The achievement of the objectives set out in the Program for the realization of the multilateral socialist society developed and the submission of Romania to communism, of the decisions of the 13th Congress of the Romanian Communist Party, of the special programs on raising the technical and qualitative level of products, the reduction of material and energy consumption, the superior valorisation of all resources and the greater increase in labour productivity, require the improvement of typing activities, standardisation and technical cloud-essential factors in promoting progress technical-scientific, in increasing the efficiency of the entire economic activity Typing, standardization, norming of raw materials, materials, fuels and energy consumption must ensure continuous modernization of production, introduction and generalization of advanced technologies, increased performance building-functional and product reliability, reducing the consumption of raw materials, materials, fuels and energy, recovering and harnessing all reusable resources. At the same time, the improvement of typing, standardization and cloud activities ensures the concentration and integration of production, as well as the specialization of enterprises, in order to use productive capacities, capitalizing superior to material and energy resources, reduction of manufacturing costs, better organization of production and work. To improve the work of typing standards, standards and technical consumer norms, as well as to strengthen control and ensure rigorous compliance with these norms by all units in the economy, the establish, in addition to the Council of Ministers, as a specialized body, the Central Council for typing, standardization, norsea and quality. In order to ensure the legal framework necessary to improve the activity in these areas The Great National Assembly of the Socialist Republic of Romania adopts this law. + Chapter 1 General provisions + Article 1 The permanent lifting of the technical and qualitative level of products, works and services, corresponding to the best performances obtained in the country and worldwide, constitutes a basic obligation of ministries, other central bodies and local, central, scientific research and technological engineering units, enterprises, all the collective of working people in industry, agriculture, transport and other branches of the national economy. + Article 2 Ministries, other central and local bodies, plants, enterprises, scientific research units, technological engineering and design are obliged to develop and apply, under the present law, standards of typing, standards and technical consumer norms based on the best results obtained in scientific research, technological engineering, design and production, to ensure the continuous lifting of the quality of production and competitiveness of products, efficient use of material and energy resources, increased productivity labor, reduction of production costs. + Article 3 The design, approval and introduction into manufacturing of new products and technologies is achieved only through the use of raw materials, materials, parts, subassemblies, typified products and installations, in compliance with quality prescriptions and the other provisions of the standards and under the conditions of strict compliance within the limits set by the technical rules for consumption and recovery of reusable resources. It shall be prohibited to design, approve and introduce in manufacturing or in operation new products and technologies with specific consumption greater than those of the products or technologies which they replace. + Article 4 In carrying out the investment objectives, the ministries, the other central and local bodies, the design units and the enterprises are obliged to use the technologies, installations and technological lines typified, the construction projects, the other technical prescriptions and regulations and to ensure, on this basis, the continuous reduction of costs and duration of execution, the reduction of material and energy consumption, the increase in labor productivity, the quality and economic efficiency of works. + Article 5 The planning of physical production, distribution, contracting and delivery of raw materials, materials, fuels, energy, all products, as well as their use throughout the national economy, shall be carried out only on the basis of the rules of approved consumption, in compliance with the nomenters of materials and products typified and in strict accordance with the technical-qualitative characteristics and with the other provisions of the standards. + Article 6 On the date of this Law, the Central Council for Typing, Standardization, Normare and Quality, a specialized body of the Council of Ministers, which is responsible for the continuous improvement of the norms of typing, standards and norms consumer technical, as well as the application and control of compliance with these rules throughout the national economy. + Chapter 2 Typing products, construction and technologies + Article 7 The typing of products, constructions and technologies is applied unitary in all branches and sectors of activity and must ensure the reduction of the number of assortments, types and sizes of materials, subassemblies and finished products, such as and modernization of manufacturing technologies, for the purpose of making new products with superior technical-functional and qualitative characteristics, diminishing consumption of raw materials, materials, fuels and energy, increasing labor productivity and the lifting of efficiency throughout the national economy. + Article 8 The design, introduction into manufacturing and execution throughout the national economy of materials, products, machines, installations, machinery, technological lines and constructions are done only in compliance with nomenters and type projects established under this law. The typing of products must be achieved in close connection with the typing of production technologies, lines and technological installations, ensuring the expansion of the possibilities for the use of materials, parts and subassemblies typified to a range the widest possible product. + Article 9 The typing activity must ensure: a) the reduction of the number of brands and the printing of the steel products and other metals, the extension of their scope, the limitation of the use of the superior brands only to the products to which the technical-economic requirements justify this, the efficiency of the use of metal in the b) optimisation of the nomenches of chemical materials, articles of plastics and rubber, fibres and synthetic yarns, dyes, pesticides and other chemicals, with a view to increasing the value of raw materials and satisfaction, in conditions of high economic efficiency, requirements of the national economy; c) realization of technological lines, machine and machinery systems in a modular and multifunctional design, through the constructive unification of elements and sub-assemblies, developing the manufacture of components typified for all the subassemblies the construction industry of machinery, electrotechnics and electronics; d) typing of means of measure and control in relation to the degree of demand of the respective equipment, with the concrete requirements of different branches of the national economy, in order to optimize the systems of measurement and control and their use rational in the production units; e) the improvement of construction and technology projects, the simplification of constructive solutions, the development of new projects to ensure the efficiency and reduction of energy and material consumption; f) continuous improvement of the nomenters of typified materials for constructions and installations, their technical and qualitative characteristics, by improving the production technologies, to ensure the reduction of material consumption and energy, the reduction of import raw materials, the creation of replacement materials with increased efficiency; g) use in maintenance and repair activity in all branches of the national economy of typified materials, parts and subassemblies, ensuring, at the same time, repairs, modernization of lines and technological installations; h) the reduction of the types and categories of packaging, of the materials from which they are made, in order to reduce their weight, the use of cheap, recoverable materials, in conditions that ensure the preservation of quality, integrity and preservation of products, application of modern transport and handling technologies. The introduction into the economic circuit of any packaging categories can be done only in compliance with the approved typing norms and if it ensures by this measure the increase of economic efficiency in the production and circulation activity of goods. + Article 10 The typing rules comprise the typified product nomenclatures, the typified line and technological installation nomenclatures, as well as the construction and technology projects. The typing rules are approved by decree of the State Council. + Article 11 The framework content of the typing rules and their conditions of elaboration are set out in Annex no. 1. + Chapter 3 Standardisation + Article 12 For the permanent lifting of the technical and qualitative parameters of the products and their degree of competitiveness at the level of the best achievements obtained nationally and internationally, standards containing prescriptions, rules and methods for the purpose of generalizing and unitary use of optimal solutions in the field of material production and in other fields. Standardisation must lead to: a) perfecting the activity of conception and design, optimal use of production capacities, good organization of production and labor, saving material means, increasing labor productivity, promoting the progress technical-scientific in the national economy; b) the establishment of technical conditions of quality, constructive, functional and reliability, methods of analysis, tests and qualitative control at the level of the best achievements obtained in the country and abroad; c) superior valorisation of material and energy resources by lifting the performance of the machines, machinery, machinery and technological installations, of all products; d) the use of new materials to replace expensive and imported materials; e) recovery and superior valorisation of reusable material and energy resources; f) establishment of technical-functional parameters and verification methods in accordance with the provisions of international standardisation documents and with the requirements of the development of foreign trade activity and economic and technical cooperation international; + Article 13 State standards, branch standards and enterprise standards are developed in the standardisation work, which are approved by: a) The State Council, for the standards of special importance, nominated in the single national economic and social development plan; the other state standards are approved by the National Council for Science and Technology, through the Romanian Institute of standardisation; b) collective management bodies of ministries and other central branch coordinating bodies, for branch standards; c) the collective management bodies of the plant or, as the case may be, of the superior hierarchical body of the elaborating undertaking, for the enterprise standards; for the parts, subassemblies or assemblies made in the framework of the cooperation in production the enterprise standards are approved by the plant under which the unit which coordinates the manufacturing of the final product operates, with the opinion of the scientific research and technological engineering units. + Article 14 The framework content of the standards, as well as the conditions for their elaboration and application, are set out in Annex no. 2. + Chapter 4 Technical normation of consumptions and repairs + Article 15 The use of raw materials, materials, fuels and energy, the other material resources in productive activities in the entire economy is carried out only on the basis of technical consumer norms. The technical consumer rules are established on the physical product unit, based on new or redesigned technologies, which ensure the reduction of the consumption of raw materials, materials, fuels and energy, the realization of new materials and products with qualities technical-functional and high reliability, superior valorization of all material and energy resources. + Article 16 In order to reduce consumption and increase the value of material and energy resources, it will mainly act in the following directions: a) in the extractive industry will expand the mechanized technologies that ensure the reduction of the consumption of wood, metal and other materials for support, increasing the recovery of useful substances from deposits, valorization of resources recoverable from halde, ponds, metallurgical slag; b) in the electrical and thermal energy industry measures will be taken to increase yields and reduce technological consumptions to the production, transmission and distribution of electricity and heat, as well as to improve the operation all energy groups; c) in the metallurgical industry, modern technologies will be introduced that ensure reduced consumption of coke, ferroalloys, fuels and energy, increase of the coefficient of removal of finished metal products, intensification of recovery and recovery reusable materials; d) in the machine building industry will ensure the design, redesign and manufacture of products with competitive functional parameters, low consumption of materials, fuels, energy and high degree of use of metal, by improving functional principles, weight reduction, simplification of maintenance and repair operations, typing and miniaturization of components and subassemblies, expansion of automation and robotization; e) in the chemical industry will be assimilated assortments with superior qualitative characteristics and will ensure the improvement of manufacturing technologies, improvement of plant yields, reduction of fuel and energy consumption; in manufacturing sectors, will extend the manufacture of products with specific weights reduced on the volume, surface or length unit; will widen the use of reusable resources especially from rubber, plastics, useful substances from the waters residual, lesii, sludge, halde, applying new technologies for recovery superior, complex of them; f) in the wood exploitation and processing industry will increase the value of wood mass, by reducing the thickness of the cherries and plates, obtaining larger useful surfaces, complex valorization of the by-products resulting from cuts, trimming and processing, reducing the gauges and weight of finished products, corresponding to their functionality; g) in the pulp and paper industry will ensure the reduction of gramages in hirtii and cartons, the improvement of the plans for the tailoring of clothes and packaging made of paper and cardboard, the increase in the use of reusable materials; h) in the construction materials industry will be expanded the production of efficient materials, with superior characteristics and low consumption of raw materials, fuels and energy, will generalize the technologies with natural drying, and prefabricates will be made in lightweight and high finishing solutions; i) in the light industry will ensure the reduction of the specific weight of fabrics, glassware and glazing, the expansion of replacements and reusable materials, the increase of the coefficients for the use of raw materials and materials; j) transport will ensure the reduction of fuel consumption by optimizing the flows, loading at capacity of the means, using vehicles with trailers; k) in agriculture, measures will be taken for the rigorous observance of the technologies for carrying out agricultural works, the complex and maximum use of tractors and other agricultural machinery, their proper maintenance and repair, the reduction of energy consumption in irrigation systems, the judicious use of fertilizers, insecticides, pesticides, framing in established feed rules, the elimination of any forms of waste and loss; l) in the production of packaging, measures will be taken to reduce their weight, the use of cheap, recoverable materials, the limitation to the necessary damage of the dimensions, the increase of service durations, the reduction of the expenses of maintenance, creation of new materials and types of packaging with low specific consumption and high economic efficiency; socialist units are responsible for the management and maintenance of packaging throughout the normal service life, as well as the use of intensive, with maximum efficiency, of packaging materials and packaging allocated by plan. It shall be prohibited to remove packaging from the economic circuit prior to the performance of service durations and cycles of normal use; m) in all sectors of the economy will act permanently to reduce all categories of material and energy consumption, increase the efficiency of their use, increase in the increased proportion of reusable material resources, in the conditions of quality and reliability of the products. + Article 17 The technical consumer rules shall be established and, where appropriate, shall be reviewed annually. In order to ensure that all measures to improve the technologies and redesign of the products are taken in advance, the consumer rules per unit of product shall be established one year before the application period. + Article 18 The design of new products and technologies and the modernization of existing ones are done in compliance with the specific consumptions established by the order notes and the prescriptions for the use of material and energy resources. The order notes provide for the realization of new products and technologies at higher technical-functional and qualitative parameters, with specific consumptions and lower manufacturing costs than those existing and in strict compliance with the rules of typing, standards and prescriptions for the use of material and energy resources. The order notes shall be approved by: a) the Council of Ministers, for the main new and redesigned products and technologies nominated in the single national economic and social development plan; b) the collective management bodies of the branch coordinating ministries, for the other new and redesigned products nominated in the single national plan and at the level of ministries and other central bodies; c) the collective management bodies of the plants or, as the case may be, of the superior hierarchical organ of the elaborating unit, for other products. + Article 19 The introduction into the manufacturing process of products and technologies can be done only after the approval of the execution documentation, which must also include the mandatory consumer technical norms, the materials use coefficients, the yields energy and other consumer indicators specific to the product or technology. + Article 20 The technical rules on material and energy consumption shall be approved by: a) the State Council, for the main products nominated in the industrial production section of the single national plan; b) collective management bodies of the branch coordinating ministries, for the other products nominated in the industrial production section of the single national plan; c) the collective management bodies of the plants or, as the case may be, of the superior hierarchical organ of the elaborating unit, for products other than those of lit. a) and b). + Article 21 For the purpose of use and management in conditions of maximum efficiency of fixed funds, of avoiding accidental damage and interruptions, enterprises, plants, ministries, other central and local bodies are obliged to take measures for maintenance, overhaul and repair of fixed funds in accordance with established plans and programmes and in compliance with technical repair rules. + Article 22 The technical repair rules must ensure the increase of the operating cycle between repairs, the minimization of the duration of repairs and the parking in repair, the continuous reduction of the cost of repair works. Depending on the importance and categories of fixed funds to which they refer, the technical repair norms are of a republican, branch and enterprise character. The technical norms of reparations with a republican character are approved by the Council of Ministers, the branch ones by the branch coordinating ministry, and those of the enterprise by the plant. The technical repair rules shall be reviewed and completed as a result of the commissioning of new types of machinery, machinery, installations, buildings and other constructions, of the results obtained in operation or of the improvement of the execution technologies of repairs. + Article 23 The framework content of the technical norms for consumption and repair, of the order notes and prescriptions for the use of material and energy resources, as well as their elaboration and approval conditions are set out in Annex no. 3. + Chapter 5 Tasks and responsibilities in the field of typing, standardization, technical clouds of material and energy consumption, quality lifting and technical level of products + Section I Council of Ministers + Article 24 The Council of Ministers responds to the achievement, throughout the economy, of the party and state policy on raising the quality and technical level of production, typing and standardization, technical regulation of material and energy consumptions, in The aim shall be to: a) the permanent increase of the technical and qualitative level of the products, based on the best results obtained in scientific research and design; b) continuous improvement of the typing and standardization activity so that by this to ensure the systematic increase in the quality of products, the reduction of consumption and production costs, the generalization of the results obtained in scientific growth and technological development; c) the normalization of all material and energy consumption, the reduction of consumer norms, the assimilation of new products and technologies, the full valorization of reusable resources. + Article 25 The Council of Ministers controls the strict observance by the ministries, the other central and local bodies, the plants, the enterprises, all the socialist units, the programs of lifting the quality and the technical level of the products, the norms of typing, standards, norms and consumer normatives, recovery, reuse and approved repairs and takes measures to remove any shortcomings found. + Section 2 Central Council for Typing, Standardisation, Norsea and Quality + Article 26 The central board for typing, standardization, norsea and quality has the following main duties and responsibilities: a) ensure coordination and unitary guidance, in the entire economy, of typing and standardization activity, of technical cloud of material and energy consumption, as well as of lifting the technical and qualitative level of products and technologies; b) sets out measures for continuous improvement of typing standards and standards, in order to promote new solutions, leading to the lifting of product quality and increasing the efficiency of economic activity; c) ensure the development in the entire economy, on a scientific basis, of the technical norms on material and energy consumptions in order to systematically reduce them, of the superior valorization of all categories of resources; d) control how to comply with the norms of typing, standardization, technical norms of consumption and repair by all the research, design and execution units; e) controls and takes measures for the development and fulfilment of programmes to improve the quality of products and indicators referred to in the plan, by ministries, other central and local bodies; quality technical control shall be exercised by State General Inspectorate for Quality Control of Products and other technical control bodies, according to the law. + Article 27 The central council for typing, standardization, norsea and quality is made up of representatives of ministries, other central bodies, heads of central institutes, scientists and highly qualified specialists in production, Research and education. The composition of the Central Council for typing, standardization, norsea and quality is approved by presidential decree. + Article 28 Subordinated to the Central Council for Typing, Standardization, Norsea and Quality, the Directorate for Typing, Standardization and Technical Cloud of Consumptions is organized that is responsible for the elaboration, together with the law enforcement bodies, of the norms of typing, standards and technical norms of consumption, tracking and controlling their application throughout the economy. + Section 3 Duties and responsibilities of the National Council for Science and Technology, the State Planning Committee, Ministry of Technical-Materials Supply and Management Control of Fixed Funds + Article 29 The National Council for Science and Technology has, in the field of typing, standardization, technical clouds of consumption and quality, the following main tasks: a) responds to the plan and to achieve the objectives of scientific research, technological development and introduction of technical progress that ensure the permanent lifting of the technical-qualitative level of products, promotion and generalization advanced technologies, reducing material and energy consumption, increasing the use of reusable resources; b) directs and controls the activity of ministries, other central and local bodies, scientific research units, technological engineering and design in carrying out their tasks for the elaboration and application of typing and standards; c) responds and controls the activity of elaboration and application of technical consumer norms in scientific research and technological engineering units, for all categories of material and energy resources. + Article 30 The State Committee of Planning has, in the field of typing, standardization, technical clouds of consumption and quality, the following main tasks: a) responds to the foundation of the plan on the basis of consumer norms and norms, the norms of recovery and reconditioning, standards and nomenches of typified products, the repair norms of fixed funds; b) responds, together with the Ministry of Technical-Materials Supply and Management Control of Fixed Funds, to develop and finalize the norms of material and energy consumptions that are approved by the single national plan; participate in elaboration and finalization of typing standards and endorses the standards that are approved by the State Council; c) controls and takes measures, during the implementation of the plan, in order to comply with the standards and norms of typing, the classification of material and energy consumptions in the norms and the valorization indicators approved by the plan. + Article 31 The Ministry of Technical Supply-Materials and Control of Fixed Funds Management has, in the field of typing, standardization, technical clouds of consumptions and repairs, the following main tasks: a) control and take measures to fit into the normal consumption and stop the supply in cases of violation of consumer norms, waste and national use of resources; b) is responsible for the elaboration, under the law, of the norms and norms of consumption and coefficients of use; c) participate in the elaboration and finalization of the typing norms, as well as the state standards in its field of activity; d) control and take measures for the preparation and execution of fixed funds repairs and revisions, in accordance with the approved technical repair rules. + Section 4 Tasks and responsibilities of economic ministries, other central and local bodies + Article 32 Ministries, other central and local bodies ensure the smooth conduct of activities of typing, standardization, technical cloud of consumption and quality assurance from subordinate units, for which purpose: a) respond to strict compliance with typing standards, standards and technical norms of consumption in the design, planning, production and investment activity; b) adopt measures for the classification of subordinate units in the normal consumption, promotion and generalization of solutions to reduce them; c) organize the preparation and realization of fixed funds repairs and revisions in strict accordance with the approved norms; d) elaborates and responds to the implementation of the programs for the raising of technical level and the continuous improvement The technical directions in the ministries and the other central and local bodies ensure the performance of their tasks in the elaboration of the typing norms, standards and technical norms of consumption and repair. The finalization of these norms and standards is done with the opinion of the technical-economic councils, based on the decision of the collective management bodies. + Article 33 For the smooth running on the branches of the activities of typing, standardization, technical cloud of consumption and lifting of the quality of the products are organized specialized commissions for: -chemical industry; --metallurgy; -the construction of machinery; -construction of machine tools, electrotechnics and electronics; -wood and building materials industry; -transport and telecommunications; -electricity and heat; -mining industry; -the oil and gas industry; --geology; -light industry; -agriculture and food industry; -forestry; -civil and industrial construction. + Article 34 The specialized committees are organized by the branch coordinating ministries and are led by the minister. The composition of the specialized committees is approved by the Central Council for typing, standardization, cloud and quality, compared to which the commissions are responsible for their entire activity. + Article 35 The branch specialist committees have the following main tasks: a) respond to the elaboration of typing, standardization and technical cloud works of the material and energy consumption within the branch; analyze the proposals for the typing and standardization of materials, products, technologies and constructions and subject them to examination and approval of the bodies provided by law; b) control strict compliance with typing standards, standards and technical norms of consumption in the manufacture of all products in the branch; c) establish measures that are required within the framework for the renewal and modernization of products and technologies, for the proper reduction of consumptions; d) control the application of measures for the assimilation and introduction into production of materials, components, subassemblies, typified and standardised machinery and installations. + Section 5-a Tasks and responsibilities of central institutes, industrial plants, enterprises + Article 36 The central institutes and the scientific research and technological engineering units have, in the field of typing, standardization and technical cloud of consumptions, the following main tasks: a) and technical consumer norms based on the best results obtained in scientific research, technological engineering, design and production; b) are responsible for the quality of the technical solutions in the elaborated documentation, the continuous improvement of the products in their activity profile; c) provide technical assistance to plants and enterprises for the application of measures for the continuous reduction of material and energy consumption. + Article 37 Industrial plants are responsible for the entire activity of typing, standardization, technical management of consumptions and the lifting of the quality of products in the component or subordinate units, for which purpose: a) ensure the development of typing standards and standards, according to their tasks, as well as the normalization of all categories of material and energy consumptions; b) apply the measures to reduce consumption and ensure a strict discipline in the use of resources of raw materials, materials, fuels and energy; c) carry out repairs and revisions of fixed funds with rigorous compliance with the approved norms; d) take measures to manufacture and deliver products according to the provisions on quality from standards, specifications, technical documentation and contracts. + Article 38 The undertakings and other production units shall be directly responsible for: a) elaboration of the standards established by the plan and strict observance of the provisions of the typing and standards norms; b) full normalization of material and energy consumption, compliance with all normal consumptions, minimization of non-technological energy consumption and fuels and use to a large extent of material resources and reusable energy; c) the delivery of the products only after their marking according to the prescriptions of the standards by the producer unit; it is prohibited to mark the product with the symbol and the number of the standard on which it was executed, if the product provisions of standard; d) the introduction of new and upgraded products into series manufacturing only after their approval and the adoption of all necessary measures to ensure quality; e) proper preparation and carrying out revisions and repairs in accordance with the approved rules. + Chapter 6 Final provisions + Article 39 The technical norms of the branch and the enterprise, as well as the technical regulations of repairs in force maintain their validity until the elaboration of new standards, namely technical repair norms, under the conditions of this law. + Article 40 The provisions of this law also apply accordingly to cooperative organizations and other public organizations. + Article 41 Failure to comply with the provisions contained in this law entails disciplinary, material, civil, contravention or criminal liability, as appropriate. + Article 42 Annexes no. 1-3 are an integral part of this law. + Article 43 This law comes into force after 30 days of publication in the Official Bulletin of the Socialist Republic of Romania. On the same date is repealed Decree of the State Council no. 274/1979 on the establishment of the Party and State Commission for the issues of typing and standardisation on the economy and of the branch commissions, art. 78 78 of Law no. 14/1971 on the management of material resources, fixed funds and technical-material supply, Decision of the Council of Ministers no. 1899/1960 on state action for standardisation in the Socialist Republic of Romania, as well as any other provisions to the contrary. + Annex 1 Framework content of typing rules, their development and application I. Framework content of typing rules 1. The typified product nomenclatures establish the assortments, types and sizes of products admitted to design and execute in production; for the typified materials will also specify the main areas of use. 2. The nomenclature of typified lines and technological installations establish the unit production capacities, the main maximum specific consumptions of raw materials, materials, fuels and energy, as well as the minimum level of labor productivity. 3. Construction and technology projects establish, as the case may be, the technological flow, the surfaces and the main dimensions of construction objects, the constructive solutions, the limit consumptions of building materials and installations, as well as the maximum limit of the deviation price for construction-assembly works. II. Development and application of typing standards 2. The typing norms, appropriated by the technical-economic councils of the ministries and endorsed by the bodies provided by law, shall be completed by the specialized branch commissions. 3. Typing rules shall be submitted for approval by the Council of Ministers, at the proposal of the Central Council for typing, standardization, norsea and quality. 4. Typing rules shall be examined annually in order to update and improve them and apply under the approved conditions. + Annex 2 Framework content of standards, their development and application I. Framework content of standards 1. State standards-STAS-mainly include regulations relating to: a) raw materials, materials, fuels and energy, as well as industrial and agricultural products, with significant weight in the national economy; b) sub-assemblies and parts of general use, as well as other elements of machinery, machinery and installations; c) construction works; d) prescriptions and general rules on design work, metrology, terminology and classifications; quality control of products and other prescriptions of wide use; e) protection of life, material goods and the environment. 2. The branch standards-STR-mainly include regulations relating to: a) raw materials, materials, fuels and energy, products or components specific to the branch or domain and for which no state standards are in force or for which by state standards only main conditions have been established; b) selections of assortments, types, articles, formats, sizes, dimensions and other prescriptions of state standards, in order to streamline some activities. 3. Enterprise standards-ITS-mainly include regulations relating to: a) selections of assortments, types, articles, formats, sizes, dimensions and other prescriptions of state or branch standards, in order to streamline some activities; b) tools, devices, verifiers, semi-finished products and other products which are manufactured for the purpose of use only in the production process of the establishment and, where appropriate, manufacturing technologies specific to that establishment; c) sub-assemblies or parts made in the framework of production cooperation executed in the establishment, if they are not regulated by state standards or branch standards. 4. Prescriptions registered in the branch standards must comply with the provisions of the state standards, and the prescriptions of the enterprise standards on those of state and branch standards. The provisions of the standards must be correlated with those of international standards. In justified cases, prescriptions of state standards and branch standards may be of an experimental nature, for a limited period, or of a recommendation character. II. Development and application of standards 1. State and branch standards shall be drawn up by the scientific research and technological engineering, design, production or education units, established by the annual plans, with the compulsory participation of the producing units and Interested beneficiaries and endorsement bodies provided by law. The enterprise standards shall be drawn up by the unit concerned, and if they concern assemblies, sub-assemblies or parts made on the basis of cooperation in production, by the manufacturing unit together with the unit which coordinates the manufacture end product. The draft standards appropriated by the technical-economic councils shall be endorsed by the bodies provided by law. The state standards are subject to the approval of the State Council on the proposal of the Central Council for Typing, Standardization, Normare and Quality, and the state standards that are approved according to this Law by the National Council for Science and Technology, subject to approval on the proposal of branch commissions. 2. Standards shall be examined annually for review or reconfirmation. 3. State standards are mandatory at the level of the national economy, branch standards at the level of branches or fields of activity to which they refer, and those of enterprise only within the elaborating unit. 4 4. For products of a unique or handicraft nature, spare parts of import machinery or installations, production and experimental works and in other similar situations, the parts may be determined by contract, in specifications or documentation, provisions of the nature of those in standards and typing norms, on the basis of which to execute and deliver the contracted products. + Annex 3 The framework content of the technical norms for consumption and repair, order notes for products and technologies, prescriptions for the use of material and energy resources, as well as their elaboration and approval I. Framework content of the consumer technical rules 1. The technical rules of consumption on the product establish the maximum consumptions of raw materials, materials, fuels and energy reported at the product unit, for each assortment, type or constructive version, corresponding to the technology used. 2. Coefficients of use techniques establish the minimum proportion in which the materials used are found in the finished products for each assortment, type or constructive version, corresponding to the technology used. II. The technical repair rules include: 1. the minimum cycle of operation between the date of commissioning of a fixed fund and the first repair or between two successive repairs, expressed in years, operating hours or kilometres covered, established under the conditions of ensuring a degree high reliability, both of the assembly and of the components, as well as of the compliance with the technical standards of exploitation; 2. the duration of the repair execution, expressed in working days; 3. the maximum cost of the repair, expressed as a percentage of the replacement value of the fixed fund, under the conditions of use of all parts and subassemblies that can be reused as such or by refurbishment. III. The order notes for products and technologies substantiate the need and their efficiency and include, for the determination of material and energy consumptions, the following: 1. the main technical-functional and qualitative parameters of the product or technology, including the net weight, which must be improved compared to existing ones; 2. the main specific materials and energy consumption in the manufacture and, where appropriate, in the operation of the product or technology, which must be lower than those existing; 3. the recovery solutions and the estimated quantities of reusable materials and energy resources; 4. estimation of production costs, of which the maximum limits of material expenses, which must be lower than those existing. The order notes are elaborated in strict compliance with the typing norms, standards and prescriptions for the use of material and energy resources. In the order notes, comparisons with similar products and technologies in the country and abroad on technical-functional and qualitative parameters, specific materials and energy consumption and manufacturing costs are presented. IV. Prescriptions for the use of material and energy resources mainly include: 1. prescriptions regarding the areas of use of different groups of raw materials and materials and the use of replacement materials; 2. restrictions and prohibitions for the use of expensive or imported materials. V. Development of the order notes 1. The order notes shall be drawn up by the beneficiary, producer or research-design units, as the case may be. The order notes within the competence of the Council of Ministers shall be subject to approval at the proposal of the Central Council for typing, standardization, norsea and quality, and those within the competence of the collective management bodies of the coordinating ministries of branch, at the proposal of branch specialist committees. 2. For construction-assembly works, the consumption limits to the main materials are established by the technical-economic documentation of approval of investment works, according to the law. VI. Development and approval of prescriptions for the use of material and energy resources 1. The technical-economic conditions of use are approved by the Council of Ministers, at the proposal of the Central Council for typing, standardization, norsea and quality, based on the documentation elaborated by the branch coordinating ministries, with the opinion State Committee of Planning, Ministry of Technical-Materials Supply and Management Control of Fixed Funds and National Council for Science and Technology. 2. For precious metals, tin, nickel, molybdenum, tungsten, vanadium and other such resources, the maximum quantities allowed to be consumed, established according to the technical-economic prescriptions of use, are approved quarterly by plan holders, by decree of the State Council. VII. Development and application of technical repair rules 1. The technical norms of repair of a republican character shall be elaborated by the ministries and central bodies coordinating by the branch, with the opinion of the Ministry of Technical Supply-Materials and Control of the Management of Fixed Funds and are mandatory for all units, regardless of subordination. 2. The technical norms for branch repairs shall be elaborated by the ministries and central branch coordinating bodies, with the opinion of the Ministry of Technical-Materials Supply and Management Control of Fixed Funds, for the fixed funds in the branch coordinated, not included in the Republican norms, or for the fixed funds contained in the Republican norms but operating under specific conditions, different from the normal ones envisaged when drafting them and are mandatory for all units in the branch, regardless of subordination. 3. The rules of enterprise on fixed funds repair shall be drawn up for fixed funds not included in the technical rules of repair of a republican or branch character, by the economic units that hold the fixed fund and which are obliged to submit them for approval to the higher hierarchical plant. -------------------
