Proposal for Resolution No 89 /XII
The 1976 General Agreement of Cooperation between the Portuguese Republic and the Republic of
Mozambique, constitutes a historic milestone in the relationship between the two countries. In the
field of defence, in particular, the Technical Cooperation Agreement in the Military Domain
between the Portuguese Republic and the Republic of Mozambique, signed on December 7,
1988, exposes already the determination of both Parties to establish relations of
cooperation in the framework of defence. The Cooperation Agreement in the Field of Defence,
signed in the City of Maputo on July 4, 2012, comes to complement and deepen the
cooperation relations expressed in that Agreement of 1988, which, with the entry into force
of the new Agreement, cesses its duration.
Of the will of the Parties to strengthen the already existing relations of cooperation in the field of
defense has resulted in the new Agreement that, with a view to the pursuit of that goal, intends
to develop and facilitate cooperative relations in the present area by creating conditions
for the promotion of new areas and new mechanisms for cooperation between the Parties. The
said collaboration comprises, in the new Agreement, technical-military cooperation and the
integration of military of the Defense Armed Forces in Mozambique into contingents
Portuguese committed to peace or humanitarian support missions.
With regard to technical-military cooperation, the new Agreement provides, in particular, the
promotion of personnel training actions-for which the Portuguese Party, to the extent
of your possibilities, commit to implement forms of support and to grant scholarships
for training-, provision of material, and provision of services and technical advice.
With a view to its good implementation, the new Agreement sets up a bilateral commission that will bring together, in the
minimum, once a year, alternately in Portugal and Mozambique. Atoo, the Parties
agree to hold annual consultations at the level of senior officials of the departments
government involved in the political-military domain, alternately in Portugal and
Mozambique.

The desire for cooperation in the field of constant defence of the new Agreement is, incidentally, the
recognition of the importance of this sector for the strengthening of ties of cooperation,
friendship and fraternity already existing between the Parties, thus constituting an instrument
fundamental to the strengthening of the bilateral relationship between Portugal and Mozambique.
Thus:
Under the terms of the paragraph d ) of Article 197 (1) of the Constitution, the Government presents to the
Assembly of the Republic the following motion for a resolution:
To approve the Agreement on Cooperation between the Portuguese Republic and the Republic of
Mozambique in the Domain of Defence, signed in the City of Maputo, on July 4,
2012, the text of which, in the authenticated version in Portuguese language, publishes in attachment.
