LAW No. 67 of 8 July 1992 on the establishment of a deposit to the C.E.C., for the purpose of financing the construction of housing published in PARLIAMENT ISSUING the OFFICIAL GAZETTE NR. 166 of 17 July 1992, the Romanian Parliament adopts this law.
Article 1 the Government will constitute a deposit in the amount of 5 billion lei, a 15-year term, on savings and, for the purpose of crediting Consemnaţiuni population for residential buildings for which contracts have been concluded preliminary sale-purchase and was deposited the advance was 10-30% of the value of housing, under Decree-Law No. 61/90, until 30 September 1991.
The provisions of paragraphs 1 and 2. 1 benefits from individuals who, along with her husband and children, have not owned another home.
Article 2 the deposit is constituted by the amounts collected in the special account opened at the level of the economy share 50% of retail housing from the State housing stock up to 1 September 1991, the remaining unused at the end of 1991, with an interest rate of 2%.
Article 3 the Ministry of economy and finance, together with the savings and deposit limit Consemnaţiuni allocated and the conditions laid down in article 21. 1, and according to the updated estimate prices and the number of flats, will set ceilings for low interest loans.
Article 4 the House of savings and will conclude in Consemnaţiuni limit established ceilings, loan contracts with the beneficiaries, for a term of not more than 15 years, with an annual interest of 4%.
Any sums required recipients of apartments until the sale price of apartments will be covered by own funds or bank loans with interest.
Article 5 Home savings and pursue repayment from Consemnaţiuni term rates and will receive a refund of the amounts collected for the Fund initially allocated reunification.
Article 6 within 30 days of the entry into force of this law, the Government will lay down measures for the implementation of its provisions.
Article 7 for people who work with, respectively, have opted for the House but have not obtained the loans until 30 September 1991, the Government to identify financial sources and to propose how Parliament resolution.
Article 8 the provisions of the present law shall be supplemented by those of Decree-Law No. 61/90 concerning sale of flats constructed out of State funds by the population.
This law was adopted by the Chamber of deputies at its meeting on 25 June 1992, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
