Proposal for Resolution No 5/XI
The Regulation of the Work of the Cooperation and Defence Agreement between the Republic
Portuguese and the United States of America, requires a punctual adjustment to the system of
calculation of the wage increases of Portuguese workers from the Lajes Base, whose
application had generated a stalemate that dragged on for years and affected the good environment in the
labour relations of that Base.
This Agreement shall allow for the calculation of the wage increases of the employees of the
Base of the Lajes in the function of a simpler, clear and transparent system, eliminating the
Wage Survey and applying the largest of two possible increase percentages, or that of the
Portuguese public function or that of the civil servants of the Department of Defense of the
United States of America, also ensuring the principle of non-reducibility of these
same salaries.
It should be considered, too, the importance that the Base of the Lajes takes in the framework of the
objectives of the Portuguese State policy of active participation in the preservation of the link
trans-Atlantic, as a key instrument of sharing responsibility in the
conflict prevention and the strengthening of collective security, specifically in the framework of the
Atlantic Alliance, as well as in the framework of the bet on cooperative security,
specifically in the framework of relations with their traditional allies, among which the
United States of America, to which the league the Cooperation and Defense Agreement;
Now, this Agreement simultaneously accompanies the particular interests of workers
Portuguese from the Base of Lajes and the interests of the Portuguese state in defence and
of external relations.

Thus:
Under the terms of the paragraph d ) of Article 197 (1) of the Constitution, the Government presents to the
Assembly of the Republic the following motion for a resolution:
Approve the Agreement that Modifies the Labor Regulation, signed on February 12
from 1997, signed in Lisbon, on July 11, 2009, which stems from the Agreement on
Cooperation and Defence between the Portuguese Republic and the United States of America, and whose
text, in the authenticated versions in the Portuguese and English languages, it publishes in attachment.
