procedure, under penalty of termination of their effects.
Statutory instruments made by the Government, according to para. 1, will be debated as a priority.


Article 3 in the areas referred to in this law unconstitutional, if it were adopted draft laws or legislative proposals by one of the Chambers of Parliament or have been compiled and submitted reports by standing committees, they will be considered by the Government to issue ordinances.
This law was adopted by the Senate at its meeting on 14 December 1995, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
