1.
Construction of exit must not be undertaken without the written permission of the regional roads department for national and county roads and the municipality for municipal roads.

When it comes to highway or county road that are maintained by the municipality, the Regional Road Office entrust to the municipality to authorize the exit.

Applications for exit submitted to the municipality in terms of municipal roads and national highways and county roads that municipality keeps alive. For other roads and county roads application is sent to the Regional Road Office in the county. The application must identify which properties should use exit road and whether some of these properties operated commercial activity that entails particular traffic or regular transport by trucks. The application submitted drawing or sketch with an indication of the scale.

For new exits from the highway following applies:

The exit must not be higher than the road edge (the edge of the public road). On the first 2 meters from the edge of the road should exit having a steady decline of 5 cm. Under special difficult conditions on filling the Regional Road Office accept that the length 2 meters from the edge of the road reduced to 1 meter and with steady fall of 3 cm.

In the nearest 50 meters from the public road should exit road have maximum rise (fall) of 1: 8. By the fall against the public road must exit constructed and maintained so that it does not manage storm water or mud onto public roads.

The exit must be built so that's good record in an intersection and so it causes the least possible inconvenience for traffic on the public roads. If possible, the exit laid perpendicular to the public road.

The Regional Road Office may require that facilities and plants that obstruct visibility in an intersection, are removed without compensation. Is the exit to use for roads open to public traffic, getting the Public Roads provisions on free view at an intersection application (Act § 29, fourth paragraph, § 30, § 31).
The interconnection between the exit side edges and the public road nearest roadway edge is rounded with a circle. Circle radius is determined by the Regional Road Office in each case having regard to the use of exit and other circumstances. The radius should normally be at least 4 meters.

Regional Road Office may decide that instead of the pipe will be built culvert of stone or concrete (or slab of concrete or steel on stone-walled castings or stringers). Unless Regional Road Office decides otherwise, shall culvert having an inside width and height of at least 0.3 meters. If the Regional Road Office deems it necessary, it can give special instructions on how culvert should be founded.

Pipes or culvert laid so that the roadside ditches are not damaged and that the ditch water will flow freely.

If exit is access to the garage, business or outbuilding or regularly used for driving, it must be outside the road area aligned turnaround so reversing out on the road avoided.

The Regional Road Office may give further instructions concerning the design and construction of the junction and can set specific conditions for permission to exit. Under special circumstances the Regional Road Office make exceptions to the rules above. It may also decide that other measures will be used than those in these regulations are defined as maximum and minimum.

The provisions of paragraphs 3-7 apply also exits in accordance with avkjørsels- or zoning.

Both new and older exits from highway following applies:

Exits with pipes or culverts shall be maintained by the landowner or user, irrespective of who has built or paid for the exit.

If the roadway as a result of remedial work is being raised or lowered, the owner / user arrange the necessary connection to the ground by NPRA guide. Possible Another drawback to the exit by NPRA maintenance or repair work is NPRA irrelevant.

If at the exit with pipes or culverts malfunctions occur that are not corrected within a time limit which the Regional Road Office determines, the Regional Road Office let exit interrupt or block or allow defects to be rectified for their bill. The same goes for facilities or plants described in paragraph 4, is not removed by order of the Regional Road Office.

The Regional Road Office may require that facilities and plants that obstruct visibility in an intersection being removed without compensation in accordance with Section. 4, second paragraph. In addition to the provisions of paragraphs 9-11 apply otherwise for older exits still the other requirements as may be set for the authorization.

After the Regional determination in each case on the basis of prescribed conditions for exit permission or on the basis of the Public Roads § 41, also rules in paragraphs 3-6 wholly or partially apply to older exits.

When permission to exit is given on the condition that the owner or user is obliged to make such a transfer as NPRA deems necessary, the owner or user does not request compensation for expenses for changing or moving as regional roads department imposes.

The same applies if the exit permit is only granted for a limited use, and Regional Road Office finds it necessary to put alteration or removal as a condition for any other use of exit.

14.
For exit from county applies the provisions of paragraphs 3-13 equivalent unless otherwise determined by the county.

15.
For exit from municipal road, the provisions of paragraphs 3-13 equivalent unless otherwise determined by the municipality.

The decisions by the above rules conferred on regional roads department, are for municipal roads hit by the municipality or the municipality determines.
