LAW No. 71 of 5 July 1995 concerning secondary education graduates right private, post-secondary and higher education to support the completion of studies at units and similar institutions from ISSUING public education PARLIAMENT Published in MONITORUL OFICIAL NR. 139 of 6 July 1995, the Romanian Parliament adopts this law.
Article 1 private secondary education Graduates, 1994 and 1995, promotions and private post-secondary education and higher promotions 1993, 1994 and 1995 can sustain the completion of examination (baccalaureate graduation certificate) in an establishment or institution of the State Ministry of education in network sessions organized for graduates of State education, according to the legal provisions in force.
Article 2 particular education Graduates post secondary courses, promotions, 1993, 1994 and 1995, as well as those of private higher education, 1994 and 1995 promotions, you can submit a graduation exam or, where appropriate, in the context of educational institutions of the State, but as a result of the promotion of an examination of the selection. The selection exam can support twice and lay in the promotion of the five samples by differentiated levels and profiles, which confers the graduate candidate quality graduation exam or, where appropriate, undergraduate.

Article 4 secondary education Graduates, 1994 and 1995, promotions can sustain the first baccalaureate session this year, and those of private post-secondary education promotions, 1993, 1994 and 1995 and from the upper 1994 and 1995 promotions, which promoted the samples referred to in art. 2, can claim the first time graduation examination or, where appropriate, undergraduate, in one of the sessions of the educational year 1995/1996.
Article 5 (1) Smithfield Units of the State Organization of baccalaureate examination or graduation, as well as institutions of higher education of the State Organization of the graduation examination, selection or license are set by the Ministry of education.
(2) examination of Samples and their programs are established by the Ministry of education, at the national level.
(3) documents required schooling enrollment exams, as well as the methodologies of organisation and conduct of examinations shall be established by the Ministry of education.
Article 6 baccalaureate Diplomas, graduation and license are issued by local or educational institutions of the host State. Under the heading "establishment or institution will be cleared" score "in accordance with law No./1995".
Article 7 (1) selection examinations and completion of studies by the persons referred to in art. 1 is done with the levy, whose amount is as follows:-for each selection exam 80,000 lei license examenul 70,000 lei for graduation exam (higher education short) 60,000 lei for graduation exam (post-secondary education) 35,000 lei-for the Baccalaureate exam 30,000 lei (2) the amount of the fees referred to in paragraph 1. (1) are indexed according to the legal provisions.
(3) proceeds from the fees referred to in article 1. 7 para. (1) and (2) shall be made to the special fund for education, constituted according to law, and will be used to cover the costs of staff and materials, occasioned by the selection examinations and completion of studies.
Article 8 private higher education Graduates whose sections or faculties, specializations have been provisionally authorised, in accordance with the law. 88/1993, does not have the obligation to support the selection exam; 2. Article 9 specialized schools graduates with post-high school education, privacy, who supported the completion of studies at similar units in the State, based on the approval of the Ministry of education, it is intended to recognise the diploma.
This law was adopted by the Chamber of deputies at its meeting of 13 June 1995, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
