In accordance with the economic and social development plans of the country were allocated, year after year, significant funds that ensured the uninterrupted lifting of the urban-household level and the embellishment of municipalities, towns and communes, improvement continues the quality of life of citizens in all localities Raising on a higher stage of the development of all localities requires further improvement of the activity of popular councils, increasing their role, based on the principles of working-class self-driving and self-management economic and financial, in ensuring the proper management of communes, cities and municipalities, the maximum efficient use of the material and financial means entrusted to them, the stimulation and full valorization of energy, capacities creative and initiative of all working people. The folk councils respond, according to the law, to the management, guidance and coordination of the entire management and beauty activity of the localities, to the preservation of order and discipline, being obliged to ensure, with the support of the deputies, the permanent committees, citizens ' committees, the wide participation of all residents of municipalities, cities and communes in the debate and adoption of decisions on self-management of localities, the implementation of measures for development, beautifying and modernising them. Participation of citizens and socialist units in good management, in the care and preservation of the cleanliness of localities, housing, other buildings, courts and premises, traffic arteries, all public places, as well as of the means of transport, is an essential condition for satisfying at an ever higher level of work and civilised life requirements of the entire population. The fulfilment of these requirements requires the increase of the responsibility of all citizens and socialist units, the development of civic consciousness, the direct participation in the realization of the actions of good management, modernization and beauty of the municipalities, cities and communes, to strengthen order and discipline for the permanent preservation of the state of cleaning and hygiene of localities. To this end, the Grand National Assembly of the Socialist Republic of Romania adopts this law. + Chapter 1 General provisions + Article 1 Good management, preservation of cleanliness, strict observance of hygiene norms, as well as embellishment of municipalities, towns and communes, constitute a permanent obligation of popular councils, socialist units, as well as all citizens. + Article 2 The county folk councils and the city of Bucharest, municipal, of the sectors of Bucharest, city and communal are responsible for the management, guidance, coordination and control of the entire management and beauty activity of the localities, the preservation of order and cleanliness in all cities and communes. + Article 3 In the exercise of their duties, the folk councils apply the principles of working-class self-driving and economic-financial self-management, ensure, in accordance with the provisions of the economic-financial mechanism, the use with maximum efficiency of material and financial means entrusted to them, reducing the consumption of materials and eliminating losses, especially energy, fuels and water, continuous development and good management of localities. + Article 4 The folk councils base their entire activity of managing the localities on the continuous strengthening of the links with the citizens, stimulating the initiative and their participation in carrying out the maintenance and keeping of cleaning, at Timely execution of the urban-household works, to the strengthening of order and discipline. + Article 5 Socialist units have the obligation to maintain permanently the cleanliness and hygiene of buildings, their annexes, premises, other spaces, as well as the means of transport they own. Socialist units also have the obligation to participate in the maintenance and ensuring cleanliness of streets, roads, parks and gardens around the premises. + Article 6 All citizens have the obligation to provide care for housing, household annexes, courts, fencing and to participate directly in the maintenance and preservation of order and cleanliness on the streets, roads, in squares, parks, gardens, in the other public places as well as in the means of transport. + Article 7 Citizens have the obligation to participate in the actions organized by the popular councils, the citizens ' committees and the housing associations, for the proper management of the localities, the preservation of cleanliness and the embellishment of communes, cities and municipalities, raising their aesthetic appearance, strengthening public order and discipline. + Chapter 2 Obligations and liabilities of popular councils + Article 8 The popular councils, with the support of deputies, citizens ' committees, housing associations and socialist units, with the direct participation of all citizens, are obliged to ensure: a) strict compliance with the legal provisions regarding the systematization of the territory and localities, the norms on discipline in construction; b) cleaning of streets, markets and other public places, snow removal, rhythmic lifting, collection and storage of household and street residues, sorting and valorization of reusable material resources; c) good administration and maintenance of the housing stock, of the other buildings, strict observance by all citizens and socialist units of the legal provisions regarding the use of housing, their sanitization and cleanliness, of the courts, alleys and green spaces related to buildings; d) repair and maintenance of streets, roads, bridges, bridges, ditches, modernization and construction of roads and traffic arteries; e) strengthening and maintenance of embankments and banks, execution of protection and maintenance works of albiilor and watercourses, carrying out other flood protection works, ensuring water drainage, land asanation unsanitary and water pollution prevention; f) harnessing for the heating of local resources, branches, times and other materials resulting from the sanitization of forests, as well as reusable material resources from socialist units; g) the proper organization and functioning of public transport, the rational and efficient exploitation of the means of transport, the preservation of cleanliness and the corresponding aspect of vehicles, the strengthening of order and discipline in the exploitation and use means of transport; h) strict observance of hygienic-sanitary norms in agri-food markets, in tiers and shutters, in commercial food establishments and service providers; i) the arrangement, according to the systematization sketches, and the maintenance of green areas, parks, public gardens, sports and play fields for children, other public and recreational places; j) keeping cleanliness and compliance with hygienic-sanitary norms in cinemas, theatres, gyms, stadiums and other cultural and sports units; k) preservation, preservation, repair and restoration, under the conditions provided by law, statues and other constructions representing monuments of art and culture. + Article 9 The municipal folk councils, of the sectors of Bucharest, city and communal are obliged to draw up and submit to the debate of citizens ' assemblies programs of concrete measures for the organization of good management actions, cleaning and beautification of localities, to guide and permanently control the realization of these actions. The mayors of the municipalities, the sectors of Bucharest, cities and communes will present reports on the fulfilment of the action programs provided in par. 1 in citizen gatherings organized, semi-annually, according to the law. Members of the popular councils will mobilize citizens from electoral districts to maintain the state of cleanliness and hygiene of homes, courts, traffic arteries, as well as their participation in beauty actions. localities. + Article 10 The popular councils, their committees and executive offices, with the support of citizen committees and housing associations, will act for the effective participation of all citizens and socialist units in carrying out the work. cleaning and beautification of cities and communes, in which purpose they will establish traffic arteries, parks, gardens, other public places or portions of these to be given in the care of citizens ' committees, school facilities, and the other socialist units. + Chapter 3 Obligations of socialist units on the maintenance and maintenance of the cleaning of buildings, premises, circulation arteries, as well as other public places + Article 11 The councils of the working people and the other collective management bodies from all socialist units are obliged to take measures for the entire working staff to participate in the maintenance, cleaning and embellishment of buildings, premises, courts, fencing, access routes, as well as the surrounding streets, roads and green areas. For this purpose, the collective management bodies referred to in par. 1 the following obligations: a) to maintain in appropriate condition the buildings in which the units operate or have them under management or in the property, by carrying out the repair works established according to the law; to ensure in the units in which they carry out the activity of washing windows and windows, replacing broken ones, maintenance of firms and facades; b) ensure a permanent state of cleanliness and order at the places of storage of the materials, in the courtyards and on the other lands they own, as well as on the inner access routes; c) to ensure the proper fencing of the buildings owned, the maintenance of trees, flowers and other plantations in the premises; d) to ensure the hygiene conditions through operations of cleaning, disinsectisation and deratization of buildings; e) to ensure the cleanliness of streets and sidewalks around premises, as well as the maintenance of green spaces and plantations existing on these arteries; f) keep the cleanliness and order at the places of storage established for household, street residues and reusable materials. The collective management bodies of the socialist units are obliged to take measures to avoid the production of noises beyond the permissible limits established by the legal norms, in order to ensure the peace and rest of the citizens in the inhabited areas. + Article 12 The collective management bodies of the state agricultural units and agricultural production cooperatives are obliged to ensure the mobilization of all the working personnel and of the cooperating members to carry out the works on: a) the cleaning and sanitization of stables, washers and other places of shelter of animals and birds, as well as of access routes, their surroundings; b) the disposal and transport of the whole quantity of manure and animal manure, with a view to their use as natural fertilisers; c) cleaning of agricultural machinery and machinery at their exit on public roads. + Article 13 Socialist units that perform construction, repair and demolition works on buildings, technical-urban installations, repair or maintenance of them have the following obligations; a) to enclose the construction sites, to execute other works and to take appropriate maintenance measures of fencing; b) to store in order all the materials, including those resulting from the demolition; c) to immediately release the land sites, moluz and any other residues and to transport them to the specially arranged places; d) to ensure the cleaning of vehicles at the exit of the site, from the concrete stations or from other such places, in order not to dirty the public ways with dust and mud; e) maintain order and cleanliness on public roads around the yard, including parts of the public road contained in the organization of the yard. + Article 14 The communal management units subordinated to the folk councils, as well as other units that have in their administration networks of distribution or sewerage on the territory of the localities, are obliged to execute, immediately, in no more than 48 hours, following works: a) remediation of damage or disturbances to drinking water supply pipes, domestic hot water and heat distribution; b) the removal of stormwater channels and channels for domestic water, in order to avoid or eliminate floods or to form stagnant waters; c) repair the degradation of the road side of the streets, which can lead to traffic accidents or disturbances in road traffic. Also, the communal household units will ensure, under the law, the correlated realization of all the publishing works, regardless of their beneficiaries or executors, in order to avoid the repeated dissolution and restoration of the part roadways and street sidewalks. + Article 15 The working staff of the commercial, food and service establishments shall be obliged to: a) ensure the permanent order and cleanliness of the premises in which they operate and the places of storage of goods and packaging; b) to strictly observe the hygienic-sanitary norms regarding the production, storage and disposal of food products; c) ensure the maintenance of the quality of stored agri-food d) to maintain in a state of cleanliness the social groups, machinery and furniture; e) participate in the collection, removal and storage of residues, in places specially arranged for this purpose. The heads of the units provided in 1 are obliged to control the state of cleaning and hygiene of premises, sidewalks and road sections around them, responding to the permanent provision of their cleanliness; they must also take measures for regular execution. of actions of deratization, disinfection and disinsection. + Chapter 4 Citizens ' obligations regarding the care and preservation of housing cleanliness, household annexes, courtyards, streets, roads and other public places + Article 16 All citizens have the duty to ensure the maintenance and cleanliness of homes, household annexes, courts and their fencing, as well as to participate in the realization of all measures on good management of localities. To this end, citizens have the following obligations: a) to execute, under the conditions provided by law, the maintenance and repair of houses and household annexes; b) to ensure, according to the law, the painting and painting of the external parts of buildings, the replacement of degraded jghiabs and bellows, as well as the performance of the other repair and maintenance works on the facades of the dwellings; c) to clean the installations for the disposal of household residues, crematoria and places of storage of residues related to buildings; d) to store household residues only in containers or in places specially designed for this purpose; e) to maintain cleanliness and hygiene in housing, in household annexes, in courtyards, gardens and on the other lands they own; f) to maintain in proper condition the fencing of buildings; g) to care for trees, flowers and other plantations in the courtyards and in front of the buildings they own; h) to maintain the cleanliness of sidewalks, gullies, carriageways of the street or road, parking spaces they use and to remove snow and ice from the right of the buildings in which they live; i) to provide, in rural localities, the maintenance of roads, sidewalks, ditches, bridges, bridges, fintines, springs, cleaning and sanitization of stables and other animal and bird shelters and to participate in rural areas. the works of asanation of moorland; j) keep the cleanliness on the circulation arteries, in markets, fairs and shutters, in parks, swimming pools, playgrounds for children and in other recreational places, auditoriums and in other public places; k) to keep in good use and not to degrade banks, chimneys, signs, display panels, telephone booths and other such facilities located on the streets, in parks and in other public places; l) to observe exactly the measures established by the popular councils to ensure public hygiene and cleanliness in localities. Citizens have the duty to ensure and contribute to the preservation of order in residential buildings, to comply with the norms established to ensure the peace and rest of the residents and to have a proper behavior, likely to ensure the use normal of the home by the other tenants, responding, according to the law, in case of non-compliance with these norms. + Article 17 Housing associations are obliged to mobilize all residents to the good management and maintenance of housing, sanitary facilities, household annexes, other related facilities, to the timely payment of contribution quotas for to cover the common expenses, to respect the rules of socialist coexistence, to defend the public property, to arrange and maintain green spaces. + Article 18 The citizens ' committees, with the support of the deputies, are obliged to take measures to mobilize citizens to actions of arrangement, maintenance and beauty of buildings, preservation of cleanliness, care of courtyards and green areas, trees, flowers and other plantations, playgrounds for children, the cleaning of sidewalks, streets and alleys, the removal of snow and ice and other such actions. + Chapter 5 Obligations of socialist units and citizens on maintenance and maintenance of cleaning in the means of transport + Article 19 For strict compliance with order and strengthening of safety in the circulation of means of transport, the preservation of cleanliness and their corresponding appearance, as well as for the observance of the rhythmicity of movement and ensuring optimal conditions of travel, the collective governing bodies of the socialist units carrying out transport of goods and persons shall be obliged: a) prohibit the putting into circulation of vehicles of any kind that are damaged, do not meet the conditions of cleaning or hygiene or polluting the atmosphere; b) to ensure the cleanliness and sanitization of public transport means, all the time during which they are in circulation; c) to ensure the proper loading and sealing of vehicles carrying out the transport of different materials, in order to prevent their scattering during transport and the soiling or degradation of public roads; d) ensure the cleaning of public roads after carrying out the operations of loading or unloading the means of transport; e) to ensure the cleaning of loading-unloading sites in railway stations, bus stations, ports, airports, markets and fairs. + Article 20 Drivers and controllers of public transport, as well as train conductors, have the obligation to control both when leaving the depots, as well as during transport, the state of cleaning and hygiene of the respective means of transport and are responsible for maintaining it during transport. Also, the persons mentioned in par. 1 are obliged to take measures, under the conditions provided by law, to hold accountable those who violate the established norms on order and discipline in the use of means of transport. + Article 21 Citizens who use buses, trolleybuses, trams, trains and other public transport are obliged to comply with the following rules: a) to behave civilly throughout the journey and to have a proper attitude towards the other travellers and the staff serving the means of transport; b) keep the cleaning in the means of transport, in stations, parking, in railway stations, bus stations, ports, airports and not to degrade their facilities; c) behave according to the travel rules specific to each means of transport, maintain the integrity and functionality of the facilities and other facilities; d) not to carry materials and luggage that, through their volume and packaging, stinjame on other travelers, flammable, explosive, radioactive, corrosive, caustic materials, as well as other materials that, according to the law, are not allowed to transport. + Chapter 6 Ensuring public order and discipline + Article 22 The continuous elevation of the civilization of urban and rural localities, their good management and maintenance and the permanent improvement of the quality of life require the provision of the perfect order and the firm observance of the discipline, of the rules of socialist coexistence, of civilized behavior in the use of traffic arteries, of show halls, in all other public places, as well as in residential blocks. + Article 23 All the inhabitants of the cities and communes must show a high civic conscience, strictly observe the norms of socialist coexistence and the rules for the use and preservation of all household facilities and contribute, through their entire behavior, to combat any manifestations of negligence and disinterest in preserving the state of hygiene and cleaning of localities. + Article 24 Citizens have the duty to ensure the perfect order in the use of public transport, to contribute to the preservation and strengthening of public order and tranquility and to manifest a high intransigence against mentalities and retrograde behavior, contempt for the rules of good-conscience and negligence in the preservation of public good. Also, all citizens have the duty to support law enforcement in combating manifestations that express lack of conscience or respect for the rules of socialist coexistence and to take a stand against any manifestations of violation of norms of civilized behavior, of socialist legality. + Article 25 The collective governing bodies of the socialist units will carry out a sustained education activity in order to continue the socialist consciousness of the working people, the formation and consolidation of ethical, moral traits for promotion relations of fairness, esteem and self-help, respect for the laws of the state and norms of socialist coexistence. + Article 26 The collective management bodies of the socialist units will take measures for the debate in the labor collectives of cases of violation of norms on order and discipline in good management of localities, of the rules of coexistence, of Socialist legality, for the formation of an intransigent mass opinions against such manifestations. + Article 27 The Ministry of Education and Education will take measures to improve and improve the youth education activity in all educational units, in order to form it in the spirit of respect for public goods and The rules of civilized behavior in all circumstances. + Article 28 The Ministry of Interior, through the militia bodies, will take operative measures to prevent and combat any manifestations of disregard for public order and discipline, the norms of socialist coexistence and the rules for preserving cleanliness. localities, as well as for holding accountable, under the conditions provided by law, those guilty. + Chapter 7 Liabilities and penalties + Article 29 Non-compliance with the provisions of this law attracts, as the case may be, the disciplinary, material, civil, contravention or criminal liability of + Article 30 It constitutes contravention the following facts if they were not enjoyed in such conditions that, according to the criminal law, be considered crimes and are sanctioned as follows: a) violation of art. 16 lit. b), c), e), f), g), h), i), j) and l) and art. 21, with a fine of 200-1000 lei; b) violation of art. 16 lit. d) and k) and art. 20, with a fine of 300-1500 lei; c) violation of art. 11 lit. a), c), d) and e), art. 12 12 and art. 15 15 para. 2, with a fine of 2000-6000 lei; d) violation of art. 11 lit. b) and f), art. 13 13, art. 14 lit. a), b) and c) and art. 19, with a fine of 5000-10000 lei. In the cases provided in par. 1 lit. c) and d), fines may also apply to legal entities. + Article 31 The finding of contraventions and the application of the sanctions provided for in this law are made by the mayors of the municipalities, the sectors of Bucharest, the cities and communes, by the persons empowered for this purpose by the committees and offices executive of the popular councils as well as by the officers and subofficers of the militia. Also, the finding of contraventions and the application of the sanctions provided for in this law are made by persons who, according to the legal provisions, have the competence to find and sanction contraventions to hygienic-sanitary norms and to the rules for the use of means of transport and their facilities in the system of the Ministry of Transport and Telecommunications. + Article 32 The contraventions provided in this law are applicable to the provisions of Law no 32/1968 on establishing and sanctioning contraventions. + Chapter 8 Final provisions + Article 33 The committees and executive offices of the popular councils, the socialist units, the housing associations and the citizens ' committees are obliged to take measures for the entire working staff, all citizens to know thoroughly the provisions of this law, understand the special importance of respecting the norms of cleanliness and good management of localities, of civilized behavior towards public goods. They will also take measures to organize actions to popularize the present law by displaying at workplaces, on billboards in public places, in the halls of housing blocks, by other means of advertising, as well as within citizens ' assemblies. + Article 34 The press, radio and television, as well as the educational units, culture and health, will permanently carry out a sustained activity to mobilize citizens to the actions of beauty and cleaning of localities, to popularize the provisions the present law, the education of the youth and all citizens, in order to develop their civic awareness. + Article 35 The obligations provided for in this law for socialist units also return to the other legal entities. ---------------
