Proposal for Resolution No 94 /XII
The Convention No. 189 on the Digit Work for Worker and Workers
of the Domestic Service, was adopted by the General Conference of the International Organization
of the Work, at its 100 th session, held in Geneva on June 16, 2011.
This Convention aims to guarantee working people and domestic service workers a
minimum protection equivalent to that of the remaining categories of workers, whether in matter
of fundamental rights at work, whether in the field of protection against practices
fraudulent or abusive or, yet, in the case of female employees and workers
housed / those in the household, of respect for private life.
In that sense, the present international legal instrument enshrines, in particular, a
set of provisions relating to living and working conditions, safety and health in the
work, the minimum age, the retribution and social security.
On the object of Convention No 189, it should be stressed that the principles enshrined there already
are welcomed, in their large majority, by the Portuguese legal order. On the other hand, and
considering that there are certain provisions of the Convention which focus on matters of the
competence of the European Union, the Council Decision of January 28 was adopted
2014, which authorizes Member States to ratify, in the interest of the Union, the Convention
on Digno Work for the Domestic workers, 2011, of the Organization
International Labour (Convention No 189), with regard to the Parties that focus
on matters of the competence conferred on the Union by the Treaties.
The social partners with a seat on the Standing Committee on Concertation were heard
Social Economic and Social Council.

Thus:
Under the terms of the paragraph d ) of Article 197 (1) of the Constitution, the Government presents to the
Assembly of the Republic the following motion for a resolution:
Approve the Convention No 189 on the Digit Work for Worker and
Domestic Service Workers, adopted by the General Conference of the Organization
International Labour, at its 100 th session, held in Geneva on June 16,
2011, whose text, in the authenticated version in the English and French languages and respect translation
for Portuguese language, it publishes in annex
