1. The allocation and application of subsidy 1.1.
The Ministry allocates each year a framework grants to the individual tilskuddsberettigede distance learning institution. The main basis for the calculation of the frame is the number of tilskuddsberettigede study hours by the individual institution the three years before the final the previous year. With the conducted training will mean that at least 3/4 of the total number of normed study hours and associated tasks/activities are completed.

1.2. the subsidy to be applied to the Frame rate reduction for the participants and training initiatives that help to ensure a wide and varied nationwide distance learning offers and adult education with high academic and educational quality. 

Transitional 1.3.
The Ministry may provide grants to the newly established institution after a discretionary assessment in a transitional period of three years.

II. The regulation will take effect 1. January 1993.
