Group PARLIAMENTARY ASSESSMENT No. 13/XI-1 ª Decree-Law No. 205/2009, of 31 August that "the change of status of University teaching career, approved by Decree-Law No. 448/79 of 13 November" the change of status of University teaching career was not negotiated the conditions of time and required dialogue. Announced since the first hour, and underlined by many as priority, the change of status of University teaching career came at the end of the mandate, including aspects that have not even been the subject of negotiation. This ECDU, if analyzed in conjunction with the legal framework of the institutions of higher education, shows clearly that the auxiliary teachers find themselves in a situation of strong insecurity and that the open road is the trend's definition of two varieties of teachers, getting the first with a much more precarious position. On the other, the inability of the Government to respond to teachers "readers", whose employment situation has become more precarious and whose horizon can be unemployment, is also another aspect that justifies the need to overcome factors of impairment of rights of this diploma. Recognition of the change of status of University teaching career as necessary change, revealing that the calendar fits neither cautioned several weaknesses of the new legal framework, which can strengthen the insecurity and precariousness of many professionals. It is therefore important to correct issues that may compromise the intentions expressed in the preamble of Decree-Law No. 205/2009, of 31 August. In order to allow the Parliament to intervene in order to correct discrimination arising because of the application of this decree-law reference, the members and the members of the parliamentary group of the Left block, under article 162, point (c)) and article 169 of the Constitution of the Portuguese Republic and article 189-2 still on the rules of procedure of the Assembly of the Republic come for the Appreciation of the Parliamentary Decree-Law No. 205/2009, of 31 August that "the change of status of University teaching career, approved by Decree-Law No. 448/79 of 13 November.
