LAW No. 1 of 10 January 1995 on empowering the Government to issue ordinances published in PARLIAMENT ISSUING the OFFICIAL GAZETTE NR. 5 of 13 January 1995, the Romanian Parliament adopts this law.


Article 1 pursuant to article 6. 114 para. (1) of the Constitution of Romania is the Romanian Government as authorized, pending the resumption of Parliament on the first regular session of 1995, to issue decrees in the following areas: (a) granting of compensations) heating in winter certain categories of low-income people;
  

b) measures with regard to imports of settlement settlement from government loans critical external structural adjustment of the interest earned from financial investments made from the equivalent in lei of foreign governmental loans; Regulation of the interest payment due to commercial banks from lending to State action to regulate the allocation of funds for scientific research and payment of money what supports the risk and accident insurance fund or farmers; measures for accelerating the process of restructuring of companies with state capital and autonomous public corporations, strengthening financial discipline and accelerate disbursements;
  

c) the State, through the Ministry of finance guarantees for domestic loans short term contracted by businesses of commercial banks, for the restructuring and establishment of strategic stocks to main products needed for the national economy and agricultural works established by the Government;
  

(d) measures to encourage production) of complex targets with long manufacturing cycle intended for export;
  

e) reconsidering how tax relief from the natural gas and natural gas coming from imports; increase the turnover ceiling within which businesses are exempt from T.V.A.; T.V.A. regime in free zones and linking with some normative provisions arising thereafter; unitary regime of customs and taxation of imported machines and installations in leasing; details of the treatment of raw materials, materials, spare parts and components for the production of its own of economic agents; the reduction in stamp duty, on tax installments to acts between vineyards, the property rights transfer deeds and other real rights concerning immovable property;
  

f) regime financial report forms;
  

g) arrangements of pesticides, construction, marketing and use of plant protection products;
  

h) increased the ceiling to which the approval of the economic and technical documents for the completion of the investment objectives of the county or local interest is in the competence of solving the county councils or local specific trade measures national material reserves freshening products and those available as well as the extension of their guarantees and instruments;
  

I) ratification of international agreements relating to foreign loans granted and guarantee by Romania of some foreign loans, including some amendments to such agreements.
  

External indebtedness ceiling of Romania throughout 1995 to $ 2.8 billion S.U.A.


Article 2 In article 41(2). 114 para. (3) of the Constitution, until the resumption of Parliament on the first regular session of 1995, the ordinances issued by the Government pursuant to art. 1 of this law will be submitted to Parliament for approval, according to the legislative procedure, under penalty of termination of their effects.
Statutory instruments made by the Government pursuant to paragraph 1. 1 will be debated in an emergency procedure.


Article 3 in the areas referred to in this law unconstitutional, if it were adopted draft laws or legislative proposals by one of the Chambers of Parliament or have been compiled and submitted reports by standing committees, these will be taken into account by the Government in issuing ordinances.
This law was adopted by the Senate at its meeting on 20 December 1994, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
