DRAFT RESOLUTION No. 66/XI participation of Parliament in the Parliamentary Assembly of the community of Portuguese Language countries (AP-CPLP) the community of Portuguese Language countries (CPLP) is the privileged multilateral forum for the deepening of mutual friendship, the politico-diplomatic dialogue and cooperation among its member countries.

In 2008, by resolution of the Assembly of the Republic n° 30/2008 of 23 July, were consecrated in the national legal order, the amendments to the statutes of the CPLP, in particular considering the CPLP Parliamentary Assembly the body that brings together national parliaments of the Member States (art. 8 of the Statute).

The creation of the Parliamentary Assembly of the community of Portuguese Language countries (AP-CPLP), whose constitutive Assembly held in April 2009, in São Tomé and Príncipe, asserts the importance of the establishment of a body bringing together the representations of all the parliaments of the community, which are the election results of the legislative elections of the respective countries, constitutes a space for political dialogue that facilitates the exchange of cultural experiences Economic and social, in order to consolidate and deepen democracy, the rule of law and respect for human rights. 2 In your first meeting, the AP-CPLP approved its Statute and rules of procedure (annexes).

So, I present to the Assembly of the Republic, in accordance with regulations, the following draft resolution: article 1 membership of the Assembly of the Republic adheres to the Parliamentary Assembly of the community of Portuguese Language countries (AP-CPLP) and accepts your status and your Regiment, who published in annex to the present resolution, without prejudice to any changes that may be introduced in accordance with the procedure laid down therein.

Article 2 1 Delegation-the participation of Parliament in the Parliamentary Assembly of the community of Portuguese Language countries (AP-CPLP) is ensured by the President of air and a national delegation (national group). 2-the national delegation (national group) is composed of five members, including a Chairman and a Vice-Chairman. 3-the national (national group) Delegation is composed also by five alternate members to replace those members unable to attend. 4-the national delegation (national group) must be multiparty reflecting the composition of the Assembly of the Republic. 3 article 3 1 Skills-the President of AIR is a member of the Conference of Presidents of parliaments and the plenary of the Parliamentary Assembly. 2-the national delegation (national group) is a member of the Parliamentary Assembly and perform the tasks, shall exercise the powers and fulfils the obligations laid down in the resolution of the Assembly of the Republic n° 30/2008 of 23 July in the statutes and in the rules of procedure of the Parliamentary Assembly of the community of Portuguese Language countries. 3-the President of the national delegation (national group) directs its work and coordinates the activities of its members. 4-whenever the President of AIR appear at meetings of the Parliamentary Assembly takes, by extension, the Presidency of the Portuguese delegation. 5-in their absences and impediments, the President of the national delegation (national group) is replaced by the Vice President.

Article 4 1 Mandate-the national delegation (national group) is elected by the Assembly of the Republic at the beginning of each parliamentary term and for this period. 2-members of the national delegation (national group), if they are re-elected, members shall remain in Office until new election.

Article 5 operation the operation of the national delegation (national group) shall be governed by article 2 of the Resolution of the Assembly of the Republic n° 5/2003, of 22 January. 4 Article 6 national delegation rules (national group) and its members comply with the rules of procedure of the Assembly of the Republic and of the resolution referred to in the previous article.
