Exhibition of Motives
The guarantee of independence in the exercise of the mandate of the Deputies is a condition
essential to the qualification of Portuguese democracy. Transparency is an inherent value of the
genetic code of democratic parliaments.
One of the essential elements in the establishment of that guarantee and in reiterating those
conditions is the registration of interests, created in the Assembly of the Republic.
Thus, the register of interests is intended to give visibility and transparency to acts and
activities permitted by law, but which, by their nature, may, if they are not properly
assumed and publicized, fragilize the independent and exempt exercise of the mandate. In effect,
compulsory enrolment of public or private functions and activities and the remaining
sign-up obligations serve to prevent and identify possible conflicts of interest.
It is aimed, with the present initiative, to strengthen the public character of the register of interests,
elevating transparency and facilitating scrutiny, through its placement, for the purpose of
consultation, on the portal of the Assembly of the Republic in the Internet .

Articles 26º of the Statute of Deputies, adopted by Law No. 73/93 of March 1, with the
changes introduced by Laws 24/95, August 18, 55/98, August 18; n.
8/99 of February 10; paragraph 45/99 of June 16; paragraph 3/2001 of February 23 (Declaration
of Rectification n. 9/2001, published in the Journal of the Republic, I. Series-A, No. 61, 13 of
March), paragraph 24/2003, of July 4, 52-A/2005, of October 10, 44/2006, of August 25, and
45/2006, of August 25, shall be replaced by the following:
" Article 26.

7. The registration of interests is public and should be placed for consultation on the portal of
Assembly of the Republic in Internet . "

Article 2.
Without prejudice to the provisions of Article 2 of Law No 45/2006 of August 25, this Law,
comes into force, on the first day of the next legislative session.
The Deputies
