The Great National Assembly of the Socialist Republic of Romania adopts this law: + Article UNIC Law no. 1/1973 on the Supreme Council of Economic and Social Development of Romania, as amended, is amended and supplemented, with the following contents: + " LEGE on the Supreme Council of Economic and Social Development of Romania The achievement of the objectives established by the program of the party of creation of the multilateral socialist society developed and the advance of Romania towards communism requires the further lifting, on a higher quality plan, of the entire activity economic and social, the systematic improvement of its organization, leadership and planning, the addition of socialist democracy and the increasing role of the conscious factor in the entire development of the Romanian society, the growth of competences and the responsibilities of all institutionalised democratic bodies at national level, the unitary coordination of the activity and the close cooperation between all these bodies. In this framework, the Supreme Council of Economic and Social Development, a broadly representative democratic body, discusses the fundamental problems of the development of the national economy, contributes to the lifting on a higher quality step of foundation and the development of strategic options on the country's development Invested with wide duties and responsibilities, the Supreme Council of Economic and Social Development, permanent party and state body, studies the economic and social objectives, taking into account the whole development society, the proportions and rhythms of economic growth, elaborates the forecasts regarding the development of Romania, ensures the scientific basis of the unique plans for the development of the national economy, contributes through its entire activity to The achievement of party and state policy in the economic and social field. In carrying out his duties, the Supreme Council of Economic and Social Development serves as the legislative chamber of the party and the state, in which purpose it has the legislative initiative, debates and endorses, in order to submit to legislating, draft laws, adopt binding decisions for all state bodies and socialist units, develop and submit for approval reports, studies and projects on the development of the country, in accordance with party and state policy building the multilateral socialist society developed and advancing Romania towards communism. + Chapter I General provisions Article 1. -The Supreme Council of Economic and Social Development, organ of the Romanian Communist Party and of the Council of State, of analysis, coordination and guidance, ensures, through its entire activity, the achievement of the party and state policy in the field of economic-social, efficient use of the material and human resources of the country, improvement of the economic mechanism, self-management and economic-financial self-management, harmonious development of the national economy, continuous lifting of the level of live of working people. Article 2. -The Supreme Council of Economic and Social Development, a party and state body of deliberative nature, studies the economic and social realities, elaborates on this basis the forecasts regarding the development of Romania, for the foundation of the options with strategic character regarding the evolution of the country, ensures the organic combination of long-term forecasts with the five-year and annual plans and strengthening the role of the single national plan in the implementation of the party program Article 3. -The Supreme Council of Economic and Social Development meets the function of the legislative chamber of the party and the state, with powers of economic parliament, which deliberates on economic and social issues, has the legislative initiative, debates and endorses draft laws related to the economic and social development of the country, adopts, in accordance with the laws in force, binding decisions for all state bodies and socialist units with tasks in its field of activity. Article 4. -The Supreme Council of Economic and Social Development, a broadly representative democratic forum, consists of party and state leadership frameworks, workers who work directly in productive units in industry, construction, transport, highly qualified specialists, peasants from agricultural production cooperatives and non-cooperative localities. The Supreme Council of Economic and Social Development operates in close contact with the party and state bodies and draws to its works a wide circle of specialists from different fields of economic, social and economic activity. scientific research. Article 5. -In carrying out its duties, the Supreme Council of Economic and Social Development presents to the Central Committee of the Romanian Communist Party and the Great National Assembly reports, studies and projects on the implementation of the program the country's economic and social development party. Also, the Supreme Council, in carrying out its tasks, presents to the Council of State reports and proposals on the economic and social development of socialist society. + Chapter II Tasks A. On the forecasting activity of economic and social development Article 6. -In order to carry out the fundamental tasks regarding the economic and social development of the country, included in the party program, the Supreme Council of Economic and Social Development has the following main a) elaborates the macroeconomic forecasts that foreshadow, in a unified conception, the economic and social development of the country in the long term, in accordance with the conquests of modern science and technique, with the objectives of socialist society Multilaterally developed and the building of communism; b) directs and coordinates the activity of elaboration of forecasts by branches, subdivisions and products, as well as in territorial aspect, by ministries, other central organs, local bodies, scientific research units, technological engineering and design, educational institutions; c) ensure the updating of long-term forecasts, in relation to the requirements of the economic and social development of the country, with the mutations that intervene in the economy and with the technical-scientific progress worldwide; d) adopt decisions on the organization and conduct of the forecasting activity on all organizational steps. Article 7. -The Supreme Council of Economic and Social Development presents the macro-economic forecasts of the Central Committee of the Romanian Communist Party. B. On the planning activity Article 8. -The Supreme Council of Economic and Social Development ensures the organic combination of long-term forecasts with the five-year and annual plans, the scientific foundation of the single national plan, having the following main tasks: a) guide the elaboration of the draft national plan of economic and social development, giving directions and recommendations for the inclusion in this plan of the fundamental tasks and objectives set out in the directives of the party, harmonious integration in the single national plan of departmental plans, on branches and in territorial aspect, ensuring the combination of efficiency criteria with the necessity of economic and social lifting of all counties and localities, development balance of the entire national economy; b) analyzes, debates and pronounces, before being subject to the Great National Assembly, on the draft national single plan for the development of the national economy and the execution of the plan for the year ended, the draft state budget and the general account to conclude the budget year, following the way in which the objectives of the party's program are reflected, the scientific foundation of the plan proposals and the achievement of the objectives set in the economic and social Article 9. -The draft plan, the draft budget, the execution of the plan for the year ended and the general account for closing the budget year, improved on the basis of the recommendations of the Supreme Council, shall be subject to the Council of Ministers, for debate and adoption Great National Assembly. The Supreme Council of Economic and Social Development presents to the Great National Assembly its contribution to the draft plan, to the draft budget, to the execution of the plan for the year ended and to the general account for the end of the budget year adoption by the Council of Ministers. C. On the improvement of the economic and financial mechanism Article 10. -The Supreme Council of Economic and Social Development conducts multilateral analyses, organizes debates, develops studies and adopts measures on: a) efficient ways and solutions for the development, based on the conquests of the global technical-scientific revolution, of industry, agriculture, construction, transport, of all branches of the national economy and of the sectors of social life, on the whole country and in territorial aspect, in order to permanently increase the national income, to increase the national wealth, to raise the level of material and spiritual living of the people; b) the maximum use of energy resources, fuels, raw materials and labor, their superior valorization, the maximum use of production capacities, the improvement of the quality of the products, the reduction production expenditure, increasing the productivity of social work, increasing efficiency in all sectors of activity; c) the management of material and monetary funds, in the spirit of a rigorous savings regime, the continuous reduction of costs, the realization of financial, monetary and currency balance and the strengthening of the national currency; d) economic and social phenomena and processes in the context of the international and socialist international division of labor, the trends of economic development worldwide; the trends, objectives and means necessary for the expansion of exchanges trade and relations of economic and technical-scientific cooperation with other countries, increasing the contribution of foreign trade to the development of the country. Article 11. -Based on the analyses carried out, the Supreme Council of Economic and Social Development presents to the party and state leadership proposals on the economic and social development of the country. D. On the processing of economic legislation Article 12. -The Supreme Council of Economic and Social Development, in carrying out the function of the legislative chamber of the party and the state, mainly fulfils the following tasks: a) initiates draft laws in its field of activity, which it submits, for approval, to the Great National Assembly; b) debates and endorses draft laws on economic and social development of the country, initiated by other bodies, before being subject to lawmaking; c) listen and debate reports of heads of state or public administration central bodies on the work of these bodies, as well as of the presidents of the executive committees of the popular councils, on the work of these councils and analyses how the respective bodies carry out party and state policy in the economic and social sphere; d) organize surveys of public opinion on the main orientations of economic and social development of the country, as well as other issues that are of particular interest to the progress of socialist construction in our country; e) adopt, in accordance with the laws in force, binding decisions for all state bodies and socialist units with tasks in its field of activity. Article 13. -The debate on draft laws by the Supreme Council of Economic and Social Development is based on the report presented by the initiating bodies and with the participation of the representatives of the main central bodies. Draft laws on economic and social development are subject to the approval of the Great National Assembly only with the opinion of the Supreme Council of Economic and Social Development, after the improvement of projects on the basis of its proposals + Chapter III Organisation and operation Article 14. -The Supreme Council of Economic and Social Development is composed of: a) members of the management boards and of the executive offices of the following bodies: -National Council of Labour People in industry, construction, transport, movement of goods and finance; -National Council of Agriculture, Food Industry, Forestry and Water Management; -National Council for Science and Technology; -Central Board of Workers ' Control of Economic and Social Activity; -Council of Economic and Social Organization; -Council of Culture and Socialist Education; -Higher Council of Education and Education; -Higher Health Council; -Committee on the Issues of the People's -Central Council of the General Union of Trade Unions in Romania; -Central Committee of the Communist Youth Union; -National Union of Agricultural Cooperatives of Production; -Central Union of Craft Cooperatives; -The Central Union of Cooperatives of Production, Purchasing and Sale of Goods; b) members of the executive offices of the management boards of the following ministries and other central bodies: -The State Planning Committee; -Ministry of Finance; -Ministry of Technical-Materials Supply and Management Control of Fixed Funds; -Ministry of Electricity; -Ministry of Mines; -Ministry of Oil; -Ministry of Geology; -Ministry of Metallurgical Industry; -Ministry of Machine Construction Industry; -Ministry of Industry of Masini-Unelte, Electrotechnics and Electronics; -Ministry of Chemical Industry; -Ministry of Industrial Construction; -Department for Construction in Abroad; -Ministry of Wood Industry and Construction Materials; -Ministry of Transport and Telecommunications; -Ministry of Foreign Trade and International Economic Cooperation; -Ministry of Light Industry; -Ministry of Internal Trade; -Ministry of Tourism; -The State Committee on Prices; -State Committee on Nuclear Energy; -Ministry of Labour; -Central Department of Statistics; -Central Institute of Economic Research; c) 70 workers working directly in productive units of industry, construction, transport, designated by the councils of the working people of these units; d) 30 peasants, members of agricultural production cooperatives, appointed by the general meetings of the cooperating members; e) 5 peasants from the non-cooperative localities, designated by the Central Commission of agricultural producers in the non-cooperative localities. Members of the Supreme Council of Economic and Social Development referred to in lett. c)-e) are designated for a period of 5 years; they may be revoked before the expiration of this term by the Supreme Council, at the proposal of the bodies that have designated them. The Supreme Council of Economic and Social Development, in its first meeting, decides to validate the constitution of the Supreme Council according to this article. Article 15. -The Supreme Council of Economic and Social Development chooses, among its members, a president, a first vice president, vice presidents and a secretary. Article 16. -The plenary sessions of the Supreme Council of Economic and Social Development are chaired by the President of the Socialist Republic of Romania. Article 17. -First Vice-President of the Supreme Council of Economic and Social Development is also chairman of the Permanent Bureau of the Supreme Council of Economic and Social Development. Article 18. -First Vice-President, Vice-Presidents, Chairmen of the Governing Boards or Executive Offices of the bodies represented in the Supreme Council, the chairs of the specialist sections and the Secretary make up the Permanent Bureau Supreme of Economic and Social Development. The Permanent Bureau organizes and aims to carry out the decisions of the Supreme Council and exercises, between sessions, the operative management of the activity of this organ. Article 19. -The Supreme Council of Economic and Social Development carries out its work in plenary sessions and in meetings on specialized sections, in the presence of at least two thirds of its members. Article 20. -The Supreme Council of Economic and Social Development convenes in plenary sessions twice a year or whenever needed, on the initiative of the permanent office or at the request of at least one third of its members. The Supreme Council of Economic and Social Development debates and endorses draft laws and adopts decisions, by open vote, with the majority of its members. Article 21. -The specialized sections of the Supreme Council are as follows: a) Section for the basis of raw materials, fuel and energy; b) Section for the metallurgical and machine building industry; c) Section for the chemical industry; d) Section for industrial construction, building materials and wood industry; e) Section for transport and telecommunications; f) Section for external economic relations and international cooperation; g) Section for consumer goods and standard of living; h) Financial section; i) Section for planning and forecasting. National Council of Agriculture, Food Industry, Forestry and Water Management, National Council for Science and Technology, Council of Culture and Socialist Education, Higher Council of Education and Education, Council Superior Health, the Council of Economic and Social Organizations and the Committee on the Issues of Popular Councils also perform the duties of specialized sections of the Supreme Council of Economic and Social Development. The Supreme Council may also hold other specialist sections to the extent necessary. Article 22. -The specialized sections of the Supreme Council of Economic and Social Development are made up of the members of the executive offices of the working people's councils, members of the executive offices of the economic ministries and central bodies of synthesis, of workers and peasants, depending on the profile of each section and the need to participate all factors of responsibility in the analysis and debate of economic and social problems. The composition of the specialized sections is approved in the Supreme Council. Each section shall choose from among its members a Chairperson, Vice-Presidents and a Secretary, who shall constitute the bureau of the section. Article 23. -The specialized sections work in meetings that are held during the Supreme Council sessions, as well as in the interval between sessions. Article 24. -The specialized sections analyze and debate the forecasting works, plan projects and draft laws in the profile of their specialty and develop studies in their field of activity; also, the sections meet any other tasks. given by the Supreme Council or by his permanent office; the conclusions resulting from the debates shall be presented to the Permanent Bureau of the Article 25. -As required, for the examination of certain problems, the Supreme Council of Economic and Social Development and its sections may constitute temporary working commissions, consisting of their members and specialists who are not members of the Supreme Council. The appointment of specialists is made with the consent of the leader of the organ to whom Article 28. -The Supreme Council of Economic and Social Development and its sections, in carrying out their tasks, attract research and education institutes, specialists who operate in different economic and social sectors. Article 27. -The State Planning Committee, the Central Statistics Directorate, the National Demography Commission, other economic and social synthesis bodies, as well as specialized scientific institutions, will draw up, at the request of the Supreme Council of Economic and Social Development, draft forecasts and plans, studies and other works on the economic and social development of the country. Article 28. -The Supreme Council of Economic and Social Development has in its subordination the Central Institute of Economic Research and Economic Review. + Chapter IV Final provisions Article 29. -For the preparation of his works, the Supreme Council of Economic and Social Development has a secretariat. The maximum number of staff of the secretariat, the specific nomenclature of the functions of the secretariat, as well as the level of retribution of these functions, shall be approved by decree of the Council of State.
