Short Title
Regulations on medical claims, BSL G 2-5

Established by the Civil Aviation Authority on 18 June 2002 pursuant to the Act of 11 June 1993 no. 101 of the Aviation (Aviation Act) § 7-29, cf.. Delegated Decision of 10 December 1999 no. 1273.

purpose

Purpose of this regulation is to ensure that AFIS- and HFIS proxies / operators have such health that they are capable of safeguarding air safety in a satisfactory manner.

scope

This regulation deals with health requirements for certification / authorization of AFIS- and HFIS proxies / operators.

General

3.1
Before issuance of certification and / or authorization AFIS- and HFIS proxy / operator and at any time to be entitled to exercise the services an issued authorization authorizations, he shall be in possession of a valid medical certificate. This should be based on a medical examination that makes it possible to judge whether the person meets the medical requirements to be met by whoever holds the authorization.

If a AFIS- or HFIS proxy / operator has prepared himself for medical examination for getting their medical certificate renewed and permissible boyfriend's validity expires before he receives the renewed certificate is considered valid medical certificate to exist unless the person of the study are made aware that he meantime please refrain from service because additional investigations to take place, or for other reasons.
The medical examinations to be performed by a doctor appointed by the Aeromedical Section, Civil Aviation Authority.

3.2
AFIS- or HFIS proxy / operator shall conducted medical examinations meet the following medical requirements:

overall health

B)
visual requirements

C)
color perception requirements

D)
hearing requirements

Ref. Section. 4 through 7.1.

3.3
Issuance of medical certificate made by the CAA at Aeromedical Section.

3.3.1
Upon issuance of a medical certificate shall be next to it arising from the medical examination also take into account any individual matters relevant for the assessment, as well as the conditions under which the applicant intends to carry out his ministry, ref. Section. 3.9.2.

3.4
Before the examination, the applicant in the prescribed form a declaration about their own health, as well as confirm the information by signing in doctor's viewing.

3.4.1
The applicant shall be informed that he is obliged to provide full information.

3.4.2
Your doctor should by conducted survey declaration on the prescribed form which, together with the applicant's declaration submitted to the AMS.

3.5
Initial Exploration

3.5.1
Before withdrawal to training AFIS- or HFIS proxy / operator, the applicant shall have undergone medical examination and meet the medical requirements that Regulation sets, ref. Section. 4.

In addition to the general survey should be conducted electrocardiogram at rest, audiogram and color perception test.

3.6
renewals

3.6.1
Renewal of the medical certificate shall be made in good time before the expiry date and implemented as described in section. 3.1 - 3.4.2. In addition it indicates audiogram and ECG as indicated below:

3.6.2
Doctor Approved Stens validity

Medical certificate issued with validity, indicated in months, as follows:

3.7
Special duties

3.7.1
Holder of authorization AFIS- or HFIS proxy / operator shall not render service when it is occurred change on health as he has to understand means that the medical requirements are no longer fulfilled or does the person unfit to perform the service with the necessary security.

AFIS- or HFIS proxy / operator must report the relationship to their immediate superiors. The case reported through the official channels to the AMS, the Civil Aviation Authority.

3.8
Extraordinary examinations

3.8.1

Upon notification from AFIS- or HFIS proxy / operator as mentioned in paragraph. 3.7.1, or if otherwise in doubt whether he fulfills the medical requirements and the case is not considered to be of a temporary nature, can the CAA require them prepared for the control study.

3.8.2
CAA by Aeromedical Section may when it deems it necessary, require performed required additional studies.

General health

4.1
The applicant shall not exhibit signs of disease or disability that may result in service can not be performed in a safe manner:

A)
congenital or acquired defect or blemish

B)
active, latent, acute or chronic dysfunction

C)
injury or condition due to surgery which may cause the applicant is unable to perform the service in a secure manner.

4.2
Mental conditions and nervous system

4.2.1
Current or previous medical condition as mentioned below, and which may cause the applicant is unable to perform the service in a safe manner, involving incapacity:

A)
psychosis

B)
alcoholism

C)
other forms of abuse of stimulants or anesthetics

D)
personality of a serious nature

E)
mental abnormality or neurosis.

4.2.2
The applicant shall have no anamnestic or diagnosed disease as mentioned below:

A)
active or latent disease of the nervous system

B)
epilepsy or increased risk of other convulsive states

C)
disturbance of consciousness or loss of consciousness without satisfactory medical explanation

D)
serious brain or head injuries.

4.3
Heart and circulatory organs

4.3.1
Congenital or acquired hjerteabnormitet that could cause the applicant is not able to perform the service in a safe manner, entails unfitness.

4.3.2
Untreated blood pressure should be within the normal range.

4.3.3
Blodtrykkforhøyelse as adequately controlled with medicines, can be approved by a special assessment by the AMS.

4.3.4
Significant functional or anatomic abnormality in vascular causes incapacitation.

4.4
lungs

4.4.1
Current or permanent reduction in lung function, active disease of the lungs, pleura or mediastinum that may result in the applicant is not able to perform the service in a safe manner, entails unfitness.

4.5
Abdomen, stomach and intestinal canal

4.5.1
Disease with significant disturbance of the gastrointestinal tract or its organs function, causes incapacitation.

4.6
Metabolic and endocrine organs

4.6.1
Momentous metabolske-, nutritional and endocrine disorders entail unfitness.

4.6.2
Diabetes is satisfactorily treated without antidiabetic drugs (insulin or oral hypoglycemic agents) does not entail unfitness. Diabetes treated with insulin or tablets (oral antidiabetics) entails unfitness.

4.7
Blood and lymphatic system

4.7.1
Diseases of the blood and blood-forming organs that can lead to service can not be performed in a safe manner, entails unfitness.

4.8
Kidneys, urinary tract and genitals

4.8.1
Significant disease of the kidneys, urinary tract or genitals entails unfitness.

4.9
gestational

4.9.1
Pregnancy documented to proceed normally with regular prenatal care does not lead to incapacitation. Illness during pregnancy causes unfitness.

4.10
Musculoskeletal System

4.10.1
Diseases of bones, joints, muscles or tendons of severe functional art, as well as significant congenital or acquired dysfunction in target organs, entails unfitness.

4.11
eyes

4.11.1
Active disease of the eyes, adjoining structures and in the eyes movement apparatus that could lead to disturbance of visual function that the service can not be performed in a safe manner, entails unfitness.

4.12
Ear, nose and throat disorders

4.12.1
The applicant shall have no significant dysfunction of the organs mentioned below:

A)
nostril

B)
eardrums, middle ear and inner ear

C)
tuba Eustachii

D)
vestibularisapparatet

E)
mouth and upper airways.

4.12.2
Voice Error or stuttering entails unfitness.

5
Visual Requirements

5.1
The applicant shall have normal vision.

5.2
The applicant must have a visual acuity (remove) in each eye separately, with or without correction, which is not worse than 6/12 (20/40, 0.5). If the minimum allowable visual acuity can only be achieved with the correction, the applicant may be approved on condition that the following requirements are met:

A)

Applicant's visual acuity without correction in each eye separately, not inferior to 6/60 (20/200, 0.1)

B)
eye refraction akkomodasjonshvile not exceed 5 to -8 diopters in any meridian

C)
correction glasses worn during service execution

D)
the necessary correction does not cause double vision.

5.3
The applicant must with or without correction, read Schiøtz 0.40 m at a distance between 30 and 50 cm and Schiøtz 1 m at a distance of 100 cm.

5.4
The requirement for visual acuity for near and far to be achieved by the use of a pair of correction glasses if correction is necessary.

5.5
Significant impairment of eyes movements that could cause the service can not be performed in a safe manner, entails unfitness.

5.6
Applicants who hold a velkompensert congenital or early acquired spontaneous diplopia (double vision) in other than primary gaze direction may be approved after special assessment by the AMS.

Color Sense Requirements

6.1
The applicant shall have normal color perception. Normal color perception exists when Ishihara test read without error.

6.2
Applicants who do not have normal color perception may be approved when sample with color lantern approved by the Civil Aviation Authority performed successfully.

7
Hearing Requirements

7.1
The applicant is required:

A)
hearing be screened on each ear, not be reduced by more than 35 dB at frequencies 500, 1,000, and 2,000 Hz, and no more than 50 dB at 3000 Hz.

B)
if the applicant does not meet the above requirements, approval may be granted on condition that: the applicant with his back facing the examining doctor to understand normal speech at 2 m distance on each ear, in a room where background noise is less than 50 dB.

Exemptions

8.1
In all examinations following the first survey will AFIS- and HFIS proxy / operator normally satisfy the medical requirements set for the initial issue.

CAA may grant exemptions from some of the medical claims when their skill, experience and duties assessed collected indicates that service will be conducted with the necessary security.

8.2
CAA can if there are special reasons, at the request of AFIS representative's employer, postpone renewal of the medical certificate for a shorter period, if this is safe unobjectionable.

Appeals

Individual decisions by the CAA pursuant to these regulations may be appealed to the Norwegian Board of Health in accordance with the Public Administration.

Penalties

By violation of these regulations come penal provisions for Aviation Act Chapter XIV apply.

Commencement

This regulation applies from 1 August 2002.
From the same date, the Regulations of 21 October 1998 no. 995 on medical requirements for AFIS- and HFIS proxy / operator.
