Law No. 75 of 16 July 1994 concerning the Romanian flag exhibition intonation national anthem and the use of seals with the coat of arms of Romania by the ISSUING authorities and public institutions, the PARLIAMENT Published in MONITORUL OFICIAL nr. 237 of 26 august 1994, the Romanian Parliament adopts this law.


Chapter I, article 1 of the Romanian flag Exhibition Model of the flag of Romania and the intensity of its colors are those listed in the annex. 1. The flag of Romania has a rectangular shape. The width of the flag is equal to 2/3 of its length, while maintaining color dimensions are equal.


Article 2 the flag of Romania is permanently: a) on the buildings and premises of public authorities and institutions;
  

b) at headquarters of political parties, unions, educational institutions and culture;
  

c) in points for crossing the border, as well as at airports with international traffic;
  

d) flag for as any other sailing craft and under the Romanian flag.
  


Article 3 the flag of Romania is temporarily: a) on the occasion of the national day of Romania and other national holidays, in public places established by local authorities;
  

b) on the occasion of celebrations and official ceremonies with local character, nationally and internationally, in the places where they work;
  

c) on the occasion of official visits undertaken in Romania by heads of State and Government, as well as high political figures representing the principal international intergovernmental bodies, at airports, rail stations, ports and on different paths;
  

d) within the framework of military ceremonies, according to military regulations;
  

e) on the occasion of sporting competitions, at stadiums and other sporting;
  

f) during election campaigns, at the headquarters offices, electoral commissions and polling stations.
  


Article 4 the flag of Romania may be raised by individuals at their domicile or residence, as well as legal persons, other than those referred to in article 1. 3, at their premises.


Article 5 flag of Romania is on the premises of diplomatic missions and consular posts of the Romanian State abroad, as well as the heads of diplomatic missions and consular posts, according to the custom protocol.
Also, the flag of Romania is in the form of Pennant, on transport of Heads of diplomatic missions and consular posts, in their official travels.


Article 6 the flag of Romania is flying at half mast on days of national mourning, set by the Government.


Article 7 Flags of other States may be hoisted on Romanian territory only together with the national flag and only on the occasion of visits with an official State character, international festivities and meetings, on official buildings and in public places established in compliance with the provisions of this law.
Flag of Romania in exhibition events taking place under the aegis of international organisations is done according to international rules and practices.
In places where it flies the flag of Romania may be hoisted the flag of the Council of Europe and Article 8 where, together with the flag of Romania is and one or more foreign state flags, the flag of Romania is as follows: a) when the flag of Romania is next to one of the foreign State flag, the flag of Romania will sit down on the left looking from the front, flags;
  

b) when the flag of Romania is next to several state flags foreign flags and the number is odd, the flag of Romania will sit down in the middle. If the number of flags, the flag of Romania will be sitting to the left of the flag together with occupying the Center, concerning the front flags.
  

All state flags are flying will have equal size and will be placed at the same level.


Chapter II the intonation national anthem of Romania Article 9 of the Romania's national anthem is "wake up the Romanian", rendered in the annex. 2. In short, the vocal performance of the national anthem is played according to the text and the music score set out in the annex. 3. In interpreting other fanfares instrumental bands, music national anthem is played once.


Article 10 of the Romania's national anthem is played: a) the celebrations and official ceremonies, and at official ceremonies with international character;
  

b) in opening and closing broadcasts of Radio stations "Romania" and "Romanian", Television in vocal performance;
  

c) on the occasion of visits undertaken in Romania by heads of State and Government;
  

d) within the framework of military ceremonies, according to military regulations;
  

s) stadiums and other sporting competitions, on the occasion of the official international sport in which Romania is represented;
  

f) at the opening of each session of Parliament;
  

g) at the beginning of the program on a daily basis in primary schools and secondary schools.
  


Article 11 of Romania's national anthem can be sung and other festive events organized in educational establishments or other cultural institutions.


Article 12 at the beginning of school textbooks: textbooks read abecedare, for primary, Romanian language and literature, history textbooks and manuals of their mother tongue for the minority shall be printed the text of the national anthem of Romania referred to in the annex. 3. In article 13 the Romanian national anthem is played and are published only in Romanian language official.


Article 14 other States ' National Anthem is played during his visits, celebrations and official ceremonies with international character, along with the national anthem of Romania before it.


Chapter III use of seals with the coat of arms of Romania by the authorities and public institutions, Article 15, authorities and public institutions, as well as diplomatic missions and consular offices of the Romanian State abroad will use seals with the coat of arms of Romania, having entered his own name.


Article 16 heads of public authorities and institutions are responsible for the preservation and use of seals with the coat of arms of Romania.
Preservation and use of seals can be entrusted to specially designated persons.


Article 17 the seals with the coat of arms of Romania for public authorities and institutions run by the Autonomous Regia "Mint State".
The Ministry of national defense, Ministry of Interior and the Romanian intelligence service can run their own seals in specialized units subordinated to them.


Article 18 in the event of loss of a seal with the coat of arms of Romania, the head of the institution or public authority is obliged to immediately notify the territorial bodies of the Ministry of the Interior and its loss to public in the Official Gazette of Romania.


Article 19 the regime established under this chapter apply to seals, stamps, blanks and embossing on which is printed the coat of arms of Romania.


Chapter IV final provisions Article 20 citizens owe to demonstrate respect for the flag and the national anthem of Romania and not to commit any act which would bring their offense.


Article 21 Europeans From flag ceremonies, as well as intonation national anthem, in conjunction with solemnităţilor, the assistance will stand up, men will be revealed and soldiers of all ranks shall be awarded in accordance with military regulations.


Article 22 pursuant to this law, the Government will adopt rules relating to the flag of Romania exhibition and intonation national anthem, depending on the nature of the actions and events, as well as specific duties incumbent on the public authorities and institutions.
In establishing these rules shall take account of reciprocity with other States and international practices.


Article 23 EC Forms are required to be satisfied for the production of seals with the coat of arms of Romania, the seals, keeping and using them, and the removal from service of seals become worn or unusable as a result of the amendment to the structure or abolishing certain authorities or public institutions, shall be determined by decision of the Government.


Article 24 appendices. 1-3 are an integral part of this law.


Article 25 entry into force of the present law are and shall remain abrogated law nr.: 33/1977 for the approval of the State Anthem of the Socialist Republic of Romania, published in Official Gazette No. 111 of 28 October 1977; Decree No. 90/1977 establishing a battle flag of the patriotic guards and the regulation of its granting, published in Official Gazette No. 36 of 27 April 1977, and any other provisions to the contrary.
This law was adopted by the Chamber of deputies at its meeting of 29 March 1994, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
