The Romanian Parliament adopts this law + Article 1 Pursuant to art. 114 114 para. (1) of the Romanian Constitution is empowered the Government of Romania to issue ordinances in the following fields until the resumption of the Parliament's work in the first ordinary session of 1995: a) compensation for heating during winter to categories of low-income persons; b) measures regarding the regularization of the settlement of critical imports made from external governmental loans of structural adjustment, of interest collected on financial placements made from the value in lei of loans foreign government; regulation of payment of interest due to commercial banks from state credit actions, regulation of allocation of funds for scientific research activity and payment of money rights to be borne from the fund of risk and accident or from the farmers ' insurance fund; measures concerning speeding up the restructuring of companies with state capital and autonomous regions, strengthening financial discipline and accelerating economic settlements; c) the granting by the state, through the Ministry of Finance, of guarantees for short-term internal credits, contracted by economic agents from commercial banks, for the realization of the program of their restructuring and the constitution stocks to the main strategic products necessary for the national economy and for agricultural works established by the Government d) measures to stimulate the production of complex long-cycle manufacturing targets for export; e) reconsideration of the way of taxation of natural gas and exemption to natural gas from import; increase of the turnover ceiling up to which economic agents are exempt from T.V.A.; T.V.A. regime in free zones and correlation with some subsequent normative provisions; the unitary system of customs clearance and taxation of machinery and installations imported under leasing conditions; clarifications on the customs procedure of raw materials, materials, spare parts and components for own production of economic agents; reduction of stamp duty, on tranches of taxation, to the living, translative acts of the right of property and other real rights, concerning real estate; f) establishing the regime of typified forms in the financial field g) the establishment of the pesticide regime, the manufacture, marketing and use of plant protection products; h) the increase of the ceiling until which the approval of the technical-economic documents for the realization of investment objectives of county or local interest is in the competence of solving the county or local councils, specific commercial measures national material reserves on the freshening of products and the valorisation of those available, and the extension of their guarantees and instruments; i) ratification of international agreements on foreign credits granted to Romania and Romania's guarantee of external credits, including amendments to such agreements. Romania's external debt ceiling for the whole of 1995 is set at $2.8 billion U.S. + Article 2 Based on art. 114 114 para. (3) of the Constitution, until the resumption of the Parliament's works in the first ordinary session of 1995, the ordinances issued by the Government pursuant to art. 1 of this law will be submitted to the Parliament for approval, according to the legislative procedure, under penalty of termination of their effects. Ordinances submitted by the Government according to par. 1 will be debated in the emergency procedure. + Article 3 In the areas of empowerment provided for in this law, if draft laws or legislative proposals have been adopted by one of the Houses of Parliament or have been developed and submitted substantive reports by the standing committees, they will be considered by the Government in issuing the ordinances. This law was adopted by the Senate at the meeting of December 20, 1994, in compliance with the provisions of art 74 74 para. (2) of the Romanian Constitution. SENATE PRESIDENT prof. univ. dr.
