Arrangement of the Minister of Education, Culture and Science of 17 August 2013, No DL/53730 2 (10377), laying down rules for the provision of a concession to the costs of activities aimed at establishing educational minors in the period 2013-2016 (Scheme educational minor vocational education) 2013-2016)

The Minister of Education, Culture and Science, acting in accordance with the Secretary of State for Economic Affairs,

Having regard to the Article 2 (a) (a) In conjunction with Article 4, second paragraph, of the other OCW subsidies Act ;

Decision:

For the purposes of this arrangement:

• bve setting: Institution as intended Article 1.1.1, part b, of the Education and Vocational Education Act ;

• Educational minor vocational education: a bachelor ' s degree course of choice research programme of 30 credits as intended in the Law on higher education and scientific research focusing on the acquisition of basic knowledge and skills related to teaching in vocational education, of which at least 50% of the curriculum is followed in practice;

• High school: Tertiary education as referred to in parts c and g of the annex to Article 1.8, first paragraph, of the Law on Higher Education and Scientific Research;

• teacher training: training at a college leading to a second-degree course of teaching in secondary education or vocational education and adult education;

• Minister: Minister for Education, Culture and Science;

• collaborative educational minor: partnership intended to establish an educational minor vocational education, consisting of at least:

  • a. One college that offers both a bachelor 's degree and a teacher training course or one college that offers a vocational bachelor' s degree and one college offering a teacher training; and

  • b. one vo school and one bve institution or one agricultural training centre as referred to in Article 1.3.3 of the Education and Vocational Education Act ;

• Bachelor's degree of training: bachelors training as intended Article 7.3a, 2nd paragraph, point (a) of the Law on Higher Education and Scientific Research which is included in the Annex in this arrangement;

• -School: From the State's treasury fund as referred to in Article 4 (1) of the Article 1 of the Law on secondary education .

Article 2. To Be Subsidized Activities [ Expired by 01-01-2018]

• 1 The Minister may grant a subsidy for the human costs of activities of a cooperative educational minor, aimed at establishing one or more educational vocational training in one or more Bachelor's training courses included in the Annex This scheme.

• 2 In any case, the following shall be understood as:

  • a. organising activities, focusing on the development of cooperation, the organisation and the task and responsibility of the organisation;

  • b. Design activities, aimed at shaping one or more educational minors vocational education or the transformation of an existing minor into an educational minor vocational education;

  • c. recruitment and counselling activities, aimed at recruiting students for the minor and on the guidance of these students by a vo-school or bve institution in the practical part of the educational minor;

  • d. implementation and suretyship activities aimed at the continuation of the cooperation through which the minor becomes part of the training as well as financially a regular part of the training.

• 1 The grant is granted for the period from 1 December 2013 to 31 December 2016.

• 2 Eligibility shall take place in two periods. The first period shall start in December 2013 and end on 31 December 2015. The second period shall start in December 2014 and end on 31 December 2016.

Article 4. Grant Application [ Expired per 01-01-2018]

• 1 Subsidy may be requested by the competent authority of the University providing a vocational training course within which the educational minor vocational education is designed and which, in that capacity, is part of a partnership educational minor.

• 2 The grant application is submitted using the Application Form Scheme Educational Minor Vocational Education 2013-2016 which is made available through the website of the Education Service Education Service.

• 3 The competent authority referred to in the first paragraph may submit only one application per period.

• 4 In case of application, the grant applicant shall submit a cooperation agreement, a plan of approach with at least a timetable and a budget.

• 5 The cooperation agreement lays down the arrangements between the participating parties in the grouping. In any event, the Cooperation Agreement shall contain:

  • a. a description of the purpose of the cooperation;

  • b. the intended results, in terms of the number of students following the minor and successful rounding off and the expected percentage of minorstudents passing through to teacher training courses;

  • c. arrangements for the deployment and distribution of resources;

  • d. a grant authorisation in respect of the pen-holding whereby the competent authority referred to in paragraph 1 shall be authorised by the other partners of the grouping to represent them.

• 6 In the plan of approach, all activities to be carried out by the grouping shall be described, including the activities referred to in Article 2, second paragraph .

• 7 The budget shall contain an overview of the estimated revenue and expenditure relating to the activities for which a subsidy is requested.

• 1 The application for grant for the first period can be submitted from 1 October 2013 until 31 October 2013.

• 2 The application for grant for the second period can be submitted from 1 September 2014 until 30 September 2014.

Article 6. Subsidy Cap [ Expired by 01-01-2018]

For the purposes of the subsidy scheme under this scheme, € 2,000,000 per period is available.

Article 7. Grant Amount [ Expired per 01-01-2018]

The amount of the grant to be granted shall not exceed 100% of the budget submitted, it being understood that the subsidy per grant recipient is not more than € 150 000.

Article 8. Methods of distribution available [ Expaed by 01-01-2018]

The Minister shall distribute the available amount in the order of receipt of applications, subject to the agreement of the applicant, Article 4: 5 of the General Administrative Law Act has had the opportunity to supplement the application, the date on which the application has been completed, with regard to the distribution, as the date of receipt.

• 1 The Minister shall decide on an application for grant in the first period no later than 31 December 2013.

• 2 The Minister shall decide on an application for grant in the second period no later than 31 December 2014.

• 3 The payment of the subsidy amount will take place in December 2013 if the grant relates in the first period and in December 2014 if the subsidy is in the second period.

The following obligations shall be imposed on the grant recipient:

• 1. The activities shall be carried out by 31 December 2015 at the latest, if the grant relates in the first period and by 31 December 2016 at the latest, if the subsidy is in the second period.

• 2. The grant recipient shall cooperate with or on behalf of the Minister for investigations, including a monitoring investigation, aimed at providing the Minister with information for the development of it by or on behalf of the Minister. implement policies.

• 3. The notification referred to in Article 9 of the OCW Regulation , shall be made to the Education Department.
