Explanatory statement I-within the framework of Retraining of emergency Network, the Government has granted recently the closure of services (SAP) of Arcos de Valdevez, Melgaço, Paredes de Coura and Valença do Minho. These closures have been contested by the target populations, in particular in the case of Valença do Minho. Every day we images and news of local events. The population claims that have not been provided all the requirements for the provision of timely health care and quality, before these closures, in particular are not fulfilled the protocols concluded with local authorities. II-in the specific case of Valença do Minho, the SAP could fix the health problems that came with technical competence, human resources duly trained in advanced life support and structural resources ranging from radiology, some analysis, electrocardiograph, defibrillator, the whole emergency medication, among others. This SAP had a protocol of action with the Hospital's Coronary Unit Samadi, in Vila Nova de Gaia, which allowed through makes that a person with acute myocardial disease was observed in Valencia and, at the same time, this specialized service, which allowed therapeutic performances that saved many lives. Thus, it is not acceptable that a patient resident in the vicinity of the Health Center of Valencia and with obvious signs of heart attack of myocardium, is subject to a 30-minute screening in an ambulance and then be transported to Monsoon to still be sent to Viana do Castelo, when the situation became irreversible. III-In all these locations-Arcos de Valdevez, Melgaço, Paredes de Coura and Valença do Minho – were established Rehabilitation protocols Health Center services, protocols such that, in General, were unfulfilled after the closure of the SAP the municipality of Paredes de Coura took position in order to be fulfilled the protocol concluded with the Ministry of health. Besides, I have been given to know the studies, opinions and protocols that, allegedly, have justified the closure of SAP's of Arcos de Valdevez, Melgaço, Paredes de Coura and Valença do Minho, and without which it becomes unacceptable closure of these health services. Moreover, the fact that, before these closures were not provided to all the requirements for the provision of timely health care and quality. The basic service of urgency of Ponte de Lima is working in temporary facilities, and the works for installation of the services are not yet completed. It is recalled that this service supports the 4 municipalities-Arcos de Valdevez, Paredes de Coura, Ponte da Barca and obviously Ponte de Lima, the target population of more than 90 000 people. Therefore, the Assembly of the Republic, in accordance with point (b)) of article 156 of the Constitution of the Portuguese Republic, decides to recommend to the Government:-to immediate suspension of termination of services (SAP) of Arcos de Valdevez, Melgaço, Paredes de Coura and Valença do Minho, you're assured to these populations, all the requirements for the provision of timely health care and quality.
