1 DRAFT RESOLUTION N° 139/X (POINTS OUT the 250 YEARS of the DEMARCATED DOURO REGION, and RECOMMEND to the GOVERNMENT MEASURES AIMED at SOCIAL and economic development of that REGION) date of 10 September 1756 the Royal Charter establishing the company General for agriculture of the vineyards of the Alto Douro, and consequent demarcation pombalina who introduced in world wine history the modern idea of "controlled designation of origin , which included not only the definition of the geographical limits of a wine-growing region, but also the preparation of a registration of a classification of plots and their wines, taking into account the complexity of the territorial space, while created institutional mechanisms of control and product certification, supported a vast legislative building. For this reason the celebrations, during the current year, the 250 years of the demarcated Douro region, the first region in the world, cannot help but be an event of relevant national interest that the Parliament should associate. Such, however, you should bear in mind the complex reality of the region, in all its aspects, in particular its assets and endogenous potential, but also all of its constraints, locks and weaknesses. Whether through civil society and its representative organizations, local economic and social agents, the official study reports prepared over the past few years and, more recently, through various parliamentary hearings held in the region by the Economic Affairs Committee, technological innovation and Regional Development, whose report the House already had knowledge and is given here for plays , noted that the region of Alto Douro presents indicators of weak economic development, with a population to impoverish, expressed in purchasing power lower than the northern region, and close to the 55% of all national, going on even municipalities where not enough to achieve the 40%. 2 in addition, since the Decade of 60, the region suffers a negative demographic development, well evidenced in the statistical data of the Decade of 90, in which the population loss was of the order of 9%, while the school and professional qualification levels are lower than average in the northern region and the country. The economic framework that underlies the current situation presents worrisome indicators of regression. In fact, has been witnessing over the past decades to the collapse of a mode of production dominating rural and subsistence-based, with very low productivity, which is not unrelated to micropropriedade, low qualification of human resources and the use of inappropriate methods and production processes with regard to the current requirements. The companies, mostly very small (micro and small enterprises), feature big weaknesses, particularly at the management level, the financial structure, the production and marketing process. The phenomenon of economic globalization, more recent, threatens to worsen the situation, and may put into question the wine economy, the social basis that depends on it and even the competitiveness of other alternative activities, addressed to both the domestic market and the international market. The transformations in recent decades on national wine economy, marketing networks, international markets in evolution to globalization, have not found yet in the region set and sustained responses, both from the point of view of training and qualification of its staff, and its social organization, associative and business. The traditional logistics of port wine, mostly based in the store of Gaia, where 89% of the total exported wines (Doc), should be re-examined in the light of the new communication routes of European linkage of the Douro region will be provided soon, new technologies of information and communication and that represents, in wealth, in the row of the wine , the storage phase, stockage, certification, quality control, bottling and expedition, when compared with the primary phase, i.e. the viticulture and winemaking, naturally carried out in the region. But the Douro has, too, a huge tourism potential that could be, if well organized, directed and articulate, a sustainable economy complement Winery. Their famous wines, their farms, a navigable river with stunning landscaped slopes carved by the attractive man in a 3 to amphitheatre terraces and walls of shale, a clean environment, a rich gastronomy, an important historical-cultural heritage, security, biodiversity, offered a tourist product in Rural areas, wine tours, Historic-Cultural Tourism, River and rail, as well as two classified heritage by Unesco-Alto Douro and the Côa Rock Valley. The region also has a strong brand, Douro, which in addition to help sell the wine and tourism, as most important assets, might serve to sell the excellent olive oil, meats from breeds, the sausages, the waters and hot springs, and dried fruit, for this via a current trend for multiplication (and dispersion) of references and certified productions that does not help a strong and sustainable promotion of the products of the region. But if are evident difficulties in the region and their agents, not less relevant is the action of the State, which doesn't always have primacy for the better application of available financial resources, coordination of public investment, and rapid and effective articulation of their spatial planning instruments. At a time when the country is going to have again of appreciable funds, it is essential that resources are applied on the basis of a clear strategy to support economic and social development and competitiveness. The current situation and the future requirements call for a new model of intervention which, in the region, ensure the coordination and efficiency of the public effort, desirable and the mobilization of domestic and foreign private sector. This region needs urgently, of innovation and of the efficiency gains from, among others, a better articulation of the public investment in infrastructure, the acceleration of the processes of planning, assessment of investment projects, business creation, training, etc., which in the present circumstances should not be, at least during the next few years, dependent on a public administration reform nationwide.

So, for historical imperatives and respect for the generations who bequeathed us size for heritage duty to a region and its people, who are waiting for the signal and the support, which help them overcome a reality, as complex as difficult, and in this way to the celebration of 250 Years of the institution of the demarcated Douro region, the Assembly of the Republic shall act in accordance with the rules applicable and constitutional, recommend to the Government that: 4 the) consider the creation of a coordination structure, intervention and monitoring with a view to ensuring, in interaction with the municipalities, a more efficient and effective State intervention with regard to their tasks and responsibilities, at all levels, in the Douro, aiming at NUTS III: 1-the articulated and integrated application assurance of policies and measures of the Central Government's responsibility , Regional and Local levels, including the speed in cases involving decisions and licensing of public and private investment, and the monitoring of the entire process of development of this territory. 2-the implementation of the tourism development plan in the Douro Valley. b) Include in the context of the NSRF, the technological Plan of PRIME and future OE, sectoral and regional measures, properly articulated, able to mobilise, public and private business initiatives, partnerships with research centres, centres of higher education, training centres and municipalities that contribute to the competitiveness of the territory through the exploitation of their resources and products. (c)) in the process of public administration reform and the reorganization of public services, in progress, is taken into attention the process of desertification in the region. d) Accelerate the implementation of the national road plan for the region, namely the construction of 26 IC, and promote the upgrading of the Douro. e) Study the possibility of creating incentives to enterprises in order to increase the installed capacity of the port wine industry, in the Douro region.
