Adopted by the Board at the University of Agder 27 November 2013 pursuant to the Act on 1 April 2005 no. 15 on universiteter- and Colleges (Universities and Colleges Act) § 3-6 and § 3-7 and Regulation 31 . January 2007 no. 173 for admission to higher education.

Chapter I - General Provisions

§ 1. Scope These regulations apply for admission to all studies and courses at the University of Agder and even master's level. Admission to the doctoral program are subject to regulations concerning the philosophiae doctor at the University of Agder.

§ 2. Definitions Supplementary Study: Study which has other higher education admission.

§ 3 of decision in cases where decision-making authority is added to the university, making a decision by the University Director or the person he or she authorizes. In cases where the decision-making authority is added to the board itself, the faculty board or the board for teacher education itself, the authorities may not be delegated.

§ 4. Minimum requirements for admission Minimum requirements for admission to studies and courses at the University of Agder specified in regulations on access to higher education, established by the Ministry of Education. For applicants for supplementary education, including teacher training, applies additional requirements established by or pursuant to this regulation or regulations concerning curriculum.

§ 5. Supplementary Regulations Board may establish additional rules for admission to specific courses or groups of studies.

§ 6. Quotas University may determine quotas and criteria for quota on admission to studies that are not regulated by the Regulations for admission to higher education.

§ 7. Decisions on access regulation
1)
The board makes decisions on access control when necessary capacity or resource reasons, cf. Act relating to Universities and Colleges § 3-7 (5). For access controlled studies the Board determines a maximum number of students. Decisions on access regulation is valid for one academic year.

2)
Offer squad determined by the University in consultation with the faculty or Department of Education.

§ 8. Applicants with foreign qualifications Applicants with education from outside the Nordic countries must demonstrate that they meet requirements for Norwegian and English skills in regulations on access to higher education, and any additional requirements stated in the regulations. If the program entirely taught in English or another foreign language, you need to speak Norwegian waived.

§ 9. Applicants who can not point calculated Applicants with foreign qualifications, applicants who are admitted on the basis of prior learning and other applicants who can not point calculated according to established rules, considered individually and ranked discretion in relation to other applicants.

§ 10. Admission on the basis of special assessment Applicants may be admitted regardless of the ordinary ranking rules if documented illness, disability or other circumstances give reason to believe that the exam results do not give an accurate picture of the applicant's qualifications. An offer of admission requires equivalent knowledge and skills with applicants offered admission by ordinary rules.

§ 11. Application and after transmission deadlines for studies where admission is organized through NUCAS apply the limits to be determined nationally. University establishes deadlines for studies and courses with local admission.

§ 12. Exemption from deadlines University may upon documented application grant exemptions from the application or by sending notice in the following cases:

A.
By disease on the due date

B.
By death in the family

C.
In other special cases.


§ 13. Reserved admission Granted admission may be reserved for the following year if there are compelling reasons. Further postponement granted normally. Granted admission may not be reserved for admission under § 9, § 10, § 17, § 18, § 19, § 20, § 26 or § 27

§ 14. Early admission
1)
Applicants for studies in which recording is organized through the Universities and Colleges Admission may be granted early admission under provisions established by NUCAS.

2)
Applicants for studies with local admission may be granted early admission if they meet the following conditions:

A)
time of application fulfill the admission requirements and with good margin would have come in at the last recording.

B)
has a documented need for earlier response to the application for admission.

3)
Up to 30% of students at the trials with local uptake can be assigned to applicants applying for early admission.

Chapter II - Admission to basic education

§ 15. The requirement of a general admission board on a proposal from the Faculty Board itself stipulate specific professional requirements for applicants for bachelor program in Music Performance which is exempt from the general admission, cf. Regulations for admission to higher education § 3- 6.

§ 16. Ranking of applicants for studies entrance exam
1)
Applicants for the Bachelor program in music performance ranked on the basis of an entrance exam alone.

2)
Board establishes detailed rules for ranking applicants to teacher education in music and teacher training in drama, in accordance with provisions laid down in and pursuant to the Regulations for admission to higher education.

3)
Faculty Board itself determines the content and criteria for passing the entrance exam for the Bachelor's program in music performance, teacher education in music and teacher training in drama, cf. Regulations for admission to higher education § 4-7 and § 4-9 .

§ 17. Admission to higher grade
1)
It may be admitted students to the 2nd and 3rd year in the following studies:

Kindergarten / Early Childhood
Subject Teacher music
Subject Teacher drama
Nursery
The Social Education
Engineering
Social work.

2)
It may be admitted students to the 2nd, 3rd and 4th year in primary and secondary education and in teacher training step 8-13.

3)
Faculty Board / Board of Teacher Education decides each academic about to be opened for recording and how many free study it may be taken up to at each grade level.

4)
If it is opened for admission, applicants from other institutions or other study center at the University of Agder be admitted under the following conditions:

A)
applicant is registered at another institution or other study in a similar study.

B)
applicant having passed the exams according to curriculum / study or work program is necessary to enter at that level.

5)
4. paragraph applies correspondingly to internal transition between 4-year and 5-year Education on the same campus.

6)
If there are more qualified applicants than the number of available student places, rank qualified applicants after an overall assessment which also emphasize applicants justification for changing institution or campus. At approximately the same relative rank applicants on the basis of the weighted average grade for subjects in the current study. When applying for a transition between 4-year and 5-year Education rank the applicants solely on the basis of the weighted average grade.

7)
Decisions on admission are taken by the university on a proposal from the Faculty / Department of Education.

§ 18. Internal transition from one-year program for the Bachelor program
1)
Students who are registered in a year's course at the University of Agder can apply for transfer to the 2nd year of the bachelor program in the same subject.

2)
In special cases, students also seek direct transition from a one-year program at the University of Agder to the 3rd year of a Bachelor's program.

3)
Faculty Board decides each academic year the bachelor program and coal that applicants may consider, how many free study it possibly should be admitted to.

4)
student can be admitted if he / she has passed all exams in accordance with the curriculum / study or work program for the study which the applicant is applying for and register for other exams that are necessary to go in on the current level.

5)
If there are more qualified applicants than available study, applicants are ranked on the basis of the number of credits in year program. At same amount of credits applicants are ranked on the basis of the weighted average grade for courses in one-year program.

6)
Decisions on admission are taken by the university on a proposal from the faculty.

7)

Students who are admitted to the bachelor's program, you lose the right to study at the one-year program and offered admission to the Bachelor program.

§ 19. Admission to any part of the bachelor program and four-year or five-year education program
1)
Applicants must meet any requirements for progression stipulated in the curriculum / study / work program. Faculty Board / Board of teacher education may in special cases grant exemptions from the requirements progression.

2)
For admission to optional part of the first and second year of the bachelor program and in 4- and 5-year teacher education happens admission by lottery if there are more qualified applicants than available seats.

3)
Upon admission to the third year of the Bachelor program and the third and fourth years in 4- and 5-year education program applicants are ranked on the basis of the number of credits in the study program if there are more qualified applicants than available seats. At same amount of credits applicants are ranked on the basis of the weighted average grade of passed exams in the study program.

4)
Decisions on admission are taken by the university.

§ 20. Admission to basic education based on total qualifications
1)
Applicants who are 25 years or older in the year of admission may be granted admission on the basis of qualifications.

2)
Applicants should have practice the equivalent of 5 years of full time work experience. Minimum of 3 of the 5 years must be relevant to the study which the applicant is applying for. Up to 2 of the 5 years can be replaced with unpaid work, education, organizational experience or similar. For applicants who are close to fulfilling the requirement for general admission requirement may be about 5 years full time work experience waived.

3)
Applicants must demonstrate proficiency in Norwegian and English which is adequate for each program.

4)
Board determines in supplementary rules any study-specific requirements in addition to those in second and third paragraphs.

5)
Knowledge and skills must be supported by testimonials from labor and organizations, own written work, transcripts and the like. Applicants must declaration could make a satisfactory account of his own conception of what she / he thinks the study will require, and why he / she considers having good opportunities to take the program. For admission to continuing education courses with general admission as admission sets that normally no requirement for documentation of prior learning.

6)
Competent applicants are ranked in relation to other applicants for an overall assessment of the applicant's overall expertise. This assessment will be emphasized

Chapter III - Admission to the supplementary studies

§ 21. Admission for supplementary education at undergraduate level Admission shall state curriculum / study / work program.

§ 22. Ranking of applicants for supplementary education at undergraduate level
1)
Qualified applicants are ranked on the basis of the weighted average grade for the courses included in the admission application.

2)
not given additional points.

3)
event of a tie the applicants are ranked by drawing lots.

§ 23. Admission for Master and other supplementary studies at postgraduate level
1)
General admission requirements for Master stated in the Regulation for masters, established by the Ministry of Education.

2)
Board determines in supplementary rules professional basis in terms of requirements for specific subjects / courses to be included in the admission requirement Master.

3)
Admission for other supplementary studies at postgraduate level is determined as part of the curriculum.

4)
Applicants for English supplementary education and master's of education from countries outside the region must meet one of the following requirements:

A)
140 hours per year in English from Norwegian high school with a grade of 4 or better

B)
Test of English as a Foreign Language (TOEFL) with at least 550 points Paper-based test, 213 points Computer-based test and 80 points Internet-based test

C)
International English Language Testing Service (IELTS) with at least 6.0 points

D)
Other approved documentation of English proficiency at the same level.

§ 24. Professional minimum requirements for admission to Master Board may, in supplementary regulations stipulate minimum academic requirements (grade requirements) for each Master. For applicants with a grade requirement as a weighted average grade of at least C. The requirement is satisfied if the weighted average grade calculated in accordance with § 25, is 3.0 or better.
For applicants with numerical grades are required GPA of 2.7 or better.

It used common elevation rules.

§ 25. Ranking of applicants to master's programs and supplementary education at graduate level If there are more qualified applicants than the number of students, applicants are ranked on the following basis:

A)
The calculated weighted average grade for courses included in the technical basis established for each master's program.

B)
For applicants with a grade used ff. Conversion scale as a basis for calculation of weighted average: A = 5, B = 4, C = 3, D = 2, E = 1. "Pass" is given numerical value 3. Applicants with the grade "Pass" for 50% or more of the credits included in the calculation, determined weighted average grade for a judgment.

C)
is given 0.1 additional points per. years of relevant experience after graduation constituting the applicant's admission, maximum 0.2 points. It will not be given additional points for any practices that are part of the entrance requirements.

D)
event of a tie after scoring in accordance with section. Ac prioritized the underrepresented sex if these constitute less than 40% of applicants. When still a tie applicants are ranked on the basis of the weighted average grade in any subjects in the entrance requirements that are not included in the scientific basis for the current master's program, then based on the number of credits beyond the entrance requirements. At still tied scores rank applicants by drawing lots.

E)
If an applicant has multiple admission, elected the foundation that gives favorable result for the applicant.

F)
Board may establish other ranking rules for program financed by fees from the students.

G)
ranking rules of this section may be waived to the extent necessary to comply with any provisions on quotas, cf. § 5.

§ 26. Conditional admission to the supplementary studies
1)
Conditional admission may be granted to applicants who, because of documented illness or other circumstances they have no control over, does not meet the admission requirements.

2)
Unless otherwise stipulated in the regulations framework plan, applicants for study based on 120 credits or more be admitted if they are missing up to 15 credits of recording requirement. Applicants for studies that build on the bachelor's degree with a major device, you should not lack topics of specialization unit. Nor can it be granted conditional admission to applicants who can not document adequate knowledge of Norwegian and English. Any prerequisites must be met for admission to each course.

3)
not granted conditional admission to studies based on less than 120 credits.

4)
Missing courses must be passed before a certificate is issued.

§ 27. Admission to the supplementary studies on the basis of prior learning
1)
Applicants who are 25 years or older in the year of admission may be granted admission on the basis of qualifications.

2)

3)
For admission to studies based on one year of higher education or more, it is normally required that the applicant can demonstrate the learning outcomes based on written assignments as a result of their work experience.

4)
To replace one year of study requires relevant work experience equivalent to 100 percent position for at least three years. If part of the activities not considered relevant based on the criteria in the second paragraph, the demand for scope. If validation on the basis of work experience to replace parts of the admission requirement for graduate study, the work experience will be from management positions or other positions with independent responsibility.

5)
Applicants must demonstrate sufficient knowledge and skills in Norwegian and English.

6)

7)
If the written documentation does not provide sufficient basis for an evaluation of the applicant's prior learning, the applicant called for interview. Department, or an academic staff appointed by the Head of Department, will participate in the interview.

8)
Competent applicants are ranked in relation to other applicants for an overall assessment of the applicant's overall expertise. There should be a written statement from the faculty who have professional responsibility for the program that you are applying to before decisions are made.

Chapter IV - Admission to teacher training

§ 28. Admission
1)
Admission emerges from the curriculum or regulation to a national curriculum for teacher training. Applicants subject disciplines must have at least one teaching with a scope of at least 60 credits which UiA offers didactic.

2)
It may be granted conditional admission to applicants with master's degree in technology which lacks up to 15 credits in the subject taught. It will not be granted conditional admission to teacher training beyond this.

§ 29. Ranking of applicants for teacher training in general subjects Qualified applicants are ranked according to the following criteria in order of priority:

1.
Completed degree from a university or college where a higher degree precedes undergraduate degree.

2.
Applicants with 2 or more teaching subjects of 60 credits or more, there UiA offers didactic, outrank applicants with one teaching.

3.
Total credits incl. Exams in application semester where censorship has not fallen upon admission. Passing the exam must be documented by the stipulated deadline.

§ 30. Ranking of applicants for teacher training in vocational Qualified applicants are ranked according to the following criteria in order of priority:

1.
Applicants with documented employment in terms of high school according to the provisions of the law on primary and secondary education

2.
Months work experience beyond the admission requirement

3.
ECTS beyond those which may be contained in the applicant's admission.

By continuing ties to rank applicants by drawing lots.

§ 31. Admission to teacher training on the basis of prior learning
1)
For admission to teacher training in general subjects, § 27 accordingly.

2)
For admission to teacher training in vocational, § 20 accordingly.

Chapter V - Admission to externally financed postgraduate

§ 32. Admission
1)
Applicants must comply with regulations relating to higher education. The Board may, in special cases, on a proposal from the Faculty Board / Board of teacher education, determine other entry requirements. Admission shall be specified in the curriculum or course description.

2)
Decisions on admission are taken by the university on a proposal from the faculty.

§ 33. Ranking
1)
If there are more applicants than study, applicants are ranked on application date.

2)
If a program or course is funded by an employer, applicants are ranked by the principal.

Chapter VI - Admission to individual courses

§ 34. Applicants must comply with regulations relating to higher education. In addition, any additional requirements for admission to a study topics contained and any prerequisites to the topic being met. Upon admission to individual courses taught in English or another foreign language, there is no requirement for proficiency in Norwegian.

§ 35. Ranking If there are more applicants than study, applicants are ranked on application date.

§ 36. UNG scheme Pupils in secondary schools in special cases may be addressed to individual courses. The Board establishes detailed rules for the scheme. Students who pass the examination, given not count for credits before they have achieved general admission.

Chapter VII - Admission to the preparatory course for engineering

§ 37. Admission
1)

Applicants must meet one of the following requirements:

A)
Vg1 and Vg2 from other areas of study in high school than Studies

B)
Completed high school with general admission

C)
Primary and at least 5 years full time experience or a combination of high school and practice.

2)
Applicants with education from outside the Nordic countries must document knowledge of Norwegian with minimum Norwegian Test 3 written and oral.

§ 38. Ranking
1)
Applicants are ranked in the following groups:

1.
Applicants completed Vg1 and Vg2 from other areas of study in high school than general education programs, applicants with approved certificate or journeyman's examination and applicants with general admission

2.
Applicants who have completed elementary school and at least 5 years of practice, or a combination of work experience and secondary school education totaling five years

2)
Each group receives a share of student places corresponding to the proportion of applicants. Within each group, the applicants are ranked on the basis of average grade from respectively. high school and elementary school, multiplied by 10.

3)
are given additional points for up to 3 years of professional experience with 0.3 points each. month for 100% position. As work experience is also considered military service or civilian service, care in the home and schooling beyond the minimum requirement. Presented a certificate or journeyman's certificate provides two additional points. By equal points prioritized the underrepresented gender.

Chapter VIII - Entry into force and repeal of other regulations. Exemptions

§ 39. Entry into force and repeal of other regulations Regulations come into force as of admission for the academic year 2014-2015. The same time the following regulations:
Regulation of 14 December 2005 no. 1749 on local admission to study at undergraduate level at the University of Agder
Regulation of 14 December 2005 no. 1750 for admission to master's programs and postgraduate studies at the University Agder.

§ 40. Exemptions Admission to joint degrees may in the curriculum or in a separate agreement stipulated that the admission must be made according to admission regulations at a partner institution.
For admission to courses offered under the auspices of the University Centre in Svalbard, special rules apply.
