Having regard to Article 70 of the Law on Primary Education and Article 4 of the other OCW subsidies Act ;

The Minister may grant a grant to a competent authority for the promotion of yield-directed work in a start-up group, in which the provision of pre-school education is carried out by means of yield-oriented work as part of a continuous line of learning from the start group up to and including the school.

Article 4. Application for the grant of aid [ Expestablished per 01-08-2018]

  • 1 An application for the grant of aid for the school year 2011-2012 may be submitted by a competent authority in respect of one or more of its schools which is not a language or an arithmetic school, and is not a weak or very weak school. The application will be made using the appropriate format as published on www.duo.nl. The application shall be accompanied by:

    • a. A declaration of intent of the municipality and the holder of a playroom or children's centre using the appropriate format as an annex to the format, referred to in the introductory wording, and

    • b. a document establishing a joint cooperation view of the competent authority of the school and the holder of the playroom or the holder of the children's centre for at least the school years 2009-2010 and 2010-2011.

  • 2 An application for the grant of subsidy for the school years 2012-2013, 2013-2014 and 2014-2015 may be submitted by the competent authority of the school in respect of which grant was granted for the school year 2011-2012. The application shall be accompanied by the progress report provided for in Article 13 (4) .

  • 1 An application, for the purpose of Article 4, first paragraph , to be received by the Minister before 1 September 2011. Applications received before 1 September 2011 but do not meet all the requirements applicable to the application and applications received by the Minister later than 31 August 2011 shall be rejected.

  • 2 An application, referred to in Article 4, second paragraph , to be received by the Minister before 1 June 2012. Applications received before 1 June 2012 but do not comply with all the application requirements, and applications received by the Minister later than 31 May 2012 shall be rejected.


Article 6. Activities to be subsidised [ Expated by 01-08-2018]

  • 1 The grant shall be granted for:

    • a. the commitment of a member of staff of the competent authority of the school in the start-up group as a leading preschool education;

    • b. developing the manner in which the start-up group takes shape to produce yield-oriented works;

    • c. the training of the pre-school education and professional education facilitator in the yield-oriented work with children aged two or three years;

    • d. guidance from the school's director, school teachers, accompanist preschool education and professional strength preschool education for the cohesion of preschool education and educational supply at the school, to include in the school, How to achieve a continuous line of learning;

    • e. the costs related to the study report of the person receiving training referred to in subparagraph (c) and as referred to in the second paragraph; and

    • f. the cost of 1 part-day in connection with the use of professional education in schools which are not already remunerated by the municipality.

  • 2 The grant for the 2011-2012 school year shall also be provided for:

    • a. The training, which was completed before 1 December 2011, of the preschool education attendant and the Principal of the School, specifically aimed at the development of children of 2 or 3 years;

    • (b) the training provided for in: Article 4, third paragraph, of the Decision basic conditions quality preschool education , which is finalised before 1 December 2011, of the person in respect of whom the grant recipient intends to operate it as a pre-school education facilitator.


Article 7. Subsidy Amount [ Expired by 01-08-2018]

  • 1 The amount of the subsidy for the school year 2011-2012 is € 61,128 per school,-.

  • 2 The total subsidy amount for the school years 2012-2013, 2013-2014 and 2014-2015, is € 153,384 per school,-.

  • 3 The amount of subsidy for the 2015-2016 school year is € 51.128 per school,-.


Article 8. Grant Aid [ Expired by 01-08-2018]

  • 1 Where applicable, not to the activities specified in Article 6 , part of the subsidy for the school year 2011-2012 may, provided that those activities have been fully implemented, be spent in the school year 2011-2012 on other activities of the competent authority for which funding is granted.

  • 2 It may not be intended for the activities referred to in Article 6 , adding part of the 2012-2013 to 2015-2016 school years grant may, provided that those activities have been fully implemented, be spent in the school years 2014-2015 and 2015-2016 on other activities of the competent authority for which Financing is granted.


Article 9. Grant school allocation criteria 2011-2012 [ Expaed by 01-08-2018]

  • 1 By means of a draw by a notary after 1 September 2011, the competent authorities of authority shall be determined to grant the Minister a grant for the school year 2011-2012. By category as referred to in paragraph 2, the order of precedence of applications which meet all the requirements for the application shall be in the order of the draw. Grants shall be awarded per category in accordance with that ranking and with due regard to the maximum number of schools referred to in paragraph 3.

  • 2 For the draw, the following categories of applications are distinguished:

    • a. Applications in respect of a school in the municipality of Almere;

    • b. Applications to a school in the municipality of Amsterdam;

    • Applications for a school in the City of The Hague;

    • d. Applications for a school in the municipality of Rotterdam;

    • e. Applications to a school in the commune of Utrecht;

    • f. applications in respect of a school in a municipality with a population of 100 000 or more on 1 January 2011, other than a municipality as referred to in points (a) to (e) and other than a municipality in the crimpreregions, intended for the purpose of parts i, j and k;

    • g. Applications for a school in a municipality with a population of between 30,000 and 100 000 on 1 January 2011, other than a municipality in the Crimean regions, as referred to in parts (i), (j) and (k);

    • h. Applications for a school in a municipality with less than 30,000 inhabitants on 1 January 2011, other than a municipality in the Crimean regions, as referred to in parts (i), (j) and (k);

    • i. apply to a school in the krimpregio north-east Groningen;

    • j. Applications to a school in the krimpregio Parkstad of Limburg;

    • k. Applications for a school in the krimpregio Zcentury-Flanders.

  • 3 The maximum number of schools for which grant is provided is:

    • -by category referred to in the second paragraph, points (a) to (e), two schools,

    • -for the category referred to in paragraph 2 (f), nine schools, with a maximum of one school per municipality,

    • -for the category referred to in paragraph 2 (g), five schools, with a maximum of one school per municipality,

    • -for the category referred to in paragraph 2 (h), three schools, with a maximum of one school per municipality,

    • -by category, referred to in the second paragraph, points (i) to (k), a school.


Article 10. Second draw grant school year 2011-2012 [ Expired by 01-08-2018]

If, following the drawing lots, are: Article 9 , no subsidy may be granted for the maximum number of schools referred to in Article 9, third paragraph, a second draw may be made by a notary for the grant of subsidy for the school year 2011-2012. This second draw shall be drawn up by the competent authority bodies, which shall not be awarded a grant following the drawing of the drawing lots provided for in Article 9. The ranking of the applications shall take place in the order of the draw. In accordance with that ranking, the subsidy is to be granted.


Article 11. Distribution criteria grant school years 2012-2013 to 2015-2016 [ Expandes by 01-08-2018]

Grant for the school years 2012-2013 to 2015-2016 may be provided only if from the progress reporting, intended Article 13 (4) In the Minister's view that sufficient progress has been made and sufficient results have been achieved.


Article 12. Subsidy/subsidy [ Expr] by 01-08-2018]

The Minister shall decide within 13 weeks after the expiry of the application deadlines, Article 5 , on an application for the grant of subsidy, by a decision providing both the granting and the determination of the grant.


Article 13. Subsidy Obligations [ Expats per 01-08-2018]

  • The grant recipient:

    • a. put resources of the funding on the basis of the Law on primary education to promote the connection of the start-up group to groups 1 and 2 of the primary school, for the benefit of early school education;

    • b. to cooperate in research into the proceeds of the start-up group.

  • 2 The grant recipient shall also, in collaboration with the municipality, the holder of the playroom or the children's centre, ensure that:

    • a. the activities specified in: Article 6, first paragraph, points (a) to (e) , are executed;

    • b. each school year shall be a starting group for the duration of the grant application, which shall meet the following requirements:

      • 1 ° the offer in the starting group shall comprise at least five daily parts per week of not less than 2,5 hours or a minimum of 12,5 hours per week,

      • 2 ° the starting group is accompanied by a single professional force education and one accompanist preschool education,

      • 3 ° in the start group shall be directed to yield, according to the means specified in Article 6, first paragraph, part b ;

    • c. the shared vision and goals for the school's continuous line, nurseries and children's centre, are reflected in the activities within the starting group and groups 1 to 3 of the primary school;

    • d. there is agreement on the manner in which the direction is carried out in respect of the start group;

    • e. make use of each other's expertise to the director, teachers of school, vocational education and training for education and training.

    • f. the commitment from the competent authority of the school of a pre-school teacher does not lead to the sum of the number of hours of pre-school education provided by the individual centre of the school of children in the centre or the playroom. vocational training in pre-school education of the children's centre or the nursery school is lower than the sum of that number of hours before 1 September 2011.

  • 3 The person receiving subsidy for the 2011-2012 school year also provides care for the activities, intended Article 6, second paragraph On the understanding that the activity referred to in Article 6 (2) (b) is not mandatory if the recipient of the grant recipient of his work as a pre-school education supervisor is already in compliance with the requirements of Article 6 (2) of the EC Treaty. conditions laid down in Article 4, first, second and third paragraphs, of the Decision on basic conditions of quality preschool education.

  • 4 The person receiving a grant for the school year 2011-2012 shall forward a progress report to the Minister before 1 June 2012 using the appropriate format published on www.duo.nl.

This arrangement shall enter into force from the day following the date of issuance of the State Official Gazette in which it is placed and expires with effect from 1 August 2018.
