Adopted by the CAA on 23 August 2001 pursuant to the Law of 11 June 1993 No.. 101 aviation (Aviation Act) § 5-1 and § 5-3, ref. Delegated Decision of 10 December 1999 no. 1273.

1. purpose

Purpose of this regulation is to set medical requirements for persons applying for aviation certificate and -Property for gliders, ultralight, free balloon and cabin crew.

2. scope

Regulations apply medical claims at issue, revalidation and renewal of aviation certificates and -Property for glider pilots, micro pilots, drivers of free balloon and cabin crew.
Regulations set further requirements for the subsequent control of the certificate holder's suitability for the service he will perform.

3. General provisions

3.1.
form

Upon issuance, revalidation and renewal of a medical certificate to aviation certificates and card, joining the doctor shall, after he has examined the applicant provide a declaration on the form as described in BSL C1-2 point 5.1.

3.2.
documentation

Before medical examination the applicant must provide proof of identity, and the form as described in BSL C1-2 Section 5.1 give a statement about his health, and confirm the information by signing in doctor's viewing.

3.3.
Information requirement

The applicant shall be informed that he is obliged to provide full information. If the doctor becomes aware that the applicant has given incorrect information, the physician should notify the Civil Aviation Authority.

3.4.
investigation

The requirements of these regulations are not sufficiently specified to suit individual circumstances.
Many decisions about the applicant's suitability must therefore be left to the examining physician's judgment. This evaluation will take into account the outcome of the full aero-medical examination conducted in accordance with sound medical practice. The requirements for the type certificate and under what conditions the applicant shall perform their service should also be taken into consideration.

3.5.
Gorgeous

If the applicant does not meet certain requirements of the Directive, he may, on special report and assessment is approved under the condition that it be compensated for the medical defect expelled skill, training and experience and without compromising safety.

3.6.
Requirements for extending the medical certificate

When extending the medical certificate, the same medical requirements at issue.

4. General health

The medical assessment of the applicant should be based on the results arising from the survey built on:

A)
physical and mental health

B)
visual requirements

C)
color perception requirements

D)
hearing requirements.

5. Physical and mental health

5.1.
General

The applicant shall show no symptoms or signs:

A)
congenital or acquired defect or blemish

B)
active, latent, acute or chronic dysfunction

C)
injury or condition as a result of surgery that may result in the applicant is not able to perform the service in a safe way or perform another service certificate entitling them to.

5.2.
Contingencies

The applicant shall show no signs of illness or disability who suddenly may cause the service to which the certificate entitles to, can not be done safely.

5.3.
Mental conditions and nervous system

5.3.1.
Illness The conditions mentioned below may cause the applicant will not be able to perform the service in a safe manner:

A)
psychosis

B)
alcoholism

C)
other forms of abuse of stimulants or anesthetics

D)
personality of a serious nature

E)
mental abnormality or neurosis.

This may cause incapacitation.

5.3.2.

The applicant must not have some of the fractures or clinically diagnosed diseases mentioned below:

A)
active or latent disease of the nervous system

B)
epilepsy or increased risk of other convulsive states

C)
disturbances of consciousness or loss of consciousness without satisfactory medical explanation.

D)
serious brain or head injuries

5.4.
Heart and circulatory organs

5.4.1.
Congenital or acquired hjerteabnormitet which may cause the applicant is not able to perform the service in a safe manner, entails unfitness. Studied heart attack entails unfitness.

5.4.2.
Untreated blood pressure should be within the normal range (<160/90 mmHg).

5.4.3.
Blodtrykksforhøyelse as adequately controlled with drug therapy can be approved by a special assessment by the AMS.

5.4.4.
Significant functional or anatomic abnormality in vascular causes incapacitation.

5.5.
lungs

5.5.1.
Random or permanent reduction in lung function as the air service can provide respiration entails unfitness. The same applies to active disease of the lungs, pleura or mediastinum. X-ray examination of the thorax can doubt the case required to be done in addition to the mandatory requirement.

5.5.2.
Reduced lung volume due to thoracic injury or surgical procedure that can lead to respiratory distress under air service entails unfitness.

5.5.3.
Active pulmonary tuberculosis causes incapacitation.

5.6.
Abdomen, stomach and intestinal canal

5.6.1.
Disease with significant disturbance of the stomach and intestines or associated bodies function entails unfitness.

5.6.2.
Sequelae of disease or surgical intervention in the gastrointestinal tract and associated organs that can cause incapacitation under air service, especially passage obstruction due to calculi, stricture, compression or volvulus, entails unfitness.

5.6.3.
Hernia with risk of impingement entails unfitness.

5.7.
Metabolic and endocrine organs

5.7.1
Momentous metabolske-, nutritional and endocrine disorders entail unfitness.

5.7.2.
Diabetes treated with antidiabetic drugs entails unfitness.

5.8.
Blood and lymphatic system

5.8.1.
Diseases of the blood and blood-forming organs that can lead to service can not be performed in a safe manner, entails unfitness.

5.8.2.
Spleen Enlargement and generalized or local lymphadenopathy entails unfitness.

5.9.
Kidneys, urinary tract and genitals

5.9.1.
Symptoms of severe disease of the kidneys, urinary tract or genitals entails unfitness. Urine should not contain elements that are judged to be an expression of disease that put aviation safety at risk.

5.9.2.
Condition resulting from illness or surgery to the kidneys and urinary tract that can cause incapacitation, in particular passage obstruction caused by calculi, stricture or compression, entails unfitness.

5.9.3.
Condition after nefrectomi without hypertension or uraemia does not entail unfitness.

5.9.4.
An applicant who has had syphilis, must submit proof of completion of treatment with satisfactory results.

5.9.5.
Severe menstrual disorders that are inaccessible to treatment and that may result in air service can not be performed in a safe manner, entails unfitness.

5.10.
pregnancy

5.10.1.
Pregnancy causes temporary incapacitation.

5.10.2.
Until the end of the 26th week of pregnancy may be granted permission to perform air service, if the applicant demonstrates to the AMS in the CAA that regular prenatal care is carried out and that the pregnancy proceeds normally.

5.11.
Musculoskeletal System

Disease of the bones, joints, muscles or tendons of a serious nature and significant congenital or acquired dysfunction in target organs, entails unfitness.

5.12.
eyes

Active disease of the eyes, adjoining structures and in the eyes movement apparatus that could lead to disturbance of visual function that the service can not be performed safely, entails unfitness.

5.13.
Ear, nose and throat disorders

5.13.1.
There must be free air passage through the nostrils.

5.13.2.
The applicant shall have no clinically diagnosed condition as mentioned below:

A)
active pathological process in the inner ear or middle ear. Simple dry perforation of the eardrum does not entail unfitness

B)
permanent passage barrier in tuba Eustachii

C)
disorder vestibular

D)
severe deformity or disease of the oral cavity or upper respiratory tract

E)
speech impediment or stuttering.


6. Visual Requirements

6.1.
The applicant shall have normal vision.

6.2.
The applicant must have a visual acuity (remove) in each eye separately, with or without correction, which is not worse than 6/12 (20/40, 0.5). If the minimum allowable visual acuity can only be achieved with the correction, the applicant may be approved under the condition that all the following requirements can be met:

A)
applicant's visual acuity without correction in each eye separately are no worse than 6/60 (20/200, 0.1)

B)
eye refraction in akkomodasjonshvile not exceed ± 5 diopters in any meridian. Applicants with refraction from -5 to -8 diopters can be approved if the visual acuity correctable to 09/06 in each eye

C)
correction glasses worn during service execution

D)
the necessary correction does not cause double vision

E)
corresponding spare glasses accepted and are immediately available for use.

6.3.
The applicant shall, with or without correction could read font with letter size N5 in an applicant selected distance between 30 and 50 cm and font with letter size N14 at a distance of 100 cm.

6.4.
Fulfilled the requirement for near vision in accordance with Clause. 6.2 using correction glasses, such are immediately available and used when the service requires.

6.5.
The requirement for visual acuity for near and far to be achieved by the use of a pair of correction glasses if correction is necessary. Contact lenses can be used when the requirement for visual acuity met.

6.6.
Significant impairment of eyes movements that could cause the service can not be performed in a safe manner, entails unfitness.

6.7.
Applicants who hold a velkompensert congenital or early acquired spontaneous diplopia (double vision) in other than primary gaze direction may be approved after special assessment of Medical Board for pilots.

7. Color Sense Requirements

Sail Pilots, micro pilots and drivers of free balloon shall have normal color perception. Color Sense requirement does not apply to cabin crew.
Normal color perception exists when Ischiharas color boards read without error. Applicants who do not have normal color perception may be approved when study with anomaloscope shows that fargesansdefekten is an easy prot- or deuteranomali with sharp setting and without increased fatigue with negligible increased contrast and when sample with color lantern approved by the Civil Aviation Authority performed successfully.
Applicants who do not meet color perception requirement may be approved subject to certain conditions set by the CAA.

8. Hearing Requirements

The applicant shall, quiet room with their backs facing the examining doctor perceiving common speech at 2 m distance.

9. Exemptions

CAA may, on special grounds, grant exemptions from the provisions of this regulation.
When an exemption is granted, the Civil Aviation Authority establish the necessary operational restrictions in the privileges.

10. Appeals

Individual decisions regarding medical certificates made by the Civil Aviation Authority pursuant to these regulations may be submitted to the Health Directorate in accordance with the Public Administration.
Other decisions taken by the Civil Aviation Authority pursuant to these regulations may be appealed to the Ministry of Transport.
Complaint sent via the CAA, acc. Administration.

11. Penalties

By violation of these regulations come penal provisions for the Aviation Act Section 14 applies.

12. Commencement

This regulation comes into force immediately.
From the same date, the Regulations of 23 January 2000 no. 104 on medical requirements for glider pilots, drivers of free balloon, flytelefonister and cabin crew (BSL C 1-3) and Regulation of 20 December 2000 no. 1631 amending the Regulation the medical requirements for glider pilots, drivers of free balloon, flytelefonister and cabin crew (BSL C 1-3).
