Law No. 20 of 13 December 1984 on typing and standardisation of construction technologies, and promote energy saving technique, materials and energy, raising the quality and technical level of the ISSUING NATIONAL ASSEMBLY products Published in OFFICIAL GAZETTE No. 91 of 21 December 1984 the realization of the objectives set out in the programme of the Socialist faurire society and advancing multilateral developed Romania toward communism, decisions XIII Congress of the Communist Party, special programmes relating to raising the quality of products and technical, material and energy consumption reduction, capitalizing on the upper part of all resources and increased labour productivity more sharp, require improvement activities of typification standardization and control of technique,-essential factors in promoting the technological and scientific progress in enhancing the efficiency of economic activities as a whole.
Typing, standardization, normalization of consumption of raw materials, fuels and energy should ensure continued modernization of production, the introduction of advanced technologies, generalization and increasing performance and functional arrangement of the reliability of the products, reduce the consumption of raw materials, fuels and energy, recovery and valorization of all reusable resources.
At the same time, the improvement of activities of standardization and typification, committed to provide concentration and integration of production and specialization of enterprises, for use with a maximum yield of productive capacity, recovery of the material resources and energy, reduce manufacturing costs, better organisation of production and work.
To improve the work of drafting the rules, standards and norms the typification of the consumer, as well as for the strengthening of control and enforcement of these rules by all units in the economy, is hereby set up under the auspices of the Council of Ministers, as a specialized body, the central Council for typification, standardization, and quality control.
In order to ensure the legal framework required improvement activity in these areas, National Assembly of the Socialist Republic of Romania adopts this law.
Chapter 1 General provisions Article 1 the permanent Lifting of the technical level and quality of products, works and services, corresponding to the best performance obtained in the country and at the international level, constitutes an obligation of the ministries, other Central and local bodies, plants, scientific research units and engineering undertakings of all groups of people working in industry, agriculture transport, construction and other branches of national economy.
Article 2 the ministries, other Central and local bodies, plants, enterprises, scientific research units, engineering and design are obliged to elaborate and implement, under the present law, norms, standards and rules on the typification of the consumer on the basis of best results obtained in scientific research, engineering, design and production, to ensure the lifting of production quality and competitiveness of products efficient use of resources, materials and energy, labour productivity growth, reducing production costs.
Article 3 the design, approval and introduction in manufacture of new products and technologies is carried out solely through the use of raw materials, parts, subassemblies, and printed products, in compliance with quality requirements and other provisions of the classification standards and the strict conditions within the limits set by the technical rules of consumption and recovery of reusable resources.
It prohibited the design, approval and introduction in manufacture or in operation of new products and technologies with specific higher than consumption of products or technologies they replace.
Article 4 the investment goals, ministries, other Central and local bodies, design units and enterprises are obliged to use the technologies, technological installations and standard lines, construction type projects, other technical and normative prescriptions and to ensure that, on this basis, the reduction of costs and duration of execution, reducing energy consumption, material and labour productivity growth, quality and economic efficiency.
Article 5 planning of physical distribution of, Contracting and delivery of raw materials, fuels, energy, all products and their use throughout the national economy shall be carried out only on the basis of consumer rules, approved in compliance with the nomenclatures of typical products and materials and in strict conformity with technical and qualitative characteristics and with the other provisions of the standards.
Article 6 on this law are to establish the central Council for typification, standardization, quality control and specialized body of the Council of Ministers, which is responsible for the continuous improvement of rules, standards and norms the typification of the consumer, as well as the implementation and compliance with these standards throughout the national economy.
Chapter 2, construction products and Typing technologies Article 7 Typing products, construction and technologies are applied in a uniform manner in all branches and sectors of activity and should ensure the reduction of the number of varieties, types and sizes of materials, subassemblies and finished products, and upgrading manufacturing technology, in order to realize new products with technical and functional features and quality enhancement reduction of energy consumption, raw materials, materials, fuels and energy, labour productivity growth and removal efficiency throughout the national economy.
Article 8 the design, manufacture and performance of the introduction throughout the national economy of materials, products, machinery, installations, equipment, technological lines and construction are made only in compliance with established type projects PHARMACUTICALS and according to this law.
Typing should be done in close products connected with production technologies, typing lines and technological installations, expanding opportunities thanks to use of materials, parts and subassemblies of a form to a wide range of products as soon as possible.
Article 9 the typification activity must ensure that: (a)) reducing the number of brands and products of tipodimensiunilor steel and other metals, broadening their use, limiting the use of superior only to the technical and economic requirements justify it, increasing the efficiency of the use of the metal in the national economy;
b) nomenclatures of chemical materials optimization, products made of plastics and rubber, synthetic fibers and yarns, dyes, pesticides and other chemicals, in order to increase the degree of use of raw materials and the satisfaction, high economic efficiency, the demands of the national economy;
c) making technological lines, machines and equipment systems in a modular and multifunctional design, through the unification of constructive elements and sub-assemblies, produce is growing out-standard components for all construction machinery subramurile industry, Electrotechnics and electronics;
d means of typing) measure and control in relation to the degree of application of the equipment with the requirements of the various branches of the national economy, in order to optimise systems measure and control and their rational use in production units;
improvement of type e) construction projects and technologies, simplifying construction solutions, development of new projects to ensure increased efficiency and reduction of energy consumptions and materials;
f) improvement of the nomenclatures of typical materials for constructions and installations, technical and qualitative characteristics thereof, by improving production technologies to ensure that any reduction in the costs of energy and materials, reduction of imported raw materials, creating materials with enhanced efficiency replacement;
g) use in the maintenance and repair of all branches of national economy of materials, parts and subassemblies of a form, the building at the same time making repairs, modernization of technological lines and facilities;
h) reduction of types and categories of packaging, materials from which they are made, in order to reduce their weight, the use of cheap materials, recoverable, in conditions that ensure the preservation of the quality, integrity and preservation of products, application of modern technologies of transportation and handling.
Introduction of economy of any categories of packaging can be done only with the observance of typification and if this measure is ensured by increasing economic efficiency in production and movement of goods.
Article 10 Rules of typification taxonomies include printed products, taxonomies and technological installations lines printed, and type of construction projects and technologies.
Rules of typification is approved by Decree of the State Council.
Article 11 the content frame of rules and conditions drafting typification thereof are set out in the annex. 1. Chapter 3 the standardization
Article 12 Permanent lifting techniques and qualitative parameters of products and their competitiveness at the level of the best achievements obtained nationally and internationally, in the whole economy applies standards that contain prescriptions, rules and methods and the use of generalization of optimum solutions in unit production materials and in other areas.
Standardisation should lead to improvement of): conception and design, optimum use of production capacities, good organisation of production and work, saving means materials, labour productivity growth, promotion of scientific and technical progress in the national economy;
(b) establishment of technical conditions) quality, constructive, functional and reliability, methods, tests and quality control at the level of the best achievements obtained in the country and abroad;
c) harnessing the upper part of the material and energy resources by improving the performances of apparatus, machines, equipment and technological installations, of all products;
d) use of new materials to replace expensive and imported materials;
e) recovery and capitalizing on top of reusable materials and energy resources;
(f) the establishment of technical parameters)-functional and checking in accordance with the provisions of the international standards and with the requirements of the development of foreign trade and economic cooperation and international technique;
Article 13 in the standardisation work should be prepared by the State standards, standards and enterprise standards branch which is approved by: the Council of State), for the standards of particular importance, the single national plan for economic and social development; other State standards shall be approved by the National Council for Science and technology, by the Romanian Institute for Standardization;
b) governing bodies of the ministries and other collective bodies coordinating Central Branch, branch standards;
c) collective organs of the plant or, where appropriate, of the hierarchically superior body of the enterprise elaboratoare, enterprise standards; for parts, subassemblies or assemblies made in the cooperation in production enterprise standards shall be approved by the central unit which operates under Governing the manufacture of the final product, with the opinion of the scientific and engineering research in the field.
Article 14 of the framework Content standards and the conditions of elaboration and application thereof, are set out in the annex. 2. Chapter 4 energy saving technique and Normalization of the repair Article 15 use of raw materials, fuels and energy, and other resources in the productive activities of the entire economy is carried out only on the basis of technical standards.
Technical regulations shall be determined consumption per unit produced, on the basis of new technologies or redesigned, which ensure a reduction in the costs of raw materials, fuels and energy, new materials and products with technical and functional qualities and high reliability, superior of all material and energy resources.
Article 16 in order to reduce costs and increase the use of materials and energy resources, will operate mainly in the following areas: a) in mining will expand mechanized technologies that ensure a reduction in the consumption of wood, metal and other materials for presentations, enhancing the recovery of useful substances from deposits, harnessing recoverable from dumps, ponds, metallurgical slags;
b) in heat and power industry will take measures for increasing yields and reducing costs in the production of technological, transmission and distribution of electric and thermal energy, and improving energy officials of all groups;
c) in metallurgical industry will introduce modern technologies that ensure low consumption of Coke, ferroalloys, fuels and energy, the increase of the coefficient of finished metal, intensifying the rehabilitation and recovery of reusable materials;
d) in machine-building industry will ensure the design, redesign and manufacture of competitive products with functional parameters, reduced consumption of materials, fuels, energy and high degree of utilisation of the metal by improving functional principles, reduce weight, simplifying maintenance operations and repairs, typing and miniaturization of parts and sub-assemblies, components for the automation and robotizării extending;
e) in chemical industry will be treated as varieties with superior quality features and will ensure the improvement of manufacturing technologies, to improve the yield of plants, reducing the consumption of fuel and energy; in the processing sectors, it will expand manufacturing of specific products with reduced weights per unit volume, the surface area or length; It will use reusable resources particularly wide rubber, plastics, useful substances from waste water, sludge, lesii, halde, aplicindu-se technologies to exploit their superior complex;
f) in the exploitation and processing of wood will increase the use of wood mass, by reducing the thickness of the plates, cherestelelor and getting larger useful surface on the complex valorification of by-products resulting from the fasonari machining, cutting, and reducing the dimensions and weight of the finished product, corresponding to their functionality;
g) cellulose and paper industry will ensure the reduction for the papers and cardboards, improving apparel-cutting plans and packages of papers and cardboard, enhancing the use of reusable materials;
h) in construction materials industry will be expanded production of effective materials with reduced consumption and enhancement of raw materials, fuels and energy, are going to generalize the natural drying technologies, and prefabricated buildings will be carried out in the light and constructive solutions with high degree of finishing;
I) in light industry will ensure specific weight fabrics, glass and glazing, inlocuitorilor and reusable extension materials, increasing the use of coefficients of the raw material and materials;
j) transport will ensure reduction of fuel consumption by optimizing the loading capacity, flows of funds, the use of motor vehicles and trailers;
k) farming shall take measures to comply with the rigorous technology for carrying out agricultural works, using complex and at a maximum of tractors and other farm machinery, maintenance and repair, proper energy savings, reduction of irrigation systems, judicious use of fertilizers, insecticides, pesticides, respecting the rules of feeding set, eliminating all forms of waste and losses;
l) in production activity of the action will be taken to reduce their weight, the use of cheap materials, recoverable, limiting to the strict minimum required size, increased the terms of service, reduction of maintenance expenditure, the creation of new types of packaging materials with low specific consumption and high economic efficiency; Socialist units shall be responsible for management and maintenance of packaging throughout the normata service, as well as intensive use, with maximum efficiency, packing materials and packaging allocated through the plan.
It is forbidden to remove from packaging economy before performance of the terms of service and use standardized cycles;
m) in all sectors of the economy will operate permanently in order to reduce all categories of material and energy consumption, increase the efficiency of their use, the proportion of reusable material resources, under the conditions of the lifting of the quality and reliability of products.
Article 17 technical standards shall be determined by the consumer and where relevant reexamineaza annually.
To ensure that all measures of improvement of technology and licensing of consumer products, the unit shall be determined one year prior to the application.
Article 18 the design of new products and technologies and the modernisation of existing ones are made with due regard for the specific costs are determined by the order of notes and prescriptions for the use of materials and energy resources.
In order provides for new products and technologies from technical and functional parameters and quality indicators, with specific consumption and manufacturing costs lower than those of existing legislation and strict compliance with the rules, standards and typification of prescriptions on the use of materials and energy resources.
Ordering notes approved by: a) the Council of Ministers, for the main products and technologies new and redesigned the single national plan for economic and social development;
b) collective organs of the ministries, branch Coordinator for other new and redesigned products the nominees in the single national plan and at the level of ministries and other central organs;
c) collective organs of plants or, where appropriate, of the hierarchically superior body of the elaboratoare, for other products.
Article 19 Introduction in manufacture of products and technologies can only be made after approval documentation, which should include mandatory technical regulations and consumer usage of the coefficients of the materials, energy efficiency and other consumer indicators specific to the product or technology.
Article 20 technical regulations concerning the consumption of materials and energy is approved by: the Council of State), for the main products the nominees in the industrial production of the national plan;
b) governing bodies of collective coordination branch ministries, for other products the nominees in the industrial production of the national plan;
c) collective organs of plants or, where appropriate, of the hierarchically superior body of the elaboratoare, for products other than those at (a). the a and b)).
Article 21 In order to make use and management in conditions of maximum efficiency of fixed funds, avoiding damage and accidental interruptions, enterprises, power stations, ministries, other Central and local bodies are obliged to take measures for the maintenance, overhaul and repair of fixed funds according to established plans and programmes and in compliance with the technical rules of repair.
Article 22 technical repair Standards should ensure increasing operating cycle between repairs, minimizing the duration of the repair and refurbishment of the stay in the reduction of the cost of the repair works.
Depending on the importance and the categories of fixed funds to which it refers, the technical requirements of repairs are republican in nature, branch and enterprise.
Technical requirements of repairs with the republican character shall be approved by the Council of Ministers, the branch of the Ministry, branch Coordinator and those of the organisation.
Technical requirements of repairs should be reviewed and completed as a result of the implementation of the operation of new types of cars, machinery, plant, buildings and other construction, exploitation of results or improvement of technologies of repair.
Article 23 Contents of technical regulations and consumer redress, of the order notes and prescriptions for the use of materials and energy resources, as well as the conditions for their development and approval are set out in the annex. 3. Chapter 5 Duties and responsibilities in the field of standardization, normarii tipizarii, technical material and energy savings, quality and technical level of removal of the products section I article 23 the Council of Ministers the Council of Ministers shall be responsible for carrying out, in the entire economy, the policy of the party and rule concerning raising the quality and technical level of production, standardization, normalization and typing technique of energy and material consumption in that purpose: (a) adopt measures for continuous level) increase technical and quality of products, based on the best results obtained in scientific research and design;
b) perfecting the work of standardization and typification so as thereby to ensure systematic increase of product quality, reduced costs and higher production costs, the generalization of the results obtained in scientific and technological development;
c) normalization of all material and energy consumption, reducing consumer rules, the assimilation of new technologies and products, capitalizing on the full resource reusable.
Article 25 the Council of Ministers shall monitor compliance with strict by ministries, other Central and local bodies, firms, all socialist programs to lift the quality and technical level of products, methods of typification, standards, rules and norms of consumption, recovery, reuse and repair approved and take measures for the removal of any shortcomings found.
Section 2 of the central Council for typification, standardization, quality control and article 26 Council central to the typification, standardization, quality control and has the following duties and responsibilities: to provide coordination and guidance) unit in the entire economy, the typification, standardization and normative technical material and energy consumption, as well as to raise the level and quality of technical products and technologies;
b) regulates for continuing improvement of typification and standards, in order to promote new solutions which would lead to the lifting of the product quality and raising efficiency of economic activity;
c ensure the development) across the economy, scientific basis, technical rules relating to consumption of materials and energy in order to reduce them systematic, superior of all categories of resources;
d) controls how how to respect the norms of typification, standardization, technical regulations, and repair all the research units, design and execution;
e) controls and take measures for developing and carrying out programmes to improve product quality and the indicators referred to in the plan by the ministries, other Central and local bodies; technical quality control is exercised through the General Inspectorate for quality control of products and other technical control bodies, according to the law.
Article 27 the central Council for Standardization normative, typification, and quality is made up of representatives of ministries, other central bodies, leaders of central institutes, knowledge and highly skilled specialists of production, research and education.
Central Council for typification, standardization, quality control and approve the presidential decree.
Article 28 under the United Kingdom central Council for typification, standardization, quality control and Direction is organized for typification, standardization and control of energy saving technique that is responsible for the development, together with the prescribed norms, standards and rules the typification of the consumer, tracking and controlling their application throughout the economy.
Section 3 of the tasks and responsibilities of the National Council for Science and technology, the State Planning Committee, Ministry of technical Materials Supply and management and Control of fixed Funds Article 29 the National Council for science and technology in the field of standardization, tipizarii, normarii and technical quality, the following main tasks: (a)) shall be responsible for the plan and the achievement of the objectives of the scientific research technological development, and introduction of technical progress which provides the lifting of the level of technical quality of the products,-promoting and generalising advanced technologies, reducing energy consumption and increasing the use of reusable resources;
b) directs and controls the activity of ministries, other Central and local bodies of scientific research, engineering and design in accomplishing the tasks they are responsible for the development and application of norms and standards of typification;
c) responds and supervise the work of elaboration and implementation of technical standards in scientific research units and engineering, for all types of material and energy resources.
Article 30 of the State Planning Committee in the field of standardization, tipizarii, normarii and technical quality, the following main tasks: to respond to the plan) justification based on rules and norms, rules and standards, reconditioning and nomenclatures of typical products, repair of fixed funds;
b) respond, along with the Ministry of Supply and material management and Control of funds, for the development and completion of the normative material and energy consumption that is approved through the national plan; participate in drafting and finalizing the rules of typification and endorses the standards which shall be approved by the State Council;
c) control and take action during the realisation of the plan for compliance with the standards and rules for the classification of material, typification of costs and energy use indicators and standards approved by the plan.
Article 31 the Ministry of Supply and material management and Control of fixed Funds, in sphere of standardization, tipizarii, normarii technical costs and repairs, the following main tasks: to) control and ensure compliance with the regulated consumptions and restricted supply in cases of infringement of consumer waste and use national resources;
(b) be responsible for drafting,) according to the law, rules and norms of consumption and the coefficients of usage;
c) participate in developing and finalizing the rules of typification and State standards in the field of activity;
d) controls and take steps for the preparation and execution of repairs and revisions of fixed funds, in accordance with the technical regulations for approved repairs.
Section 4 of the Powers and responsibilities of the economic ministries, other Central and local bodies in article 32
Ministries, other Central and local bodies ensure the good condition of the typification, standardization, technical control costs and quality assurance from subordinate units, in which purpose: to respond to compliance with strict) rules for typification, standards and technical regulations in the business of designing, planning, production and investment;
b) adopt measures for the employment of subordinated units in regulated consumptions, promote and generalize solutions to reduce these threats;
c preparation and realization) organise repairs and revisions of fixed funds in strict accordance with the approved standards;
d) develops and programmes responsible for raising and improving product quality continuously.
Directions of technical ministries and other Central and local bodies ensure that the tasks incumbent upon them in the elaboration of rules, standards and typification technical standards and consumer redress. The completion of these norms and standards dealing with the opinion of the economic and technical councils, on the basis of the decision leading to collective bodies.
Article 33 For smooth branches of typification, standardization, technical control of costs and to raise the quality of the products is organized for the Commission:-chemical industry;
-construction of machinery;
-machine tool construction, electrical engineering and electronics;
-wood and building materials;
-transport and telecommunications;
-electricity and heating;
-oil and gas industry;
-Agriculture and food industry;
-Civil and industrial construction.
Article 34 specialized Committees shall be organized under the auspices of the coordinating ministries branch and are led by a Cabinet Minister.
The specialized component of the boards is approved by the central Council for typification, standardization, quality control and to which committees are responsible for the whole of their activity.
Article 35 specialized commissions of the branch have the following main tasks: responsible for elaboration of) works, standardization and typification of energy saving technique and control of materials and energy within the branch; examines proposals for the standardisation of materials and typing, products, technologies and construction and those undertakings for examination and approval organs provided for in the regulations;
b) shall monitor compliance with strict rules, standards and norms the typification of the consumption in the manufacture of all products in the branch;
c) establish measures to be taken within the framework of the renewal and modernization of this sector for products and technologies for the reduction of costs proper;
(d) implementation of the measures for controlling) uptake and introduction in production of materials, components, sub-assemblies, machine and standard facilities and standardized.
Section 5 of the Powers and responsibilities of the central institutes, industrial enterprises, power plants, Article 36 of the Central Institutes and establishments of scientific inquiry and technological engineering, in the field of standardization, tipizarii and technical normarii of costs, the following main tasks: (a) responsible for drafting) of typification, standards and technical norms of consumption based on the best results obtained in scientific research technological, engineering, design and production;
b) responsible for the quality of technical documentation solutions developed continuous improvement products from their profile;
c technical assistance grant) power plants and enterprises for the implementation of measures to reduce the consumption of energy and materials.
Article 37 Industrial Plants are responsible for all activity of typification, standardization, technical control of costs and to raise the quality of products into components or units in underlying purpose: to ensure the development of norms) typification and standards, according to the tasks delegated to them, as well as togetherness of all categories of material and energy consumption;
b) apply measures to reduce costs and ensure a strict discipline in the use of resources of raw materials, fuels and energy;
c) performs repairs and revisions of fixed funds in compliance with strict rules; d) shall arrange for the manufacture and delivery of goods in accordance with the provisions on quality standards, specifications, technical documentation and contracts.
Article 38 enterprises and production units respond directly in their field of activity: development of standards to be established by) plan and strict observance of the norms of typification and standards;
b) full normalization of material and energy consumption, expenditures, compliance with regulated to minimise energy consumption and fuel netehnologice and use in a measure of how much higher the reusable materials and energy resources;
c) delivering the products only after their marking according to the standard requirements of the establishment; It is prohibited to marking the product with symbol and number of standard upon which it was executed, if the product does not meet in full the provisions of the standard;
d) entry into manufacturing of series of new and upgraded products only after approval and adoption of all measures necessary for quality assurance;
It's appropriate and) preparing revisions and repairs in accordance with approved standards.
Chapter 6 final provisions Article 39 technical standards branch and enterprise, as well as technical repair standards in force retain its validity up to the elaboration of new standards for technical regulations, respectively, under the present law.
Article 40 the provisions of this law shall be applied properly and cooperative organizations and other public organizations.
Article 41 non-compliance with the provisions contained in this law shall entail disciplinary, material, administrative, civil or criminal, as appropriate.
Article 42 appendices. 1-3 are an integral part of this law.
Article 43 this law shall enter into force 30 days after its publication in the Official Gazette of the Socialist Republic of Romania.
On the same date shall repeal the State Council Decree No. 274/1979 concerning the establishment of the Commission of the party and State for issues of standardization and typification on economy and branch committees, art. 78 of law No. 14/1971 relating to the management of material resources, funds and material and technical supply, Council of Ministers Resolution No. 1899/1960 concerning the action of the State standards in the Socialist Republic of Romania, as well as any other provisions to the contrary.
Annex I Contents of the framework rules for the elaboration and implementation of typification thereof i. Contents frame of rules of typification 1. Standard product classifications establish the types, the types and sizes of products admitted to be design and run in production; for printed materials will indicate the main areas of use.
2. Classifications of printed lines and technological installations shall establish uniform production capabilities, specific maximum levels of main raw materials, fuels and energy, as well as the minimum level of labour productivity.
3. type of construction and Projects technologies shall, as appropriate, technological flow areas and main dimensions of objects construction, constructive solutions, limit consumption of building materials and equipment, as well as the maximum price estimate for construction-Assembly works.
II. Development and implementation of typification 2. Rules of typification, appropriated by the technical and economic councils of ministries and approved by bodies provided by law, shall be definitive by the specialized committees of the branch.
3. Rules are subject to approval by the typification of the Council of Ministers, on a proposal by the central Council for typification, standardization, and quality control.
4. detailed rules for examining the typification annually in order to update and improve them and apply under the conditions approved.
Annex 2 the contents of the framework of standards, development and application of frame Contents i. standards 1. State standards-norms include primarily the regulations: (a) raw materials), fuels and energy, and industrial and agricultural products, with significant national economy;
(b) parts and components) for general purposes, as well as other elements of machines, equipment and installations;
c) construction works;
d) prescriptions and rules of a general nature relating to the work of design, metrology, terminology and classifications; control product quality and other prescriptions of wide use;
e) protection of life, property and the environment.
2. The standards of the branch-STR-mainly include rules relating to: (a) raw material), fuel and energy products or components that are specific to the branch domain and for which times are not in force or State standards for the State standards were established only the main conditions;
b) selections of varieties, types, sizes, formats, sizes and other prescriptions from the State standards, with the aim of rationalization activities.
3. Enterprise Standards-KNOW-mainly include rules relating to:
the menu selections,) types, items, sizes, formats, sizes and other prescriptions from the State standards or branch for purposes of rationalization activities;

4. The requirements listed in the standards of the branch shall comply with the requirements of State standards, and the requirements of enterprise standards from the standards of State and branch.
The standards must relate to those of the international standards.
In duly justified cases, the requirements of State standards and branch standards can have experimental character, for a limited period, or character.
II. Development and implementation of standards 1. V. Elaboration of order 1. Ordering notes shall be drawn up by the beneficiary units, production or research and development, as appropriate.
