Pursuant to art. 57 of the Constitution of the Socialist Republic of Romania we sign and have to be published in the Official Bulletin of the Socialist Republic of Romania Law no. 8 8 of 22 November 1972 on the economic and social development, planned by Romania. PRESIDENT OF THE STATE COUNCIL, Nicolae Ceausescu Bucharest, November 25, 1972. In the Socialist Republic of Romania, the Romanian Communist Party-the ruling political force of society-elaborates the strategy of the economic and social development of the country, establishes for each stage the fundamental objectives of the whole activity, and organizes the process of forging multilateral socialist society developed and gradual transition to communism. Guided by the conception of dialectical and historical materialism, taking into account the objective legities of social development and the concrete conditions of the country, the Program of the Romanian Communist Party is the most faithful expression of the interests of the working class, the peasants and intellectuals, of all working people from cities and villages, without distinction of nationality, the expression of the interests of our socialist nation. The leading role of the working class in the governance of the country dynamizes the conscious historical creation of classes, determines the commitment of all the people to the elaboration and achievement of the party's policy of revolutionary transformation of society the successful conduct of the work of building socialism and communism. Romania's economic and social development is carried out on the basis of the single national plan, being oriented towards the growth of the production forces, the unabated continuation of the industrialization work, the creation of intensive agriculture, the high growth of material production-a decisive factor in the overall progress of the country. The construction of an advanced economy imperiously requires the broad promotion of scientific research of education and culture, sustained growth of social work productivity and national income a judicious policy of apportioning it. to ensure the creation of a strong material technical basis while raising the standard of living. On this path, the systematic improvement of living conditions for the entire people, the realization of a high level of civilization and prosperity of the nation-the supreme and constant goal of the politics of the Romanian Communist Party. Continuous improvement of socialist production relations, of all relations between members of society, prevention and resolution of contradictions in economic and social development, raising political-ideological level of masses, affirmation human personality, the living transposition of the principles of communist justice and fairness, the transformation of people's consciousness constitute major concerns in the achievement of the general political line of building the multilateral socialist society Developed. The edification of the new order requires the orientation of the entire economic-social development in a unique direction, for a unique purpose, the permanent addition of socialist democracy, the improvement of forms of social leadership on the basis of the principle democratic centralism, broadening the institutional framework that allows the participation of every citizen in solving public affairs, the union of all people around the party and the working class. The objective and objective requirements of economic and social development, the correlation of internal and external factors of socialist construction, the basic principles of the planned management of society require strengthening the role of the state in the organization of life social and administration of national wealth, perfecting its functions, broadening the control of the nation on the activity of all state bodies. In the process of economic and social construction increases the role of the state in conscious directing of the development of the productive forces, their judicious distribution on the territory, the proper use of material and human means-on which it depends in last resort the rapid and multilateral progress of the country In order to further improve the organization of the management of planned economic and social development, The Great National Assembly of the Socialist Republic of Romania adopts this law. + Chapter I Fundamental objectives of the planned economic and social development + Article 1 In the Socialist Republic of Romania, the planned economic and social development is based on the Romanian Communist Party Program, based on the scientific foresight of the society's progress, in accordance with the requirements of the objective historical development and economic and social realities of each stage. + Article 2 Economic and social development is carried out on the basis of the single national plan that unites all the human and material resources of the country for the creation of the developed multilateral socialist society and the creation of the material premises of the gradual transition to communism. + Article 3 The planned leadership of economic and social development constitutes an essential and inalienable attribute of national sovereignty and independence. The single national plan is indivisible and determines the objectives of economic and social development according to the Romanian people's own will. + Article 4 The single national plan ensures the coordination of the enlarged socialist breeding process, the harmonious development of all sectors of social life, the sustained growth of the productive forces, the permanent strengthening of socialist property and the improvement of continues the socialist relations of production, the unitary use of economic and social pirghia in order to raise efficiency in all sectors of activity. The entire economic and social development will be oriented towards the permanent growth of national income, increasing national wealth and raising well-being. + Article 5 The single national economic and social development plan must harmoniously combine the interests present with the perspective interests of the socialist nation, through the optimal distribution of national income for the country's economic and social development fund and for the consumer fund, a decisive condition of increasing the economic potential and prosperity of society. The national economic and social development fund, comprising the share of the national income for development and the harmonization fund, will be constituted and used according to the competences established by law, at the level of the units administrative-territorial-commune, municipality, county-and at central level. The national economic and social development fund will be intended for: a) investments regarding the development, modernization and renewal of productive fixed funds from industry, agriculture, construction, transport, other branches of material production and services, broadening of the material basis of scientific research; b) insurance of economic units with the normal quantities of raw materials, materials and other circulating means necessary to carry out their economic activity; c) establishment of reserves; d) investments regarding the broadening of the material base of education, culture, health protection and other social-cultural social-cultural activities, as well as for the construction of housing and urban-household work in cities and villages. The Consumer Fund shall include: a) goods and services intended for the consumption of the population; b) resources allocated for the smooth running of educational, health and social assistance activities, cultural institutions, rest and spa resorts for the maintenance of the housing fund of the road network public, as well as for other services rendered to the free population or with reduced payment; c) resources created by the economic activity carried out in individual households and consumed directly by the population. + Article 6 The planned economic-social development must ensure the priority of increasing material production-an essential factor of the society's progress-on the basis of the latest conquests of science and technique. + Article 7 The planned economic and social development must be based on the consistent promotion of socialist industrialization, the creation of an industrial structure of high economic efficiency. The achievement of the process of industrialization will be carried out by developing the production of the means of production, by broadening the raw materials base, creating new energy resources, developing the manufacturing branches, of technicality and high efficiency, as well as by increasing the consumer goods industry in order to meet the growing needs of the population. In all branches of industry, the concentration of production, the addition of specialization and the rational organization of cooperation between the different units, the intensive use of production capacities, the operative adaptation of the manufacturing to the requirements of domestic and international market consumption. In the process of industrialization will be aimed at the full use of the potential of technical creation in order to renew and modernize the range of goods, to make products with superior technical-economic characteristics, permanent quality elevations and the reliability of products, an essential condition of increasing the efficiency of social work + Article 8 The planned development of agriculture must bring to better satisfaction of the consumption needs of the population, the growing supply of raw materials of the manufacturing industry and the creation of export availabilities, to increase the contribution of these branches in the increase of material production and national income. The acceleration of the agriculture development process will be based on the conservation and intensive use of the land fund, the work being carried out in order to improve the fertility of the earth, the expansion of irrigation and the complex chemistry, the lifting the degree of mechanization of agricultural works, modernization and efficient use of the technical-material basis. It will ensure the production and introduction of seed varieties, of high productivity necessary for the realization of large and stable crops of cereals, technical plants and vegetables; development of fruit and viticulture; rational zoning of crops; breeding of livestock, of the feed base, obtaining breeds of animals with high yields. By expanding the industrial processing activities of agricultural raw materials in agricultural units, better conditions for the development of the Romanian village will have to be created. + Article 9 The planned development of forestry must ensure the achievement of an optimal cycle of growth, exploitation and valorisation of forest resources, the promotion of intensive crops, fast growing species and valuable essences in economic point of view, aiming to meet the needs of the national economy and strengthen the role of forests in protecting + Article 10 The planning must ensure the efficient use of the economic and social development fund through the thorough foundation of each investment project, the orientation of investments primarily towards the technical equipment of production; of modern and cheap constructive solutions; judicious management of the land, avoidance of oversize, reduction of construction-assembly expenses in the total volume of each investment; industrialization of construction works, reduction execution durations, the entry into service of the new objectives and the The technical and economic parameters of the project. + Article 11 The development of transport and telecommunications must ensure the satisfaction of the needs of material and population production, the optimisation of transport systems in line with the requirements of freight and passenger traffic, domestic and international. Through the widespread introduction of modern means and technologies will ensure the promptness, safety and lifting of economy in transport and telecommunications. + Article 12 The planned economic and social development will ensure the improvement of the trade of consumer supply and service, the widening of the range of services offered to the population + Article 13 Scientific research must be oriented towards solving the essential problems-present and perspective-of society, the faster transposition of research results into practice, the development and full use of own capacity creation, increasing the contribution of science to the country's multilateral progress + Article 14 The single national plan must provide for the economic and social measures necessary to ensure demographic dynamism, the continued growth of the country's population-a fundamental factor of national potential. With a view to the optimal use of the country's labour resources will be ensured the judicious training and distribution of the cadres, the permanent improvement of their training, the routing of the work forces towards the sectors and the areas on which the going forward of the entire economic-social life, the increase of the general level of training and education, the creation of the prerequisites for the gradual approach of physical labor + Article 15 The rapid growth of labor productivity-a decisive factor of the victory of the new order and of the entire economic-social development-will be achieved by raising the qualification of the cadres, promoting technical progress, expanding the mechanization and automation, modernization and improvement of production processes in all branches, scientific organization of production and labor, rationalization of labor consumption in each unit and on the scale of the entire society. + Article 16 The reduction of material expenditure as a whole of social production must be achieved by redesigning and renewing products, assimilating high-energy products and technologies, reducing the specific consumption of fuel raw materials and electricity, the superior valorisation of all material resources in each unit, the removal of losses and waste, the establishment of a severe savings regime in all sectors of activity. + Article 17 The acceleration of the rotation of the funds entrusted to the socialist units must be at the center of the driving activity on all the organizational steps following: a) the intensive use of machinery, machinery and installations, of all production capacities, so that the resources necessary for the renewal and modernization of fixed funds are ensured in the shortest possible terms; b) reducing the duration of the supply-manufacturing process-sale in order to obtain a higher production with the same volume of circulating means; c) management with maximum efficiency of all material and money funds. + Article 18 The planned development must follow the harmonious distribution of the productive forces on the territory, emphasizing the social role of the working class in all counties of the country, achieving ever better working and living conditions for the people labor from all areas of the homeland. + Article 19 The systematization of localities and territory will follow the planned economic and social development of cities and communes in accordance with the general progress of the country, the location of new constructions in the buildable perimeter of villages and villages, rigorously delimited, increasing the density of constructions and inhabitants both in urban and rural localities; transforming some rural localities, which have the perspective of development, in urban centers, raising the entire activity economic, social and cultural of the communes and villages, the gradual approach of the living conditions in the villages of those in the cities, the important requirement of building the order of the communist society. + Article 20 In the process of planned economic and social development, the necessary measures will be taken to protect the environment against pollution and degradation, to preserve the riches of nature and to ensure the favorable framework of life, work and creation all the people builder of socialism and communism. + Article 21 The aim of the entire planned economic-social development policy is to systematically increase the standard of living and civilization for all citizens of the country, the consistent settlement of social relations on the principles of socialist equity, development Multilateral and full affirmation of man's personality. The external economic relations of the Socialist Republic of Romania develop on the basis of respecting the fundamental principles of national sovereignty and independence, equality in rights, non-interference in internal affairs, mutual advantage. The single national plan provides for the widening of trade and in the intensification of economic and technical-scientific cooperation with the Member States of the Mutual Economic Aid Council, with all socialist states, in the interest of developments multilateral of each country and the equalization of the levels of development of socialist countries. The promotion of a wide exchange of material, technical-scientific and cultural values with the other peoples is a basic coordinate of the entire foreign policy of the Socialist Republic of Romania, an active contribution to the cause of international collaboration, peace and progress in the world. + Chapter II The basic principles of the planned management of economic and social development + Article 23 The planned leadership of economic and social development is based on the principle of democratic centralism, which organically combines the leadership of all activity on the basis of the single national plan with the functional autonomy of each unit. The elaboration and realization of the single national plan is based on the broad and direct participation of the working class in alliance with the peasantry, with the intellectuals, and the other categories of working people-in their dual capacity as producers of the material and spiritual values and at the same time as owners of the means of production, of the entire national wealth. + Article 24 In the entire economic and social activity, the principle of collective work and leadership will be applied consistently, the institutional organizational framework, forms and methods to allow, at all levels of leadership, the adoption of decisions based on consultation with working people + Article 25 The planned leadership must be carried out in accordance, with the requirements of the science of the socialist society, to ensure the improvement of the organization of activities in all the compartments of life societies, the rationalization of the hierarchical simplification of functional relations and elimination of parallelisms, the proximity of the management to the place where the plan is fulfilled, the clear specification of duties, rights and responsibilities, the increase of the initiative spirit in the efficient management of material, human and financial resources of the nation. + Article 26 The planned leadership must be based on a scientifically developed economic-social information system that allows the objective knowledge of the realities of the legalities of development, processes and phenomena in society, to ensure the use of modern methods of analysis and decision on all organizational steps. + Article 27 The planned leadership activity must be supported on a strict economic-social record and rigorous control of the nation over how socialist units, all labor collectives exercise their duties and fulfill their duties. their obligations under the country's economic and social development plans. + Article 28 The single national plan must ensure the optimal growth of all branches and sectors of activity, their organic and harmonious correlation; the sizing of material consumptions in relation to the resources of the economy; money income and expenses for economic and social development; between receipts and payments in foreign currency; a monetary circulation corresponding to economic activity; the general balance of the national economy. The achievement of the planned objectives will be supported by the coordinated use of systems of material, financial and credit, pricing, development and strengthening of contractual relations, with a view to judicious management of resources, increased efficiency of material production. + Article 29 Economic and social planning must be organized and carried out as a permanent activity in all enterprises, plants, social-cultural institutions, ministries and other central bodies, in cooperative organizations, as well as in the administrative-territorial units, ensuring the systematic cooperation between all stakeholders for the adoption of optimal solutions in the elaboration and realization of the plan in national heritage management. + Article 30 The planning must realize the framing of the current activity of all socialist units in the perspective trends of economic and social development, in the joint effort to achieve the general political line of the Romanian Communist Party, by the organic blending of long-term forecasts with the five-year and annual plans. + Article 31 Long-term forecasts will determine alternatives for policy decisions of a strategic nature, taking into account the changes in the international division of labour and scientific-technical progress in the world, the foreseeable evolution of economic and social processes, possible and necessary changes in the dynamics and structure of different branches, sectors and fields of activity of the Romanian society. + Article 32 The macroeconomic forecast, which will foreshadow in a unified conception the economic and social development of the country in the long term, will include: a) the predictable dynamics of demographic phenomena and the demographic policy measures necessary for the continuous growth of the population, the realization of an optimal structure on the ages, the increase and rational use of the labor forces; b) increasing labour social productivity, the main proportions in the formation and use of national income; objectives and ways of increasing economic efficiency: c) the dynamics of material production, primarily industrial and agricultural; the development of the raw materials base and the energy resources and the directions of their superior valorization; solutions to optimize the profile and structure of the economy national, its main branches and sectors; the concentration of technical and human potential towards products with superior characteristics, permanently maintained worldwide: d) the main objectives of national scientific research and technical-scientific cooperation with other states, the predictable stages of introduction into production of new raw materials, materials, technologies and products; e) the main directions regarding the preparation of the frameworks in accordance with the long-term needs of society, raising the education and culture of the population; f) the evolution of foreign trade, the possible and necessary fields of international economic cooperation, the main orientations of Romania's participation in the world's value g) directions of territorial systematization of economic and social development; h) the main objectives regarding the increasing satisfaction of the material and spiritual needs of the members of society. + Article 33 For the evaluation of the specific duration trends different fields of activity will be developed economic, technical and sociological studies summarized in the forecasts on the main products, activities, branches and sectors of social life; complex problems; forecasts of economic and social development in territorial aspect. + Article 34 The five-year economic-social development plans include the objectives set for that stage by the Romanian Communist Party, establish the ways and means necessary to achieve these objectives. The five-year plans are enforceable and provide for the entire five-year period and each year of the period: a) physical volume and value expression of production from industry, agriculture, construction; volume of transport activity, telecommunications, circulation of goods and other branches producing goods or services; b) the main tasks regarding the intensive use of production capacities, the mechanization and automation of production processes, the lifting of product quality, the assimilation of new products and the modernization of existing ones, the introduction modern manufacturing technologies, as well as actions concerning the introduction of electronic computing techniques into the economy; c) the main topics of scientific and technological research, as well as tasks regarding the practical application of their results and the economic effects provided; d) the maximum limit of the investment and construction volume; the list of the main objectives with the specification of the capacities and the deadlines for commissioning; the volume of fixed funds to be put into operation; e) tasks regarding the distribution of the main raw materials, materials and products; norms and normative of consumption and stocks; normative on the valorization of raw materials; f) production costs, material expenses, profitability in the main branches and sectors, efficiency of the use of fixed funds and circulating means; g) labour remuneration fund and staff number; staff structure planning on the main categories-production staff (workers, engineers, foremen and technicians), research and design staff, administration staff and maintenance and security personnel-will be done by all socialist units on the basis of personnel norms established on branches and sectors of activity; h) the level and dynamics of labor productivity in the main branches and activities, as well as tasks regarding the judicious use of labor; i) the main tasks regarding the development of education, in close connection with the practical needs of the societies, the preparation and improvement of the frameworks; j) export volume and maximum import limits, specifying the main products covered by foreign trade; cooperation actions; trade receipts and payments, service provision and other operations non-commercial currency; k) the main objectives of raising the material and cultural living standards of the people; increasing incomes, the volume of retail goods and services to the population; the main investments and actions social-cultural education on education, culture, health protection, social assistance and social security; housing construction, communal household works and systematization of localities and territory. + Article 35 The five-year plans will be based on the analysis of several options to provide the bodies to take decisions on the plans the necessary elements of thorough foundation of their option. + Article 36 The five-year plans are adopted 1-2 years before the start of execution and will also include the main objectives of the next five-year period, following the preparation of the necessary material and organizational conditions for continuity Planned economic and social development. The tasks contained in these programmes will be carried out for years. + Article 37 The annual provisions of the five-year plan shall be updated and improved taking into account new resources, the possibilities for the better use of the production and labour funds, at the stage of the investment programme, forecasts in relation to the evolution of domestic and foreign market demands, economic contracts, and other elements that require the adaptation of the original plan provisions to maintain dynamism and balance in the economy and to overcome Five-year plan. The annual plan will be updated one semester before the start of execution. The annual plan will also establish the measures to prepare the material, organizational and technical conditions necessary to carry out the tasks for the next year. Annually, the programs developed according to the previous article will also be updated. + Article 38 The five-year and annual plans will be elaborated in a departmental, branch and territorial aspect: a) in the departmental profile, the tasks and means of realization on socialist units shall be established in accordance with the existing organizational structure; b) in the branch profile, the tasks, means of realization on branches, subsists and activities shall be established, in accordance with the unitary classification on the national economy; e) in territorial aspect, the main indicators of economic and social development on communes, cities and counties are foreseen. The plans on enterprises, plants, cooperative organizations, ministries and other central bodies, as well as the plans on branches that coordinate and harmonize with the plans in territorial aspect, of communes, cities, counties and municipality Bucharest, ensuring the systematization of economic and social development of the entire country. + Article 39 The concrete, quantitative and qualitative objectives and tasks, contained in the five-year and annual plans, as well as the means to be allocated for this purpose are expressed by a system of indicators, norms and normative, established in a conception unitary and subject to a permanent activity of rationalization and improvement according to the needs of scientific management of economic-social activity. The system of indicators, norms and regulations must ensure the exact measurement of the volume of activity, the allocated means and the economic results to be obtained in relation to the funds provided, to establish physically the quantities of raw materials, materials, consumer goods, machine tools, machinery, plants, spare parts and other products or services necessary for the economy and which must be achieved by optimal loading of existing capacities; unjustified economic movement of products, semi-finished products, sub-assemblies loading production expenses and distort the results of economic activity; to express precisely the contribution of each socialist unit to the creation of national income, to the economic and social development of the country. The system of indicators, norms and regulations contained in the laws approving the plans will be detailed and completed with the indicators adapted to the specificity of each organizational step so that at the level of the basic units allows the concrete leadership, operative and effective, to encompass and fully characterize their entire activity. + Article 40 In the development of the five-year and annual plans, material, value and labour balances are used to determine and verify the balance between the resources of the national economy and their use. In the work of balancing material balances will be aimed at sizing resources based on optimal loading of production capacities, expanding the use of raw materials and materials in the country, substitutes, secondary resources and waste; sizing and covering the necessary norms and regulations to consume, with technical-economic foundation; rational dimensioning of stocks. The labour balance will determine labour resources, the possibilities for inclusion in the economic and social-cultural activity of youth and women; it will establish the distribution of labour by branches in relation to their development and growth. labor productivity; it will ensure the balance between resources and needs by professional categories and in territorial aspect. In the preparation of the value balances, the systematic increase of the social product and national income must be pursued, the use of resources with a high household spirit, the increase of the circulation speed of the material and money funds corresponding to the development of economic and social activities, balancing the balance of external payments, the continuous consolidation of the national currency and its purchasing power. + Article 41 In the five-year and annual plans will be included: a) plan reserves-to meet unforeseen needs arising during the execution of the plan-in the form of raw materials, materials, fuels, spare parts and finished products, money funds for investments and for remuneration labor, foreign exchange funds; b) State reserves for the satisfaction of exceptional situations. + Article 42 The provisions of the five-year and annual plans are mandatory The tasks of the plan may be amended only by the bodies which have approved them, only in duly justified cases and with the obligation to respect the tasks assigned to them from the single national plan and to establish the measures necessary to maintain the proportions, rhythms and balance in the economy, both in the respective year and on the five-year plan. The plan changes shall be made after their debate with the collective management bodies of the respective units. Plan changes for expired periods are prohibited. Socialist units are obliged to act firmly for the introduction of a high demanding spirit in the work of elaboration and fulfillment of the plan, for rigorous compliance with the planned tasks, the continuous strengthening of the discipline Plan. + Article 43 The tasks assumed by the socialist units over the provisions of the annual and five-year plans will be correlated on organizational steps and at the level of the national economy, within the framework of an additional plan to materialize the quantities of raw materials, materials, fuels, finished products and services necessary for the economy, to provide the technical-material basis, labor and disposal of production, increase of labor productivity, reduction of the cost price and efficiency corresponding to these tasks. + Article 44 The overcoming of the production plan by the socialist units must be oriented towards the products with an assured outlet for export, for the acceleration of the commissioning of the investment objectives and for the market fund, to contribute to increase economic efficiency. + Chapter III Organization of planning activity. Steps and way of drawing up plans + Article 52 The planning activity starts from the economic, social-cultural and territorial-administrative units, as follows: a) Businesses, cooperative organizations and social-cultural units will develop the projects of five-yearly and annual plans corresponding to their potential and profile of activity, working together with the plants they belong to, respectively the cooperative units, as well as the executive committees of the popular councils, for the framing of their plans in the general guidelines on the economic and social development of the country. b) At the industrial plants and their assimilated units focus the analysis, substantiation and elaboration of the projects of the five-year and annual plans Within the coordinated and simultaneous work of drawing up the single national plan, the plants and assimilated units, as plan holders, will work closely with the ministries, other central bodies, executive committees of the popular councils and The State Committee of Planning for the optimal valorization, in their draft plans, of all the resources available to them, in accordance with the needs, and the possibilities of the national economy. Planning in Industry + Article 58 When developing the five-year and annual plans as well as during their execution, the socialist units with industrial activity have the obligation to ensure: a) dimensioning the production volume substantiated on the rigorous record of production capacities and their intensive use, by maximum loading and full use of the available time of machines and installations, generalization of exchange 2 and extension of work in exchange 3; b) the planning of physical production, of products and assortments, of spare parts, to be introduced in manufacturing in accordance with the requirements of the internal and external market, determined by economic contracts, firm orders or special studies of conjuncture; c) planning-in correlation with the production volume-of the needs of raw materials, materials, fuel and electricity, determined on the basis of consumer norms and rules of stocks, technically substantiated, establishing the necessary measures for the systematic reduction of specific consumption and the superior valorisation of material resources; d) planning of the number and structure of personnel by main categories: production personnel (workers, engineers, foremen, technicians), research and design personnel, administration personnel, maintenance and security personnel, in strbut consistent with planned production, labour norms and approved personnel regulations; determination of measures on recruitment, preparation and lifting of professional qualification of all personnel, increased labour productivity and rationalisation of labour consumption; e) scientific organization of production and labor; introduction of modern methods of programming and tracking of production; f) planning and execution in short terms and good quality of maintenance and repair works of machines, installations, ensuring their safe operation and with maximum yields; g) planning of investments necessary for the development and modernization of production determined on the basis of technical-economic studies; establishment of financing sources; execution durations and maximum results that can be obtained; carrying out the planned works. It is forbidden to commit material and monetary funds for investments in all cases where similar existing capacities are incompletely used; h) planning of scientific research and measures necessary for the improvement of technologies, renewal of production, lifting of technical-economic parameters and product quality, mechanization and automation of production processes, in collaboration with scientific research units; i) determining the costs of production, the ways to reduce the material expenses and the other expenses; establishing measures for the management with maximum efficiency and speeding up the speed of recovery and modernization of fixed funds and the rotation of the circulating means, to increase profitability and benefits. + Article 59 The industrial plant, as a large complex economic organization, represents the basic unit in economic-social planning activity; the plant carries all responsibility for developing plans in its field of activity and for carrying out the plan tasks on the whole of the plant and by each subordinate unit. The industrial plant must exercise a systematic control over the execution of the plan, act with the decision for the maximum efficiency of the material and money funds, ensuring a strict regime of savings and strengthening Plan discipline in all subordinate units. + Article 60 When drawing up the annual and five-year plans, the industrial plant has the obligation to size and correlate the plan indicators, to adopt measures to achieve them, so as to ensure the increase of the use of cars, machinery, plant and production areas, intensive use of all productive potential. The undertaking shall be responsible for the proper management of the funds entrusted, the maintenance, repair and safe operation of machinery and installations, the permanent improvement of the technologies. + Article 63 The Ministry ensures the achievement of the party and state policy in the branch it coordinates, responds to the elaboration and substantiation of the five-year and annual plans of all plants and enterprises directly subordinated, of their framing in the provisions of the single national plan, as well as the full fulfilment of the tasks of the five-year and annual economic-social development plans of the country. + Article 64 The ministries organize the fulfilment of the plan by the subordinate units, control the entire activity of the plants and directly subordinated enterprises, provide them with operative support for the realization under conditions of maximum economic efficiency of the objectives set out in the plan, study the trends of the development in perspective of the respective branch worldwide; adopt measures to collect cooperation between subordinate units and organize the cooperation activity with the other ministries, organs central and local bodies of the state administration; coordinates the activity of collaboration and economic and technical-scientific cooperation from their sphere of activity. Planning in agriculture + Article 65 When drawing up the five-year and annual plans and in the course of their achievement, the socialist units in agriculture must ensure: a) the continuous increase in the production of cereals, technical plants, vegetables, fruits and other plant products, based on the full and intensive use of agricultural land and an efficient structure of crops; on the use, with maximum yield, of tractors and other agricultural machinery, irrigation systems, chemical fertilisers and other means of production; b) the systematic development of livestock production, based on the numerical and qualitative growth of livestock, the improvement of animal breeds, the provision of feed at the level of established consumption norms and the application of modern technologies in animal breeding; c) the continuous increase of the contribution to the formation of the state fund of plant and animal agricultural products in accordance with the production potential, the means provided and the requirements of the national d) the development of production and the use of seeds and plant material from varieties and hybrids with high yields, to capitalize in optimal conditions the earth and the material basis; e) rational use of the workforce, lifting of professional qualification and increasing labor productivity, management with maximum efficiency of funds available to them, systematic reduction of material and monetary expenses for obtaining superior economic results in all production branches and all agricultural units. + Article 66 State agricultural enterprises have the obligation to establish their plan and subunit tasks, ensuring the rational specialization of production in the component farms, the intensive use of the earth, of the entire technical-material basis, in order to obtaining high yields with as low as possible expenses. + Article 67 The units for agricultural mechanization will size through the plan the volume of their activity in close accordance with the needs of the agricultural production cooperatives to which they provide services; they have the obligation to execute, in optimal conditions, all contracted works, to ensure the increase of the mechanization of agricultural works, contributing to the realization of high harvests, to the fulfillment and overtaking of the plan by each agricultural production cooperative; intensive of the park of tractors and agricultural machinery, of continuous improvement of efficiency their economic activity. + Article 68 The agricultural production cooperatives will establish the production plan and its valorization in accordance with the concrete conditions in which they operate and within the framework of the unitary conception of agricultural development and modernization, aiming to increase public wealth, strengthen socialist property, continue the income growth of cooperative members. The utilitarian guidance of the research, design and execution of construction-assembly works will be carried out by bodies empowered by law. Technical-material supply planning + Article 78 Socialist units have the obligation to ensure through the five-year and annual plans the technical-material supply, sizing the necessary quantities of raw materials, materials, spare parts, fuels, electricity, steam, water based on the norms of consumption and stock norms with technical-economic foundation, following the rigorous observance of these norms, the judicious management of all material resources, the application of a strict savings regime.
