DRAFT RESOLUTION No. 103/XI Recommends to the Government that promotes stability and qualification of teaching staff in schools.

The Ministry of education has set in 2005 as a priority the stabilization of the teaching staff in schools, taking into account that educators and teachers are fundamental agents of the educational system. In this sense, promoted a change in legislation of the system of placing teachers, reviewing the legislation in critical points, with a view to your standards and guarantee a gradual stability of faculty. These changes allowed, on the one hand, the beginning of the school years and, on the other hand, the strengthening of links between teachers and their students and the educational continuity, essential to the promotion of educational success. Thus, the tender follows, pursuant to art. 8 of Decree-Law No. 20/2006, of 31 January, the four-yearly intervals. These facts represent a clear will and effort to improve the educational success and at the same time combating precariousness. However, look at the specific situations of some teachers who, over the years, have responded to permanent needs of the educational system without the nature of your relationship with the Ministry of education to translate it, fair and square, their expectations and rights. Thus, under the constitutional provisions and regulations applicable, the undersigned Members of the parliamentary group of the Socialist Party, present the following draft resolution: the Assembly of the Republic decides, in accordance with point (b)) of art. 156 of the Constitution of the Portuguese Republic, recommend to the Government: 1 – to carry out a thorough and rigorous survey of permanent teaching resources needs of the educational system; 2 – promoting the opening of an extraordinary contest which answer permanent needs identified in the education system, directed to teachers hired, your length of service, qualifications and professional experience; 3-make, in due time, the regulation of access to professional qualification for the teaching of teachers who have not yet obtained.
