The Romanian Parliament adopts this law + Article 1 Pursuant to art. 114 114 para. (1) of the Constitution, the Government shall be empowered that, from the date of entry into force of this Law until the resumption of the Parliament's work in the first ordinary session of 1994, it shall issue ordinances in areas concerning: a) the financial coverage of some expenses left irregular by taking them to the domestic public debt within the amount of 210 billion lei; b) strengthening the financial discipline of economic agents; c) moderation of inflation by extending the additional tax on the salary fund, with the prior consultation of trade unions and employers; d) the inclusion in basic salaries of the staff in public institutions of compensation granted separately from May 1, 1993 for the correction and correlation, on this occasion, of the level of basic salaries, with the corresponding modification of the tranches income for taxation, as in the case of indexation; e) the modification of excise duties on beverages obtained from distillation and cigarettes of high quality and the establishment of excise duties on cars with cylindrical capacity of over 1800 cmc, new or rolled; f) approval of the list of tariff concessions of Romania, the Annex to the General Agreement for Customs Tariff and Trade (G.A.T.T.) and the modification of certain customs tariffs arising from it and other international agreements to which Romania is part g) the level of premiums and the insurance indemnity limit by the effect of the civil liability law as of 1 January 1994 h) stimulating the development of housing construction, public works, without changing the legal regime of land, the safety of the built fund, the quality of construction and establishing the limits of the contravention fines provided for in the Law no.50/1991 on the authorization of construction execution and some measures for the realization of housing, with their modification between 200,000 and 2,000,000 i) providing financing resources for the continuation of Romania's participation in the construction of the Combined nickel and cobalt products from La Camariocas-Cuba and the 3x12 MW electric power plant from Cao-Cun-People's Republic Chinese; j) stimulation of exports, the establishment of special taxes on the export of raw materials, as well as some imported products, in compliance with the obligations of the international treaties to which Romania is a party; k) some measures for the continuation of works at the Cernavoda nuclear power plant in order to put into operation Unit no. 1, as well as to ensure the conditions for financing these works; l) establishment of the development fund of autonomous regions; m) improvement of some regulations on value added tax; n) amendment of Law no. 32/1968 on the establishment and sanctioning of contraventions regarding the increase of fines for contraventions of Government competence and the modification of these limits between 50,000 and 1,000,000 lei, as well as the modification of the competence of resolution of complaints; o) ratification of amendments to some international agreements concluded in the financial, commercial and banking fields. + Article 2 Based on art. 114 114 para. (3) of the Constitution, until the resumption of the Parliament's works in the first ordinary session of 1994, the ordinances issued by the Government pursuant to art. 1 of this law will be submitted to the Parliament for approval, according to the legislative procedure, under penalty of termination of their effects. Ordinances submitted by the Government, according to para. 1, will be debated in the emergency procedure. + Article 3 In the areas of empowerment provided for in this law, if draft laws or legislative proposals have been adopted by one of the Houses of Parliament or have been developed and submitted substantive reports by the standing committees, they will be considered by the Government when issuing the ordinances. + Article 4 The Government and the National Bank of Romania are authorized to contract and guarantee, during 1994, external financial credits within the amount of $2.0 billion, in order to ensure the necessary foreign exchange resources basic premiums (fuel, energy and others), to finance investments and to increase the state's foreign exchange reserves. The government will inform the Parliament on a quarterly basis on the implementation of the contracted loans 1 1, the contracting conditions, the guarantees granted and the use. This law was adopted by the Chamber of Deputies at the meeting of December 29, 1993, in compliance with the provisions of 74 74 para. (2) of the Romanian Constitution.
