ASSEMBLY of the REPUBLIC BILL No. 753/X/4th elevation of the village of Senhora da Hora, the municipality of Matosinhos, to the category of city explanatory memorandum the village of Senhora da Hora, the municipality of Matosinhos, is a parish whose history is known since the 18th century, having been, until then, a small village whose population was dedicated to agriculture for survival. But, simple, hard-working people, the town was turning until, in 1839, the place of the Lady of the Hour became a village and seat of the municipality of Bouças. So if kept for a period of 15 years. In 1853, the town of Matosinhos and, for there were transferred all municipal services and the county seat. However, the village of Senhora da Hora, year after year, was developed, not only to the subsequent housing construction and the population increase, as well as the installation of several plants. The increase in population and the growing religious importance and resulted in the emergence of the civil parish of Senhora da Hora on 25 April 1918, having served as parish church to the chapel of Nossa Senhora da Hora (built in 1514). With this Chapel had been built the flagship source of Seven Bicas (1893), being in this heavily wooded area the Pilgrimage to our Lady of the Hour, once considered one of the most typical and popular in the region. As a result of the growing urban population density deployment and socio-economic development, is created, by Decree-Law of 1933, the civil parish of Senhora da Hora. On day 3 of July 1986, the Parliament voted unanimously to lift the village the village and parish of Senhora da Hora. After 23 years, the village of Senhora da Hora remains constant and strong expansion. Bordering the cities of Porto, Matosinhos and São Mamede de Infesta and integrated in the Porto metropolitan area, the population of Senhora da Hora has grown sharply in recent years.

The commercial activity is of great significance. The Senhora da Hora has two supermarkets, two shopping centres, catering establishments, several small and medium-sized surfaces connected to the sectors of footwear, clothing, furniture, automobiles, confectionery and bakery, construction, computers, sports, beauty treatments. With regard to services, the village of Senhora da Hora is equipped with the following equipment: 1 — in the education sector – A Pre School, EB 1, 2, 3 – A Pre school, 1 EB-EB 1 School-a school EB 2, 3 – a secondary school – two Private Colleges with cycles 1 and 2 – Various private initiative study – Escola Superior de Design – Instituto Superior de Serviço Social do Porto-Private and cooperative Education cooperative 2-In Social security-area foster home children abandoned or at risk (path)-Home, CAO and early intervention Service for people with Mental disabilities (A.P.P.A.C.D.M.)

This was, moreover, hit earlier by members of the parliamentary group of the Social Democratic Party to Parliament when, in the course of the 8th parliamentary term, presented, on 5 December 2001, a bill that was the same object than the present. This initiative would, however, allowed to lapse later on 4 April 2002.
ASSEMBLY of the REPUBLIC as such, the undersigned, Members of the parliamentary group of the Social Democratic Party, have, in accordance with the constitutional principles and regulations applicable, the following draft law: Article only the village of Senhora da Hora, the municipality of Matosinhos, is elevated to the category of city.
