Law No. 4 of 12 November 1982 for the modification and completion of the law #. 1/1973 on the Council of economic and social development of Romania ISSUING NATIONAL ASSEMBLY and published in OFFICIAL GAZETTE No. 104 of 20 November 1982 National Assembly of the Socialist Republic of Romania adopts this law: sole article the law. 1/1973 on the Council of economic and social development of Romania, with subsequent amendments, changes and completed with the following content: "law on the Supreme Council of the economic and social development of Romania, the realization of the objectives set by the faurire party of socialist society and advancing multilateral developed Romania toward communism requires the lifting of further, higher quality on a plane full economic and social activities, systematic improvement of the Organization, its leadership and planning, Socialist democracy and enhance adincirea role consciously factor throughout the development of the Romanian society, increase competence and raspunderilor of all institutionalized democratic bodies at national level, coordination of activities and reserved among all those owed.
In this context, the Supreme Council of the economic and social development, democratic representative body the general debate fundamental problems of development of the national economy, contributing to a qualitative lifting gear on top of the answer options and strategic nature concerning the evolution of the country.
Invested with wide powers and responsibilities, the Supreme Council of the economic and social development, the standing organ of the party and the State with a deliberative nature, studying the realities of economic and social objectives, taking into account the development of society as a whole, economic growth rates and proportions, forecasts concerning development of Romania, ensure preparation of scientific basis of the unique development of the plans of the national economy, contributes through its entire business to carry out the policy of the party and the State in the economic and social field.
In carrying out its duties, the Council of economic and social development meets its legislative function Room of the party and the State, in which the end has the legislative initiative, debate and give consent, for the purpose of submission towards legislative bills, adopt decisions binding on all State organs and units shall draw up and submit to the Socialist, for approval reports, studies and projects concerning the development of the country, in accordance with the policy of the party and rule of multilaterally socialist society developed and advancing toward communism to Romania.
Chapter I General provisions Art. 1.-Supreme Council of economic and social development, the organ of the Communist Party and of the State Council, analysis, coordination and guidance, ensure, through its entire business, carrying out the policy of the party and the State in the economic and social field, the use of human and material resources of the country, improvement of the economical mechanism, self-management and economic and financial self-administration, harmonious development of the national economy, raising the living standards of working people.
Art. 2.-Supreme Council of economic and social development, the party organ and sat with deliberative nature, studying economic and social realities, shall draw up, on the basis of forecasts relating to the development of Romania, in order to base strategic character options regarding the evolution of the country, ensure the organic combination of long-term forecasts with the five-year and annual plans and the strengthening of the role of the national party in carrying out the programme.
Art. 3.-Supreme Council of economic and social development meets its legislative function Room of the party and rule, with which Parliament deliberates over economic issues, economic and social, has legislative initiative, debate and enact the draft laws relating to economic and social development of the country, in compliance with the laws in force, decisions binding on all State organs and units in the field with the Socialist task or activity.
Art. 4.-Supreme Council of economic and social development, democratic representative forum wide, consists of leading cadres of the party and the State, workers who work directly in productive units in industry, construction, transport, high-qualified specialists, farmers from agricultural production cooperatives and the necooperativizate.
Supreme Council of economic and social development operates in close connection with the organs of the party and the State and draws its work a wide circle of specialists in various fields of economic, social and scientific research.
Art. 5.-in carrying out duties incumbent upon him, the Supreme Council of the economic and social development Central Committee of the Communist Party and the great National Assembly reports, studies and projects relating to the implementation of the programme of economic and social development of the country.
Also, the Supreme Council, in carrying out its tasks, the Council of State reports and proposals on economic and social development of socialist society.
Chapter II Duties a. regarding the activity of the forecast of economic and social development Art. 6.-for the purposes of the fundamental tasks of the development of the country's social and economic, contained in the programme of the party, the Supreme Council of the economic and social development has the following main tasks: to draw up macroeconomic forecasts) whereby it prefigures, in a unified conception, economic and social development of the country in the long term, in line with modern achievements of science and technology, with the objectives of the fauririi socialist society and building multilateral developed communism;
b directs and coordinates the activity of) the elaboration of projections and the branches, as well as products subbranch and in territorial aspect, by ministries, other central bodies, local bodies, scientific research units, engineering and design, educational institutions;
c) ensure update of long-term forecasts in relation to the requirements of economic and social development of the country, with mutations that interfere with the economy and scientific and technical progress worldwide;
d) adopt decisions on the Organization and conduct of the business of forecasting on all organizational steps.
Art. 7.-Supreme Council of economic and social development of macro-economic forecasts presents the Central Committee of the Communist Party.
B. with respect to the activity planning Art. 8.-Supreme Council of economic and social development to ensure the organic combination of long-term forecasts with the five-year and annual plans, scientific basis of single national plan, with the following main tasks: (a) directs the work of elaboration) of the draft national plan unique economic and social development, giving directions and recommendations for the plan of fundamental tasks and objectives set out in the directives of the party harmonious integration in the single national plan of departmental plans, branches and in territorial, assurance of efficiency criteria with the need for economic and social development of the removal of all counties and localities, balanced development of the national economy;
b) examines, debate and rule, before being subjected to the Grand National Assembly on the draft national plan for the development of unique national economy and implementation of the plan for the year ended, the draft State budget and closing of the general account budget year, watching how they reflect the objectives of the programme, scientific basis of the proposed plan and the achievement of the objectives set out in the economic and social field.
Art. 9.-the draft plan, the draft budget plan for the year ended and a general account of the end of the budget year, improved on the basis of recommendations made by the Supreme Council are subject to the Council of Ministers, for debate and adoption, the great National Assembly.
Supreme Council of economic and social development presents the great National Assembly on the correlation or plan, project budget, implementation of the plan for the year ended and a general account of the end of the budget year subject for adoption by the Council of Ministers.
C. with regard to the improvement of the economic and financial mechanism Art. 10.-Supreme Council of economic and social development shall carry out multilateral analysis, organises debates, draw up studies and adopt measures with regard to: (a) effective ways and solutions) to develop, on the basis of scientific-technical revolution of conquest of the world, industry, agriculture, construction, transport, to all branches of national economy and social life sectors throughout the country and in territorial aspect, in order to increase the income of the permanent national the increase in national wealth, lifting living standards in material and spiritual people;
b) use with maximum efficiency of energy resources, fuels, raw materials and labor, capitalizing on top of them, with a maximum yield of production capabilities, improve product quality, reduce production expenses, increase labour productivity, increased social efficiency in all sectors of activity;
c materials and funds management), in the spirit of a rigorous system of savings, reducing costs, continue achieving financial equilibrium, monetary and currency and strengthen the national currency;
d) economic processes and phenomena in the context of the International Socialist Division of labor and global, economic development trends of the world; trends, objectives and means to expand trade and economic cooperation and technical-scientific with other countries, the increase in the contribution of foreign trade to the development of the country.
Art. 11.-on the basis of analyses carried out, the Council of economic and social development of the party's leadership and presenting State proposals on economic and social development of the country.
D. with regard to the work on improvement of economic legislation Art. 12.-Supreme Council of economic and social development, in carrying out the function of the Legislative Chamber of the party and rule, mainly performs the following duties: a) initiates the draft laws in the sphere of activity, which it submits for approval, the Grand National Assembly;
b) debate and enact the draft laws concerning the social and economic development of the country, initiated by other organs, prior to being submitted to lawmaking;
c) listen and discuss reports from the heads of the central bodies of State administration or the public of the work of these bodies, as well as of the Presidents of the executive committees of Councils, the work of these councils and examines how the respective organs of the party and rule policy infaptuiesc in the economic and social Council;
d) organise surveys of public opinion about the main guidelines of economic and social development of the country, as well as other issues that are of particular interest for the progress of Socialist construction in our country;
e) adopt, in accordance with the laws in force, decisions binding on all State organs and units in the field with the Socialist task or activity.
Art. 13.-Debating draft laws by the Supreme Council of the economic and social development is done on the basis of the report presented by the initiator and with participation of representatives of the main organs of the Central avizatoare.
Draft laws on economic and social development is subject to approval by the great National Assembly only with the opinion of the Supreme Council of the economic and social development, after improving its projects on the basis of proposals.
Chapter III organization and functioning Art. 14.-Supreme Council of economic and social development shall be composed of: a) members of the Board of management and the executive offices of you the following bodies:-the National Council of working people in the industry, construction, transport, movement of goods and finance;
-National Council of Agriculture, the food industry, forestry and water management;
-The National Council for Science and technology;
The Central Council of workers ' Control of economic and Social Activity;
-Organization Of Economic And Social Council;
-The Council of the Socialist culture and Education;
-Superior Council of Education and education;
Superior Health Council;
-The Committee for Popular Councils;
The Central Council of the General Union trade unions of Romania;
-The Central Committee of the Communist Youth Union;
National Union of agricultural cooperatives of production;
Central Union of Craft Cooperatives;
Central Union of cooperatives, production, acquisition and disposal of the goods;
b) members of the executive offices of the governing boards of the following ministries and other central organs:-State Committee of Planning;
-The Ministry Of Finance;
-The Ministry of Supply material and Funds Management Control;
-Ministry Of Electricity;
-Ministry Of Mines;
-The Ministry Of Oil;
-Ministry Of Geology;
-The Ministry Of Metallurgical Industry;
-Ministry of Construction Machinery Industry;
-The Ministry of machinery industry, Electrotechnics and electronics;
-The Ministry Of Chemical Industry;
-Ministry Of Construction Industry;
-Construction Department abroad;
-Ministry of Natural timber and building materials;
-Ministry of transport and Telecommunications;
-The Ministry of foreign trade and International economic cooperation;
-Ministry Of Light Industry;
-The Ministry Of Internal Trade;
-Ministry Of Tourism;
-State Committee for prices;
-State Committee for nuclear energy;
-Ministry Of Labour;
-Central Statistics Directorate;
-Central Institute of economic research;
c) 70 workers who work directly in productive units in industry, construction, transport, appointed by the Councils of the working people in these establishments;
d) 30 peasants, members of agricultural production cooperatives, appointed by the General meetings of the members of the cooperative;
e) 5 necooperativizate of peasants, appointed by the Central Committee of agricultural producers of necooperativizate.
Members of the Supreme Council of the economic and social development referred to. c)) are appointed for a period of 5 years; they may have to cancel before the end of this term by the Supreme Council, on a proposal from the bodies of whom i have appointed.
Supreme Council of economic and social development, in its first meeting, the establishment of the Supreme Council shall decide according to the validation of this article.
Art. 15.-Supreme Council of economic and social development shall elect, from among its members, a Chairman, a first Vice-Chairman, Vice-Chairmen and a Secretary.
Art. 16. the Plenary Sessions of the Council-the Supreme Economic and social development are chaired by the President of the Socialist Republic of Romania.
Art. 17.-the first Deputy Speaker of the Supreme Council of the economic and social development is also President of the standing Bureau of the Supreme Council of the economic and social development.
Art. 18. Prime Vice-President, Vice-Presidents, the Presidents of the governing councils or executive offices of the bodies represented in the Supreme Council, the Presidents of the sections and make up the permanent Bureau of the Secretary of the Supreme Council of the economic and social development.
The permanent Bureau organizes and seeks to comply with the rulings of the Supreme Council and exercise, between sessions, operatively to the activity of this body.
Art. 19.-Supreme Council of economic and social development carries out its work in plenary sessions and in sessions of specialized sections, in the presence of at least two-thirds of its members.
Art. 20.-Supreme Council of economic and social development convenes in plenary session twice a year or whenever the need arises, on the initiative of the permanent Bureau or at the request of at least one third of the number of its members.
Supreme Council of economic and social development debate and enact the draft laws and adopt decisions, by open vote, majority of the members that compose it.
Art. 21. section of the Supreme Council are the following: a) for Section for raw materials, fuel and power engineering;
b) section for the metallurgical industry and machine construction;
c) section for chemical industry;
d) section for industrial construction, building materials and wood industry;
e) section for transport and telecommunications;
f) section for external economic relations and international cooperation;
g) section for consumer goods and the standard of living;
I) section for planning and forecasting.
The National Council of Agriculture, the food industry, forestry and water management, the National Council for Science and technology, Culture and Education Council of the Socialist International, the Superior Council of education and Higher education, the Health Council, the economic and Social Council and the Organization of the Popular Councils meet Problems and tasks of the specialized sections of Supreme Council of economic and social development.
The Supreme Council may organize other specialized sections and, to the extent that this is necessary.
Art. 22. the specialized section of the Supreme Council of the economic and social development are made up of members of the bureaux of the executive boards of the working people, from members of the executive offices of ministries and central organs of economic synthesis, of workers and peasants, depending on the profile of each section and the need for participation of all stakeholders to analyse and debate on social and economic issues. Specialty sections component approved in the plenary session of the Supreme Council.
Each section elects from its members turn a President, Vice-Presidents and a Secretary, who shall constitute the Bureau of the section.
Art. 23. the specialized section working meetings which are held during the sessions of the Supreme Council, and in the interval between sessions.
Art. 24. the specialized section will analyse and discuss the workings of the forecast, the draft plan and draft laws in their specialty and profile studies in their field of activity; also any other sections meet the tasks given by the Supreme Council or Office or permanent; lessons learned from the debates shall be submitted to the permanent Bureau of the Supreme Council.
Art. 25.-depending on the necessities, to examine certain matters, the Supreme Council of the economic and social development and its sections may constitute temporary working committees, made up of members and experts who are not members of the Supreme Council.
The appointment of specialists is made with the consent of the driver's body to which they belong.
Art. 28.-Supreme Council of economic and social development and its sections, in carrying out the tasks they are responsible for the research and educational institutes, specialists who operate in different economic and social sectors.
Art. 27.-State Committee of Planning, Department of statistics, Central Commission national Demographics, other organs of the economic and social synthesis, as well as scientific institutions, will prepare, at the request of the Supreme Council of the economic and social development projects, forecasts and plans, studies, and other works relating to economic and social development of the country.
Art. 28.-Supreme Council of economic and social development has subordinated the central Institute of economic research and the economic Magazine.
Chapter IV final provisions Art. 29. For the preparation of its work-, the Supreme Council of the economic and social development has a secretariat.
