DRAFT RESOLUTION NO. 103 /XI
It recommends the Government to promote the stability and qualification of the body
lecturer in schools.
The Ministry of Education defined in 2005 as a priority the stabilization of the body
lecturer in schools, taking into account that educators and teachers are agents
fundamental of the education system.
In this sense, it has promoted a change in the legislation of the allotment system of
teachers, reviewing the legislation at the critical points, with a view to its normalization
and guarantee of a gradual stability of the faculty.
These changes allowed, on the one hand, the beginning of the lective years in good time and,
on the other hand, the reinforcement of the links between teachers and their students and the continuity
pedagogical, essential factor for the promotion of educational success.
Thus, the opening of the contests obeyed, in the terms of the provisions of the art. 8º of the Decree-
Law No. 20/2006 of January 31 at a quadriennial periodicity.
These facts represent a clear will and effort to improve educational success
and, in parallel, to combat the teaching precariousness.
It does, however, matter in the specific situations of some lecturers who, over the course of the
many years, have been responding to permanent needs of the education system without which
the nature of its bond with the Ministry of Education translates, fairly, the
your expectations and rights.
Thus, under the applicable constitutional and regimental provisions, the Deputies
down-signed from the Parliamentary Group of the Socialist Party, present the following
Draft Resolution:
The Assembly of the Republic resolves, under the terms of point (b) of the art. 156º of the Constitution
of the Portuguese Republic, recommend to the Government:
1-That undertake an exhaustive and rigorous lifting of the permanent needs
of the teaching resources of the education system;
2-That promotes the opening of an extraordinary contest, which respones to the
permanent needs identified in the education system, addressed to the lecturers
hired, observing their time of service, qualification and professional experience;
3-That proceed, in good time, to the regulation of access to professional habilitation
for the lecturer of the lecturers who have not yet obtained it.
