The Decree-law whose parliamentary assessment if require visa, among other objectives, expand the legitimacy for the application for registration, and this pass can be requested by seller, when this is an entity that has as its main activity the purchase of vehicles for resale, so if people and companies without such obligations at the same time allows the formalities of registration can be conducted soon after the purchase of the vehicle by one of the professionals in the sector.

2. Not wanting to contradict the importance of any measures of administrative simplification and de-bureaucratization, and leading to a reduction of costs with the practices of the acts which the law requires, the truth is that the CDS-PP, cause concern the fact that the private who sold the vehicle itself verbally to a professional in the sector – or having limited to leave a bill of sale signed on possession of a trader-not have legitimacy to proceed in itself, the registration of the ownership of the vehicle.

Such corrections are justified, in the opinion of the CDS-PP, to warn some perverse effects of the new single tax (IUC) created by law No. 22/2007, of June 29, and will be combined with changes to this law, that the CDS-PP will present soon, and which are intended also to protect individuals from any undue payment of IUC subjection on the vehicles that are no longer your property.
