The Romanian Parliament adopts this law + Chapter I Flying the Romanian flag + Article 1 The model of the Romanian flag and its color intensity are those set out in Annex no. 1. The Romanian flag has a rectangular shape. The width of the flag is equal to 2/3 of its length, and the dimensions of the colour strips are equal. + Article 2 The Romanian flag is permanently flying: a) on edifices and in the premises of public authorities and institutions; b) at the headquarters of political parties, trade unions, educational institutions and culture; c) at the border crossing points, as well as at airports with international traffic; d) as a flag for ships of any kind and other boats sailing under the Romanian flag. + Article 3 The Romanian flag is temporarily flying: a) on the occasion of the national day of Romania and other national holidays, in the public places established by the local authorities; b) on the occasion of official celebrations and ceremonies of local, national and international character, in the places where they take place; c) on the occasion of official visits undertaken in Romania by heads of state and government, as well as high political figures representing the main international intergovernmental bodies, at airports, railway stations, ports and on different routes; d) in military ceremonies, according to military regulations; e) on the occasion of sports competitions, stadiums and other sports facilities; f) during electoral campaigns, at the offices, electoral commissions and polling stations. + Article 4 The flag of Romania may be raised by individuals at their domicile or residence, as well as by legal entities, other than those provided in art. 3 3, at their premises. + Article 5 The Romanian flag flies at the headquarters of the diplomatic missions and consular offices of the Romanian state abroad, as well as at the residence of the heads of diplomatic missions and consular offices, according to the protocol usages. Also, the Romanian flag flies in the form of a pennant, on the means of transport of the heads of diplomatic missions and Romanian consular offices, on their official trips. + Article 6 Romania's flag in Bern is flying in the days of national mourning, set by the Government. + Article 7 The flags of other states can fly on the territory of Romania only together with the national flag and only on the occasion of official state visits, international celebrations and meetings, on official buildings and in public places established respecting the provisions of this law. The flying of the Romanian flag at the events that take place under the aegis of international organizations is made according to international regulations and usages. In the places where the Romanian flag is flying can be raised the flag of the Council of Europe + Article 8 If a date with the Romanian flag flies and one or more foreign state flags, the Romanian flag flies as follows: a) when the Romanian flag flies alongside a single foreign state flag, the Romanian flag will sit on the left, on the front flags; b) when the Romanian flag flies alongside several foreign state flags and the number of flags is odd, the Romanian flag will sit in the middle. If the number of flags is par, the Romanian flag will be placed on the left of the flag together with which it occupies the center, on the front flags. All the state flags that fly will have equal dimensions and will be located at the same level. + Chapter II Intoning the national anthem of Romania + Article 9 The national anthem of Romania is "Wake up Romanian", rendered in Annex no. 2. In abbreviated vocal interpretation, the national anthem of Romania is set according to the text and score set out in Annex no. 3. In the interpretation of the fanfare or other instrumental bands, the music of the national anthem only intonates once. + Article 10 The national anthem of Romania is set: a) at the national official celebrations and ceremonies, as well as at the official ceremonies of an international nature; b) at the opening and closing of the broadcasts of the stations "Radio Romania" and "Romanian Television", in vocal interpretation; c) on the occasion of visits undertaken in Romania by heads of state and government; d) in military ceremonies, according to military regulations; e) in stadiums and other sports facilities, on the occasion of the international official sports competitions in which Romania is represented; f) the opening of each session of the Houses of Parliament; g) at the beginning of the daily program in primary and secondary schools. + Article 11 The national anthem of Romania can also be intoned at other festive events organized in educational establishments or other cultural institutions. + Article 12 At the beginning of the school textbooks: abecedation, reading manuals for primary school, textbooks of Romanian language and literature, history textbooks and mother tongue textbooks for minorities are printed the text of the national anthem of Romania set out in the annex No. 3. + Article 13 The national anthem of Romania is vocal and officially published only in Romanian. + Article 14 The national anthem of other states takes place on the occasion of visits, celebrations and official ceremonies of an international nature, together with the national anthem of Romania, before it. + Chapter III Use of seals with Romanian coat of arms by public authorities and institutions + Article 15 Public authorities and institutions, as well as diplomatic missions and consular offices of the Romanian state abroad will use seals with the Romanian coat of arms, having their own name registered. + Article 16 The heads of public authorities and institutions are responsible for the preservation and legal use of seals with the Romanian coat of arms. The preservation and use of seals may be entrusted to specially designated persons. + Article 17 The seals with the Romanian coat of arms for the public authorities and institutions are executed by the Autonomous Regia "Mint of the State". The Ministry of National Defence, the Ministry of Interior and the Romanian Intelligence Service can execute their own seals in the specialized units subordinated to them. + Article 18 In case of loss of a seal with the coat of arms of Romania, the head of the public authority or institution is obliged to immediately notify the territorial bodies of the Ministry of Interior and to publish its loss in the Official Gazette of Romania. + Article 19 The regime established by this chapter applies to seals, stamps, as well as to the dry stamp moulds on which Romania's coat of arms is printed. + Chapter IV Final provisions + Article 20 Citizens are obliged to show respect for Romania's flag and national anthem and not to commit any act by which they would be offended. + Article 21 At the flag hoisting ceremonies, as well as the national anthem, on the occasion of the solemnities, the nurse will stand, the men will discover themselves, and the soldiers of all degrees will give the honor according to the military regulations. + Article 22 In application of this law, the Government will adopt rules on the hoisting of the Romanian flag and the national anthem, depending on the nature of the actions and events, as well as the specific tasks incumbent on the authorities and public institutions. In establishing these rules, reciprocity with other states and international usages in the matter will be considered. + Article 23 The forms that are required to be fulfilled for the manufacture of seals with the coat of arms of Romania, the model of seals, their preservation and use, as well as the removal from use of worn seals or which become non-usable, as a result of the modification the structure or abolition of public authorities or institutions, shall be established by Government decision. + Article 24 Annexes no. 1-3 are an integral part of this law. + Article 25 On the date of entry into force of this Law are and shall remain repealed: Law no. 33/1977 for the approval of the state anthem of the Socialist Republic of Romania, published in the Official Bulletin no. 111 111 of 28 October 1977; Decree no. 90/1977 on the establishment of the battle flag of the patriotic guards and the regulation of its granting, published in the Official Bulletin no. 36 36 of 27 April 1977, as well as any other provisions to the contrary.
