Considering that the Portuguese Republic is a member of the World Organisation of the

Intellectual Property (WIPO) and which is Part of the majority of the Conventions approved under the

its auspices;

Considering that it is agreements that aim to build a system of legal protection

of the works, benefits and productions protected, effective, rigorous and based on a tutelage of the

intellectual property based on a high level of protection, which allows for the creation of

basic conditions of development, on a global scale, of the activities-works,

benefits, products and services-cultural and the respective agents, encouraging themselves to

creation, production, trade and technological development linked to the market of the

cultural industries.

Thus:

Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the

Assembly of the Republic the following motion for a resolution:

Approve the Treaty of the World Intellectual Property Organization on Prestations and

Phonograms, adopted in Geneva on December 20, 1996, the text of which in the version

authenticated in the English language, as well as the respective translation into Portuguese language, if

publish in attachment.
