2007.03.28 1 DRAFT resolution 200/X on the initiative "PARLIAMENTS UNITED in combating DOMESTIC VIOLENCE AGAINST WOMEN" 1 — the Council of Europe decided, on the Warsaw Summit of May 2005, organize a trans-European campaign "combating violence against women, including domestic violence", which will run from November 2006 until March 2008. 2 — the Parliamentary Assembly of the Council of Europe decided, on your session of 28 June 2006, join the campaign through the initiative "Parliaments United in combating domestic violence". 3 — the Assembly of the Republic expresses solidarity with this important campaign, and is committed to finding the best answers to that serious problem, making use of all means at your fingertips, in conjunction with the Parliamentary Assembly of the Council of Europe. 4 — so the Members and members, the undersigned, have, in accordance with legal and constitutional regulations applicable, the following draft resolution: whereas: 1. Domestic violence is the result of an asymmetric relationship of power between women and men and as such knows no boundaries, geographical, social, economic and cultural groups;
2. Domestic violence is a violation of Human Rights, freedom and self-determination of women.
3. Aware of the context of intimacy in which usually manifests itself and develops, the fight against domestic violence requires an Alliance of efforts, both at national and international level;
2007.03.28 2 4. The impact personal, family, professional and social arising in an environment of domestic violence is enormous, and also reaches, with particular seriousness, children and the elderly;
5. Notwithstanding the work done by non-governmental organisations over the years and the progress made in terms of prevention, a large number of women continues to be a victim of acts of domestic violence;
6. Violence against women brings to society as a whole, huge costs, in particular in the areas of health, justice and social security;
7. violence in the family environment tends to reproduce itself in future generations;
8. Combating domestic violence against women contributes to the construction of a fairer society and respectful of fundamental human rights.
The Members and the Members of the Assembly of the Republic, associate to the campaign launched within the Council of Europe on violence against women, including domestic violence and, as a result, enter the combat such phenomenon as priority of your political agenda, both at the level of national representation of constituencies, to the effect that domestic violence cannot be tolerated.
So, assume the commitment to: a. Assess the existing legal framework relating to domestic violence in order to update it through the necessary and essential changes, in line with the best practices of various countries and the experience of non-governmental organizations;
2007.03.28 3 b. Promote a culture of victims ' awareness of their rights, and of the possible conduct of acts of domestic violence, as well as the strengthening of measures to protect the victim and the attacker repression;
c. Ensuring the undertaking of studies necessary for the analysis, understanding and combating the phenomenon of violence;
d. make every effort for the awareness of women victims of domestic violence, for the recognition of your condition and your rights;
e. Disseminate the knowledge of the phenomenon, to better awareness of all actors involved, to a better identification and combating domestic violence;
f. Ensure the evaluation of the policies of support for victims, as well as those relating to offenders within the parliamentary skills;
g. appeal to the Portuguese people towards greater collective accountability, with a view to the prevention and combat of violence against women.
