Considering the provisions of Article 5 (9) and paragraph 2 of Article 10 of the Convention
on Access to Information, Public Participation in the Decision Making Process
and Access to Justice in Matter of Environment, adopted in Aarhus, June 25, 1998
(Convention of Aarhus);
Recognizing that the records of emissions and transfers of pollutants constitute a
important mechanism to hold companies accountable, reduce pollution and promote the
sustainable development, as stated in the Lucca Declaration, adopted in the first
meeting of the Parties to the Aarhus Convention;
Attending to the objectives of an integrated approach that aims to reduce to a minimum
pollution and the amount of waste resulting from the activity of industrial plants and
other sources are to achieve a high level of protection of the environment in general, progress in the
sense of a sustainable and correct development in terms of environment and protect the
health of present and future generations.
Thus:
Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the
Assembly of the Republic the following motion for a resolution:
Approving the Protocol on the Registration of Emissions and Transfers of Pollutants, adopted
in Kiev, on May 21, 2003, the text of which, in the authenticated version in the English language, thus
as the respective translation for Portuguese language, it publishes in attachment.
