Proposal for Resolution No 9/XIII
The International Convention on the Standards of Training, Certification and Service of
Rooms for Personnel of Fisheries Ships, STCW-F Convention adopted in London, 7
of July 1995, in the context of the international conference under the aegis of the Organization
International Maritime, sets minimum standards relating to training, certification and
service of rooms for personnel of sea-fishing vessels of equal length or
higher than 24 metres, having entered into force, at the international level, on September 29 of
2012.
The STCW-F Convention is the first convention to establish basic requirements of
training, certification and service of rooms for personnel of fishing vessels at the level
international and is aimed at substantially reducing the high number of lives
human who annually become lost worldwide arising from fishing operations.
According to the International Maritime Organization (IMO) it is estimated that annually
lose their lives 24000 people in these operations.
The STCW-F Convention, which is now up to pass, improves the quality of qualification and
training given to the staff working on board fishing vessels and further strengthens them
training standards and safety in the fishing industry and fishing fleets, contributing
in this way for the reduction of accidents and to improve, in the world context, the current
level of safety of the fishing industry.
Thus:
Under the terms of the paragraph d ) of Article 197 (1) of the Constitution, the Government presents to the
Assembly of the Republic the following motion for a resolution:
CHAIR OF THE COUNCIL OF MINISTERS
Approve for accession to the International Convention on Standards of Training, of
Certification and Service of Rooms for Personnel of Fisheries Vessels, Convention
STCW-F, adopted in London, on July 7, 1995, the text of which, in the authenticated version of the
english language, and the respective translation for Portuguese language, if published in annex.
