Recognizing that the geo-strategic positioning of Cape Verde potency o
emergence of acts contrary to the international order in maritime spaces under its
sovereignty or jurisdiction, and in the presence of the commitment made by the Republic of Cape
Green in the sense of contributing to combating threats to the authority and security of the
State;
Considering the traditional relations of friendship and cooperation between the Republic
Portuguese and the Republic of Cape Verde and having present the existence of a duty of
cooperation of States in combating the various forms of organised crime, well
as the conviction that the strengthening of the ties of cooperation between the two states in the area
of maritime surveillance favors peace and security in the region;
Listening to the will of the Portuguese Republic and the Republic of Cape Verde de
establish mechanisms for cooperation in the field of the surveillance of spaces
seafarers under the sovereignty or jurisdiction of the Republic of Cape Verde, using means
naval and air.
Thus:
Under the terms of the paragraph d) of Article 197 (1) of the Constitution, the Government presents to the
Assembly of the Republic the following motion for a resolution:
Approving the Treaty between the Portuguese Republic and the Republic of Cape Verde in the Domain
of the Joint Surveillance Of Maritime Spaces under Sovereignty or Jurisdiction of the Republic
of Cape Verde, signed in the City of the Mindelo on September 16, 2006, the text of which, in the
authenticated version in Portuguese language, publishes in attachment.
