The Minister for Wons and National Service,
Having regard to the Article 3, first paragraph , and 4, first paragraph, parts (a), (b), (d) and (f) of the framework law other BZK grants and the Article 6, fifth paragraph, part b, seventh paragraph , 8, first and second members , and 14 of the BZK Framework Decision ;
Decision:
For the purposes of this arrangement:
a. Minister: Minister for Wons and Rijksdienst;
b. Commission: Commission of the European Communities;
c. De minimis Regulation 1998/2006: Regulation (EC) 1998/2006 of the Commission of the European Communities of 15 December 2006 on the application of Articles 87 and 88 of the Treaty to de minimis aid (PbEU L379), or later in the place of European legislation
The Minister may grant aid to legal entities carrying out experiments or carrying out knowledge transfer activities aimed at:
a. creating framework conditions for a properly functioning housing market;
b. Strengthen the position of the residential consumer,
c. promoting the quality of the living environment; or
d. ensuring the minimum quality of buildings and improving the quality of buildings, including the promotion of energy savings.
1 The subsidy ceiling is at most the amount paid out of the budget of the Minister for Wons and State Department for the various Article 2 indicates the objectives mentioned.
2 The grant applications shall be decided upon in order to receive the applications.
1 Costs incurred prior to the lodging of the application by the applicant shall be eligible.
2 If the application is submitted if the activity or activities concerned have already started, the application shall include:
a. a display of the state of affairs so far; and
b. an explanation as to why the application has not been submitted before the start of the activity or activity.
(1) Where a grant is approved by the Commission pursuant to Article 88 (3) of the Treaty establishing the European Community:
(a) a request for approval by the Minister as soon as possible to the Commission; and
b. decides to the Minister within six weeks after obtaining that approval.
2 The Minister shall communicate in the Official Journal of the European Communities to obtain the Commission's approval. If the Commission agrees to the approval, the Minister shall, in so far as they lend themselves to it, undertake to grant them the grant of the grant.
3 If the requirements are met with or under de minimis conditions Regulation 1998/2006 The applicant shall submit a de minimis aid for the application for the grant of the grant.
4 The declaration, referred to in paragraph 3, shall be drawn up in accordance with the conditions laid down in Annex I model included in this arrangement.
The Minister shall decide on the application for the grant of the grant if the approval is intended to Article 5, first paragraph The Commission has been refused.
1 For subsidy, no profit margin shall be granted for the benefit of the grant recipient.
2 In the case of: Article 5, third paragraph , the Minister shall determine the maximum amount of the grant in accordance with the de minimis Regulation.
The Minister may, when granting the grant, provide that the amount of the subsidy shall be fixed at the actual cost of the activity for which a grant has been applied for up to a maximum amount to be determined by the Minister.
4 The Minister shall determine the date for which the activity must be carried out.
5 The Minister may, when granting the grant, impose obligations relating to the manner in which or the means by which the activity is carried out.
The Minister may provide advances of up to 100% of the grant granted.
A subsidy granted under the Grant decision to live experiments and knowledge transfer shall be regarded as a grant, granted under this scheme.
This arrangement shall enter into force with effect from 1 July 2013 and shall expire on 1 January 2017.
This arrangement is cited as: Subsidierscheme experiments and knowledge transfer live 2013.
This arrangement will be set out in the Official Journal.
