PRESIDENCY of the COUNCIL of MINISTERS resolution No. 2/XI and Defense cooperation agreement between the Portuguese Republic and the United States of America, in part on the Labor Agreement, requires a one-off adjustment to the system of calculation of wage increases of Portuguese workers from the Base of the slabs, which had generated an impasse that dragged on for years and affected the good environment in labour relations from that Base. The present agreement is to allow the calculation of wage increases for workers from the Base of the Slabs in a simpler system function, clear and transparent, eliminating the Wage Enquiry and applying the highest of two possible increase percentages, or the Portuguese civil service or civilian employees of the Defense Department of the United States of America, guaranteeing the principle of non-Reducibility of the same wages. We must consider, too, the importance that the Foundation assumes within the slabs objectives of the Portuguese State's policy of active participation in maintaining the transatlantic link, while fundamental instrument of shared responsibility in conflict prevention and the strengthening of collective security, in particular in the framework of the Atlantic Alliance, as well as in the context of the commitment to cooperative security in particular in the framework of relations with its traditional allies, including the United States of America, the one that links the Cooperation and defense agreement. However, this agreement preserves both the particular interests of the Portuguese Lajes Base workers and the interests of the Portuguese State in matters of defence and foreign relations.

PRESIDENCY of the COUNCIL of MINISTERS So: under d) of paragraph 1 of article 197 of the Constitution, the Government presents to the Assembly of the Republic the following resolution: to approve the agreement which modifies the Labour Agreement incorporated into defense and cooperation agreement between the Portuguese Republic and the United States of America, signed on 1 June 1995 signed in Lisbon on 11 July 2009, whose text, authenticated versions in Portuguese and English, if published in the annex.
